Roll Call: Present - Mayor Kennely, Trustees Crepeau, Olmen, Netherout. Clerk Stromquist, Treasurer Read, Attorne, Courtney. Englneer Lund. and Building Inspector Kelle,. Absent - _ None. Mlnutes ~~4 The Minutes of the March 9~meetlng were approved as amsnded. Mr. J. Lambert of McGulres requested permlssion to erect a temp- oral'" directional blllboard. Referred to the Board of Appeals . and Building Inspector. ATTORNEY.S REPORT Bank De~osit Bonds Clerk_S romquist was requested to write the First National Bank of St. Paul and the F1rstState Bank of New Brighton concerning their present bonding pollc,. Transfer of McGuire LiQuor License Trustee Crepeau moved approvll1 or.the liquor license trensfer from McGuire. s Inc. to Truck Crane Serv1ce, subJeot to approval by the V1llage Attorney and the Pollce and F1re Departments. Seoonded by Trustee Olmen, oarl"led. Vlllage ordinance requires a $100.00 transfer fee for on-sale and $100.00 for off-sale licenses. ~rt1onment of Bonded Indebtednees. xrter some discussion, Trustee crepeau moved that Attorney Court- ney be authorized to prepare a Joint resolution stat1ng that an annexed area take over the bonded Indebtedness. of the village to whioh It 1s annexed. Seconded by Clerk Stromqulst. Carried. George Relling Easement Council dlsoussedthe settlement of the 60 ft. Relling Easement required forconstructlon of Sewer Improvement #6. as well as a 200 ft. treepass by the contraotor. Referred to Attorney Court- ney. Vessey Matter - Clerk StrOlllqulst was asked to request the Board of Appeals to submit a written report on the matter. Grotto Propert~ Attorney Courtney reported that negotiat1ons are in progress with a prospective purchaser of this property. Trustee Crepeau moved that oondemnatlon proceedings be tabled until the April 13th Council Meeting. Seconded by Clerk Stromquist, carried. BlJILDING INSPECTOR. S REPORT Inspeotor Kellel submitted a written report showing that build- ing activ1tl Is normal. DlftRCQst should be ready for occupancy wi thin 2 weeks and the 2nd Control Data building ready by m1d... May. TRUSTEE CREPEAU '5 REPORT _~ Ordinance _ stee Crepeau reported that Lt. Sexton had resolved the matter of a dog nuhanceon Bhorewood Drive. It was agreed that Lt. Sexton- would contaot owners delinquent in the pur_chase of annual dog licenses. Trustee Orepeau stated that a reoent traffic violator, who had requested both ohange of venue and a Jury trial, had been found guilty. Villa~e Hall Remodelling A request from Robert !Cerr was submitted for a $690.00 extra to cover additional panelling and tiling of the floor. Council decided this additional improvement was not feasible at present. Trustee Nethercut moved approval of a previously discussed ohange order No. 1 for ~52'-AO, seconded by Clerk stromquist, oarried. S3~. ~ T'1USTEE NETHERCUT REPORT Trustee Nethercut reoommended that the Village pay the tee for one representative of the Planning Commission to attend a meet- ing of the Minnesota Planning Assooiation in Duluth on April a4 and 25. The Council agreed this would be desireable. Trustee Nethercut submitted a draft of a proposed letter from the Planning Commission and Maror to neighboring communities, inviting them to discuss mutual long range planning in late 1964. Referred to Maror Kennedy. The Councll requested that Trustee Nethercut 81'1'ange to provide them with summary tabulations of the recent planning questionnaire and other pertinent planning information. TRUSTEE OlMEN REPORT Public Works Committee Wllllalii -J. Weglei tner, 1661 Glenview Ot. was appointed to replace Goodwin Kolstad who resigned from the committee. Trustee OImen reported he will attend meetings of the Sewer Study Group on April 1 and April 3. The excessive fee resulted from an error ln calculation. Council agreed refund should be handled wlth April disbursements. NSP Transmisslon Llne Clerk Stromquist SUbmitted a map showing location of a proposed heavy transmiseion line to be construoted in Arden Hills. Re- ferred to Village Engineer and Long Range Planning Comm1ss1on. Schutt. Sl~ The Board 0 Appeals recommends approval of a new slgn for Schutta Nursery at 4460 N. Hamllne. Septlc Problem The Clerk read a report !ran Dr. John Farkas, health officer, stating that sewage disposal at 440g N. Hemline created a dsfin- ite health hazard. Clerk stromquist ls to inform the almer to pump the system immedlate17 and abate the health hazard permanently. It owner does not comply with thls request, ordinance penalty is to be enforced. P.T.A. Safety Contest the Clerk read a letter thanklng the PUblio Safety Committee for their help in a reoent P.T.A. Bafety Contest.
