Pursuant to due call and notice thereof, a regular meeting
of the Village Council of the Village of Arden Hills. Ramsey

County, Minnesota, was duly held in the Village Ball at 1450 West
Highway 96, St. Paul, Minnesota, on Monday, the 13th day of
January, 1964, at 8:00 o'clock P.M.

BE IT RESOLVED by the Village Council of the Village of Arden
Bills, Minnesota, as followsl
l~S the assessment roll for sanitary Sewer Improvement
No.6 as last finally adopt.ed on November 1, 1963, was filed and
certified to the County Auditor of Ramsey County on December 3,
1963 for the purpose of including installments thereof to be
collected along with real es~ate taxes commencing in 1964, and
WHEREAS since that date a nu.rnl?er of parcels of property
tI contained within said assessment roll have been divided and conveyed
by previous property owners and
WBBREAS, the County Auditor of Ramsey county requires that
apportionment of the original assessment against each original

RESOLUTION RELATING TO APPO.RTIONMENT
OF ASSESSMENTS RELATING TO SANITARY
SE\iJER IMPROVEMENT NO. 1
BE IT RESOLVED by the Village Council of the village of Arden
Hills, Minnesota, as follows:
WHEREAS the assessment roll for Sanitary Sewer Improvement
NO. 1 as last finally amended and adopted on September 9, 1960, was
filed and certified to the County Auditor of Ramsey County on
October 26, 1960 for the purpose of including installments thereof
to be collected along with real estate taxes commencing in 1961, and
WHEREAS, a hearing on supplemental assessments, reassessments,
. and apportiomnent of previous assessments in respec;:t to Sanitary
Sewer Improvement No. 1 was held on August 3, 1961 at which time
assessments for Sanitary Sewer Improvement No. 1 were amended as
provided by said resolution of said date and certified and filed in
theoffice of the County Auditor of Ramsey county on September 6,
1961 and
WHEREAS since that date a number of parcels of property
contained within said assessment roll as amended have been diV'ided
and conveyed by previous property owners and
WHEREAS, the County Auditor of Ramsey County requires that

RESOLUTION APPROVING PLANS AND SPECIFICATIONS

FOR IMPROVING AND REMODELLING OF VILLAGE HALL,
AND ORDERING ADVERTISEMENT FOR BIDS THEREON
WHEREAS, pursuant to the direction of the Council plans and specifications
for interior remodelling and expanding of the Village Hall and for installation
therein of a forced warm air furnace and baseboard heating system have been
prepared by Robert McNiesh and Robert Kerr of Ellerbe Co., and
WHEREAS, said plans and specifications have been in all things approved,
NOW THEREFORE, IT IS HEREB~ RESOLVED that said plans and specifications
as filed with the Clerk are in all respects approved.
BE IT FURTHER RESOLVED, that the Clerk is hereby directed and authorized
to cause an advertisement for bids thereon to be published in the official
Village newspaper, the New Brighton Bulletin, as soon as possible, and bids

NOTICE IS HEREBY GIVEN that sealed bids will be received by the Village

Council of the Village of Arden Hills, Ramsey County, Minnesota, in the Village
Hall,S.T.R. 96, Arden Hills, until 8:00 o'clock P.M. on11A.,;~.JJo1_' the
~day of C) ,,-_k..A ~"'-'". ~ , 1964, at which time the bids

will be publicly opened and read aloud, for the improvement of the Village Hall
by installing therein a forced warm air furnace and baseboard heating system, .
and fpr performing certain interior remodelling of the Village Hall; that the
bids will be then tabulated and subsequently considered by the Village Council,
Specifications and general conditions may be seen at the office of the
Village Clerk in the Village Hall, 1450 West Highway No. 96, Arden Hills,
Minnesota,
Each bid shall be accompanied by a certified check, bidder's bond or
cash deposit in an amount equal to at least ten per cent (10%) of the amount
of the bid, which check, bond, or deposit, shall be forfeited to the Village
in the event the successful bidder making such deposit or posting such bond
fails to enter into a contract,
Bids shall be directed to the Village Clerk, securely sealed, and
endorsed upon the outside as "Bid on Village Hall remodelling and improvements",
The Village Council reserves the right to retain the deposits of the three
lowest bidders for a period not to exceed thirty (30) days after the date and
time set for the opening of bids, No bid may be withdrawn for a period of
thirty (30) days after the date and time set for the opening of bids.

The Village Council further reserves the right to reject any and all bids,
to waive irregularities and informalities therein, and further reserves the
right to award the contract in the best interests of the Village.

The Village Council of the Village of Arden Hilla does hereby ordain as
follows:
Sectionl. Definitions.
(a) Signa. For the purpoaea of thia ordinance
a sign is defined aa a name, identification, deacription, diaplay, illustration
or device which is affiXed to, painted, or represented directly or indirectly
upon a building or otner aurface or piece of land, and which directs attention
to an object, product, place, activity, person, institution, organization, or
bu.ineaa.
(b) Billboarda The term "billboard" aa Wled in this ordinance ahall mean
and include all atructures or signa of whatever material the aame ~y be con-
structed which are independently supported or placed on the ground or upon the
roofs of buildinga, and which are erected, maintained or used for the out-of-
door public display of printed or painted postere, signs, pictures or other
pictorial or reading matter,

area for churches, achool., hospitals or public or semi-
public institutions, which bulletin board shall refer to the
in8titution located on the same premises 8S such board. Any
illumination shall be diffused or indirect end the sign shell
be aet back at leaat two-thirda the diatance of any required
set-back from any property line aa aet by ordinance for build-
ings or other atructures.

"For Rent" sign not exceeding four .quare feet in area.

Section 13. Removal of Unauthorized Si2na Or Billboards.
Upon report by the Police Department to the Council of any unauthorized
aig~ or billboard. in Atden Hill., the Council may, in ita di.eretion, give
the owner of the premi..a upon which .ueh sign ot billboard is located at
lea.t 30 day. ..it ten notice that .uch sign is in violation of thi. Ordinance.

hereof. In the event that said billboard or sign ie not remoV$d, or a licen..,

(a) In the event that au application for a pet"Dlit or licenae hereunder

and acting under the provi.ion. of Section 9 of Ordinance No. 18, the Zoning
Ordinance. Such appeal may be taken by letter directed toeitber the Clerk
or the Building Inspector, whichever La.ued the particular denial, and it

application, and all other relevant data in the pos..e.ion of the Clark or

are conta:l.ned in Ordinance No. 18, the Zonina Ordinance, and Ordinance No.
16, the Building Code, and _ndmente thereto.
