Mr. Arthur Jurgenson expressed concern about the lack of a north-south
street Included In the college's apartment proposal. Mayor Nethercut
requested hIm to send a fetter to the Council and Include a drawing
showing his request.
REPORT OF ATTORNEY COURTNEY
Pedestrian Trali Easement
Attorney Courtney reported that the casement from Northern States Power
Company for the pedestrian trai I Is now ready for final izing.

Attorney Courtney submitted a letter, dated December 26, 1967, to Clerk
Lorraine Stromquist concerning the status of thIs matter.
Councilman Crepeau moved That Banister Engineering Company be authorized
to prepare a pralimlnary report which would describe the area, state
generaGly what shoutd be done regording drainage, and recommend a
distrlbu"rlon of cost between tho benefited municipalities; the cost
of this report Is to be between $100 and $150; seconded by Council-
man Olmen; motion curried,
As requested by the Village of New Brighton, Councilman Crepeau moved
to authorize Attorney Courtney to inform New Brighton by letter of
Arde~ HI! Is support In establiShing a Watershed Dls~rict for the Rice
Creek drainage area; seconded by Councilman Bjorndahl; motion carried.
Rosevil!a - Arden Hills Water Contract
Attorney Courtney submitted a letter, dated December 26, 1967, In which
he summarized his meetIng wii"h Rosevll Ie representatives and the Supt.
and Ass't, Supt. of the St. Pau! Water Department on Oecember 22. He
believes that a final conclusion will be made on the matter before
the mldd~e of January.
. \~ater Meter Contract
". Attorney Cotirtnay reported that the water meter contract is In order
and ready for execution,
Councilman Olmen moved approval of the contract to purchase meters
from the Badger Man~facturing Company, Inc. and authorized tha Mayor
.. and Clerk to execute the contract; seconded by Councilman Bjorndahi;
"~ motion carried.
Munlclpa! Emp!oyees Bond
Treasurer Worth Read informed the Council that he has checked with
other firms, and recommends a blanket bond be purchased from the Hite
Agency in the amount of $25,000 to cover all Vii lage employees effective
January I, 1968.
Clerk Lorraine Stromquist informad the Council that the cost of the
$25,000.00 blanket bond will be $3[5.00 annually, or $788 on a 3-year
basis. I

Counci tman Crepeau moved the adoption of a ResolUTion, as attached,
commending Mayor Nathercut for services to the Village and authorized
tho Clerk to havs a brass plaque made and added to the one in the Village
I Hal r honol.ing former mayors; seconded by Councilman Olmen; motion carried.
Mayor Nethorcut thanked the Councl! .and expressed appreciation for the
sentiment; he stated that he has enjoyed the experience and working
with evoryone toward the sarno goal.
Sewor Extonslon Matter
Attorney courtney repor'~ed 'j'hat the ex-I'ens Jon of a sewer II na from
County Road 0 north on Lexington Avenue to service the Sollie lots
would foliow the procedure used for the extension of the County Road ~
sower line. He In-10rmed the Counclf that he wi II follow through and
get a signed agreement from Mr. Sollie regarding the assessment and
the connection should be available by the end of the week.
Engineer Lund reported that the present est!mate of $1,600 is higher
than the quoted estimate of 11,050, because of the frost in the ground,
e-I-c.
Councilman Olmen moved thet Engineer Lund be authorized to chac~ for
lower bids and then to proceed with tho Improvement, subject to Atty.
Courtney's approval; seconded by Councilman Bjorndahl; motion carried.
REPORT Of ENGINEER LUND
~. improvement 67-1, ~ter Meters
Clerk Lorraine Stromquist read a letter, dated December 26, 1967, from
Engineer NOI.r.1an Henddckson conce,ning Viator mo'/"ars for this iml>rove-
ment. He I isted the number of meters and sizes which Ardon Hills wll!
probablY need for Improvement 67-1, and reported that Roseville has
offored to supply thesa-meters to us on condition that as each meter
is picked up, an ofdsr Is Immediately made to roplace It. This pro-
cedure would be a favo~ to us since it sometimes takes two to three
weeks to receive.an order.
Robert McNlesh. Chairman of the Wator Study Coromittee, was present and
stated that, according to the Ordinance, meters 2" or more in size
must be purchased by the ownor; ha submitted the names of three manu-
facturers who have acceptablo meters. He also stated that the~e mate~~
must. be appi'oved by the Commissioner of Pub~ ic \'iorks, and suggested
assistance from Banister Engineering Company for adequacy.
The Counci I agreed to use Rosev! I Ie as one source of supply and re-
. quested Engineer Hendr'ickscn to submit a list of lnforma-/"ion needed
to determine the adequacy of meters to be used that are over 2" in

Councilman Olmsn moved that Arden Kills purchase from the Badger Co.

In response to Inquiry, Engineer Lund Informed the Council that most
of the water pipe breaks in tmprovement 67-1 were in one area along
County Road E. Tho Field Engineer had Informed Engineer Lund that
all kno~n feiluras have now bean fixed; tharo Bre two extensions to
be tested and then service will be available.
Councilman Olmon recommended sendinq a letter to all commercial and
industrial establishmonts in Improv~m8nt 67-1 that are dependent on
water to Inform tham that a break could shut off their water supply
until repaired; this situation shau~d be corrected as soon as tl1S
proposed tallk is COGs';'ruc'~od in -~h0 spring. Counci! rsforrad the matter
to Coullcil!nan Olnlsn and Er~g1neer Lund to chock with ~ngi1190r Hendrickson

Rink Attendant Employ~
Councilman Bjorndahl moved, seconded by Councilman Olmen, the hiring of
Tom Perry, 1420 West County Road E, as a rink attendant at the I'"ate
of $2,00 per hour; motion cal-ried.

Cooncilman Bjornd~hl received a request from the Mounds View Recreation
Department to use the vi Ilage rinks at Valentine Park and at County
Road E for figure skating on Saturday mornings and the County Road E
rink for hockey on Saturday ~fternoons,

$100.00; the Council agreed these items .should be purchased. Council-

wll i be further discussed and a report will be made at the next Council
meeting.

Newly Elected Officials Conference
Clerk was requested to inform Councilman Elect E. Gray Henderson of
the annual conference sponsored by the League of Minn. MunicipalitIes
to be hald J6nuary 6, 1968, at the University of Minnesota.

Parks and Recreation Fund
Counci Iman BJorndahl moved that the $1.100 for the new warming house
b. carried over from the 1967 budget to the 1968 budget from General
Fund Account No. 474.2 to Account No. 4742.36, since it was budget
from this yoar's fund and not used; seconded by Ccuncilman Crepeau;
motion carried.
