Clay Kelley. I:luildlng~lnspector. informed the Coulcil that on Feb. 1'7.
1964. he 1:n.s'pe'cted the hul1dinge and groo'lds of the Circle S RAnch and
founa that the grounds are well maintained and there were no odors.
However. the buildings are in 8 state of disrepair, with no fire control
equipme nt aI:parent. '
Walter Baugh, Heating 'r~speotor, submitted a written report, which was
read by the Clerk. 8aid report stated that two 1nspectionshad been
made. At the time of, the second 1nspect10n. the owner was available
and appeared very cooperative, aod agreed to carry out the recolDll1end~'o
t10ns suggested by Mr. Baugh.

Winfield West, Plumbing Inspector, reported that there WaS no plumbing
to inspeot. Facilities were a two compartment outhouse and an outsido
pump. which was banked with manure to keep from freezing; he telt
this was used tor watering the horses.

Lindey1s Prime Steak House
Mr. Aelley reported that the auxiliary door has been installed as
required by the Fire Department.

Mr. elley informed the Council that no appreCiable work has been
done to the Stepnenson home, lb56 Lake Johanna Blvd., in the last
30 days, however, he was unable to inspect the interior.

COUNTY HIGHWAYS
Mr. Sny-ker from the Ramsey Co. Engineer' s office appe81'ed to cllu'ify the
oh!wging of the status' of oertain roods in Al'den Hills. He explained
t;hst Cotmty Roa'd F i8 being changed to a County State Aid Highway to
facilitate the availability of fUllds for maintenance and improvements.
Howaver. improvement is not anticipated at this ti~e. In responce
to an inquiry from Trustee Crepeau, Mr. Snykor stated thnt the left
turn from County hQsd F onto Highway No. 10 will be stud:led letar.
Mr.. Snykar informed the Cou eil tbF,t the dead end roads caused by
the constructlonof the freeway which are tivGn to the Vl1lage arc
givon because the 'County cannot vaoate roads.

Club have been reopened and Mrs. Arneson has agreed to pay last Y0ar's

Sanitary Sewer No. 6 - Easement
Clerk Lorraine stromquist moved the approval of the Eil:rnest Money
Contr~ct for eAsement #6002, authorized the Mayor and Clerk to sign
same, and directed the Attorney to proceed with finalizing the contract
in the amount of $1,700; seconded by Trustee Crepeau; @otlon carried.
REPORT OF VILLAGE IHSUR^NC& AGENT
Clerk informed the Council that Mr. Hite, Village Insurance Agent,
requested more time to be better prepared to answer inquiries from
the Council. He will be preaent at the meeting of March 9.

Bert SChutta, 4ijO N. Hamline Ave., requested the procedure to pe~mit
a nOD9Qonforming use sign advertising his nursery on his property,
Which 111 not zoned commercial, and also a sign at Hlgh1fi&.Y #9ij snd
Hamline Avenue. Mr. Schutta was requested to apply fc~ the necessary
licenses and pC1'II1its, and. at that time, the matter would be refe:rl'ed
to the Board of Appeale.
REPORT OF VILLAGE EBGINE;ER
Shoreview~Arden'Hills Drainage
b41gr. Don Lund presented two maps conccl'oing previous studies of this
problem; he a180 presented a contour map of the area. The first map.
drawn byCarl.Burandt, formerly with Banister Engineering Co., showed
the pattern 01"1'10. in ,Ardeo Hills and through the center of the
St. Paul Bible College property., The eecond map from Curley Englneerc
ing Co. agreed with the first map. Clerk Lorraine Stromquist informed
the Council that former Mayor. Rep. Robt. Ashbach. info1'll1ed her that
a drainage pipe had been, installed by Banister Engineering Co. aOd
the owners assessed at, that time; therefore. he felt the College
should assume the present problem. Mr. Zilliox hild given a tempDrary
easement. Ensr. LUI;ld w"'s informed that we do not have a recent lay-
ou t of the proposed College buildings.
Mayor Kennedy read 8 letter, dated Feb. 6, 1904, from the Planning
Commission concerning tnis prOblem.
Matter referred to'Sanister Engineering Co. to attempt to obtain
more records f~~ Carley ~ngineeriog Co. and the Clerk to check the

