Meeting Mayor Kennedy called the meeting to order at 8:00 p.mo Roll Call: Present ~ ;~yor Kennedy. Trustees Nethercut. Crepeau. and Olmen. Glerk L,rraine Stromquist Absent ~ None Also ~resent - Atty. Banister ~ngineering COo; vlay helley - Building Inspectoro Minutes of the Hegul"r (;OUtlcll Meeting of Al'1'il 13. 19Q4 were approved as Sublllittedo Water Survey Committee's Final he~ort James Lang. Chairman of the Commi tee. submitted the questionnaires as filled out by the Village residents and the tabulation of same as compiled by the Committee. He stated that fifteen meetings had been held and estiLated that about 1.000 work hours had been con- tributed by members of the COL~ittee. Mr. Lang thanked the members of his Committee And informed the Council that he enjoyed working with the eir~t memberso Ml'S. Betty Klaas, Secretary. read the final report which stated that it was the unanimous opinion of the COllllllittee that there is no i~~ediate need for a munioipal water system in the Village. and when a municipal system does become necessary, the Committee recommends that ground weter drawn from deep we Is be used and not surface water purchased from snother municipality. The (;ommittee also recOlllIll- ended that the Village ~ouncil again consider the question of possible need of a muniCipal water system in five years, unless e major crwnge in growth pattern is evidenced earlier. Pfeilsticker. 1431 Arden Place, inqUired if the Council intended to make a decision on this matter at this meetingo Clerk Lorraine Stromquist stated that a letter hed been received from Mr. Anthony SchlJlidt, 1855 Alta Vista Drive, Mr. 'I~iegele' a attorney, which requested postpohemeDt of a decision until Mr. Schnddt's health would permit him to appear in behalf of Mr. ',1iegele to aI_ply for a variance of the Building Code. Mayor Kennedy stated that this deciaion had already been made by the Board of Appealso Trustee Nethercut stated he could see no reason for a postponement on the part of the Gouncilp since the Gouncil had attended the meeting of the Doard of Appeals. TrUstee Crepeau moved to accept the recommendation of the Boa!'d of Appeals to deny the variance re('uest of i.lr. iiiepele to permit the construdtion of a dou:Jle garage close to the Pfeilsticker property line; Mr. Wiegele is to comply with this decision by May 12, 1964; seconded by Trustee Nethercut; motion carriedo Clerk requested to inform l\ir. .ilegele and Atty. Mr. hwy stated that this debris is not only from the rlighvl,y Dept. construction, but also from the Villa[':e road and sewer contl'actors. Mr. Deseth informed the Council that the Al!s I n is again concerned about the Coun ty drainar;e ditch on 1n[':erson hord fl'om Pernwood to Lake Josephine. He steted that ll"st y"ar the COUity cleaned the di'~ch of debris. but decpened the ditch in the process; therefore. it is more ha$lardooll than before. The County previously informed the residents that any requests concerning this ditch must be initiated by the Villare. Matter referred to Trustee Olmen to check with the County .l;;nfineer. JiIr. beseth requested that conduit left at Fernwood and Ingerson hord be removed. Leferred to Fred Nixon. Mr. 'furnlu.'ld, hoseville Administrator. replied that this matter has been referred to Banister ~nglneering Coo for their studyo hill'OHT OF' HU ILDlHG INSl'.L>;CTOR Building Inspector Clay Kelley reported that no building permits had been issued during the month of April. Bethel Co~le@:e ~~. Kelley in1'ormed the Council that Bethel College intends to start construction siJout June 1, 19ti4. He stated that Lheir original plans have been changed slightly. ~rustee Nethercut recoD~ended that the plans should be re-submitted to the Planning Commissi~no hamsey County Building Code weeting Mr. Kelley Inl'ormed the Council that this Committee will meet on May 0, and he intends to attend. He reco~nended that the Village of Arden Hills adopt the revised hoseville Building Code. This prOblem is a result of the new elementrry school and concern is shown for the school children waiting for the school bus at this cornero \;lerk Lorx'aine Stromquist reported that she had t!llked with Lt. Pat Sexton concerninp this corner and was told by him that he does not think this cornel' to be extremely dangerous since the trafl'ice must stop while the buses ere loading and unloading - there are ,nine children involved. Trustee Nethercut moved that the Clerk write to the State and County. I I -, . ......<" Extract of Minutes of Meeting of the village council Village of Arden Hills county of Ramsey State of Minne~ota Pursuant to due call and notice thereof, a regular meeting of the Village Council of the village of Arden Hills, Ramsey County, Minnesota, was duly held in the village Hall at 1450 West Highway 96, St. Paul, Minnesota, on Monday the --Z1- day of April, 1964, at 8:00 o'clock P.M. The following members were present: X elln ed1, Crepeau, OllRen, Nethercu1i &: Stromq111st and the following were absent: Noae Stromq111sll introduced the following resolu- tion and moved its adoption: RESOLUTION REIATING TO APPORTIONMENT OF ASSESSMENTS REIATING TO SANITARY SEWER IMPROVEMENT NO. 3 BE IT RESOLVED by the Village Council of the Village of Arden Hills, Minnesota, as follows: WHEREAS the assessment roll forSanitary Sewer Improvement No. 3 as last finally amended and adopted on October 12, 1961, was filed and certified to the Couty Auditor of Ramsey County on November 17, 1961 for the purpose of inCluding instal~ents thereof to be collected along with real estate taxes commencing in 1962, and WHEREAS, a hearing on supplemental assessments, reassess- ments, and apportionment of previous assessments in respect to Sanitary Sewer Improva~ent No. 3 was held on July 16, 1962 at which time assessments for Sanitary Sewer Improvement No. 3 were amended as provided by said resolution of said date and certified and filed in the office of theCounty Auditor of Ramsey County on October 3, 1962 and . . WHEREAS since that da~e a number of parcels of property contained within sMid assessment roll as amended have been divided and conveyed by previous property owners and WHERE AS, the County Auditor of Ramsey County requires that apportionment of the original assessment against each original ~ tract where it has later been divided, sold or conveyed, be made by the Village Council of the village of Arden Hills in , order that the proper assessment can be extended by the County Auditor against each parcel of property thereafter, commencing with an assessment to be collected in the year 1963 and there- after: NOW THEREFORE, the Village Council of the Village of Arden Hills does hereby make the foilcding apportionment of original assessments as contained in said assessment roll of october 12, 1961, and as amended as of July 16, 1962 against the following described properties: Original Assessment: A) Shady Oaks Addition $ 187.50 E. 75 ft. of W 150 ft of part, N of a line 130.4 ft. N from & par. with S line of Sec 27, T 30, R 23 of Lot 5 Block 5 B) Ex E 75 ft of W 150 ft of part of Lot 5 N of a line 130.4 ft N from & par with S line of Sec 27 T 30, R 23 Lot 5 Block 5 1,490.00 Apportionment: 1) Ex E. 115 ft of W 245 ft 1,390.00 of N 150 ft. Lot 5 Block 5 Sec 27 T 30 R 23 2) EllS ft of W 245 ft of N 150 ft. of Lot 5 Block 5 Sec 27, T 30, R 23 287.50 The Village Clerk of the Village of Arden Hills is hereby authorized to prepare a certified copy of this resolution and to certify the same to the County Auditor of Ramsey County, Minnesota , . The motion for the adoption of the foregoing resolution was dUly seconded by Orepeau , and upon vote being taken thereon, the following voted in favor thereof: Kennedy, Clrepeau, Ollllen, Nethercu; &: Stromqu1s; and the following voted against the same: None whereupon said resolution was declared duly passed and adopted.