Sewer StUb Relocation Costa
Trustee Olmen reported that he met with Eogr. Lund And Mr. Frank Laska,
Peter Lemetti Co. representative, concerning the sharing of costs of
sewer stub relocations. Mr. Laska stated that they wouldnot assume
any of the cost,8s they wer~ not notified at the time to enable them
to check and determine the cause of the prOblem. Referred to Engr.
-Lund and Trustee Olmen to again meet with Mr. Lametti. It 1!'ss agreed
that any 1"uture problelll8 should be referred bmediately to the Engr.

rates as reported 1n the St. Paul paper. Mayor Kenn..)r1y infor..wd the
Coune 11 that a technical study is proposed by th', Z'\1..'"l areaS. Arden
Hills' share of the cost would be 1410.00. 1layor Kennedy reco:'-"uonded
that Arden Hills join in this study. The recor,menda tions fo!' the
Ashbach Bill are due by Ootober 15, 1904. Mayor Kennedy explainod
thet with the hiring of a spechl1st in this field. we would bG better
prepared to present statistics and facts from a recognized autho~ity.
REPORT OF TRUSTEE CREPEAU
Policing of Control Data
~rustee Crepeau reported that the traffic rush from Control Data 1s
from 4:30 to 4140 p.m. and the traffic appears to be moving smoothly.
He feels that the new road will probablY):lj!pd.le .any additional traffic.

Police Salaries
Trustee Crepeau moved that Lt. Pat Sexton receive an hourly rate of
$2.20 per hour for extra duty in addition to hIs ~nfu~ll salary, and
the policemen to be paid on a straight hourly basis of ~2.20 par hr.
ins tead of the former i137.50 per month for night duty and the $2.20'
per hour for extra duty hoursl these rates to be effective as of .
February 1, 1904; seconded by Clerk LorraIne Stromquist; motion carried.
Trustee Crepeau informed the Council that logs are kept by the police-
men end are Checked by Lt. Sexton and Mr. Weber; uD<-lsual activity
polioing and extra duty requests are submitted far approval. He also
stated that the squad car is to be used for.policing after midn1ght
instead of private cars.

Trustee crepeau moved that the Civil Defense be permitted to p~..chase
two 2-...y radios at a cost of $92.50 per unitl seconded by Tr~st0G
Olmenl motion oarried.
Trustee Crepeau 1nformed the Council that this equipment eou14 also
be used by the Polioe Dept., and 1s with1n the budget - possibly the
Federal Government will pay half of this' cost.

REPORT OF MAYOR KENNEDY
PUblic P1annIn~ Meeting
Mayor Kennedy reported that the Arden Hills League of Women Voters is
sponsorIng an open PlannIng Meeting on March 24, at 8:00 p.m., at
the Trinity Lutheran Church of Lake JOhanna, New Brighton Road. They
are extending a spe~ial invitation to the Council and the Chairman of
the Committees. '
Road Load Restriotion PrOblem
Mayor Kennedy read a letter. dsted Feb. SO, 1904, from the St. Paul
Area "hamber of Commel'ce requesting oOnsideration be given to the
matter of additional charges for heavy hauling over roads in the
village during tne load restr1ction period in the spring. Additional
cost 1s incurred by moving companies due to the traosfer at goods
from small !)arriersto larger ones to avoid overload finea. Mayor
Kennedy suggested that the residents be notified in sdvance of the
road restrictions so ther oen arrange their heavy hauling accord1ngly.

the Northern States POwer Co. notifying the VIllage that the 1'081=

RESOLUTION RELATING TO APPORTIONMENT
OF ASSESSMENTS RELATING TO SANITARY
SEWER IMPROVEMENT NO. 3
BE IT RESOLVED by the Village Council of the Village of
Arden Hills, Minnesota, as follows:
WHEREAS the assessment roll for Sanitary Sewer Improvement
No. 3 as last finally amended and adopted on october 12, 1961, was
filed and certified to theCounty Auditor of Ramsey County on
November 17, 1961 for the purposeof including installments thereof
to be collected along with real estate taxes commencing in 1962, and
WHEREAS, a hearing on supplemental assessments, reassessments,

and apportionment of previous assessments in respect to Sanitary
Sewer Improvement No. 3 was held on July 16, 1962 at which time
assessments for Sanitary Sewer Improvement No. 3 were amended as
provided by said resolution of said date and certified and filed in
the office of the County Auditor of Ramsey County on october 3,
