Minutes of Regular Council ~ieet i ng Vii lage of Arden Hills Monday - 13 Novamber 1967 - 8:00 p.m. Call to Order Meeting was called to order by Mayor Nethercut at 8:05 p.m. Roll Call 1. Present - Mayor Nethercut, Trustees Crepeau, Olman. Bjorn dah I and Ho I I enhorst Absent - None Also Present - Village Atty. Vincent P. Courtney,VI Ilage Treasurer Worth G. Read, Engineer Norman HendriCkson. Building Inspector Clay Kelley. Administrative Clekr Lorreine Stromquist, Deputy Clerk Florence Honan. Approval of Minutes The minutes of the Regular Matting of 30 October 1967. were approved as submitted. BUSINESS FROM THE FLOOR None. REPORT OF ATTY. VINCENT P. COURTNEY Employees' I nsurance Po II cy Atty. Courtney Informed the Council that the present status of the policy Is ambiguous; the applications states full or part time employees. but the policy states full time employees only. Atty. Courtney discussed this matter with Mr. Bretz, the Insurance agent. Mr. Bretz assured him that prt time employees are covered. but will contact the company and have a letter of confirmation sent to Atty. Courtney. Rosevl I Ie-Arden Hills Water Contract Atty. Courtney reported that he had met with Atty. Bell of Rosevi lie last Friday. He does not have a new draft from Rosevi I 10. but feels all the problems discussed with the ARden Hills Committee have been resolved satisfactorily. Atty. hopes to have the contract this week and will expect the Committee to meet with him again. Arden HII Is Water System Ordinance Atty. Courtney distributed to the Council copies of the proposed Water Ordinance and read those portions which Incorporated the changes ,. as reCommended. As recommended by Atty. Courtney, the Ordinance was referred to Bob McNlesh, Chairman of the Water Study Committee, for technical ~' and to the clerk for proof reading before publication. Trustee BJorndahl moved the rules be waived and an Ordinance be adopted establishing a municipal water system In the Village of Arden Hills, providing for connections thereto, charges therefor and penalties for violatIon, be given Its second and final reading, subject to tech- nical checking and proof reading; seconded by Trustee Olman; motion carried. Water Meter Bids Atty. Courtney reported that he will report on thIs matter at the next counc II meeting, whiCh will stili be withIn the 30 day period for the awarding of the bid. -1- - Regular Council Meet i ng -2- 13 Nov. 1967 Request for Water Connection Worth Read requested a curb box be installed for future connection to his house. Engr. Hendrickson informed the Council that this is being done; thIs . is the reason a request was sent to property owners adjacent to the water main to Instal I stakes where they would , I ke th I s Installation. CondeRnation Matter - 1624 Johanna Blvd. In reply to an inquiry from Trustee Crepeau, Atty. Courtney Informed the Council that he w I I I check with Atty. Sallandon the status of the condemnation proceedings of this structure. PlannlnQ Commission Matters Trustee Holtenhorst inquIred as to the pdsslbl lity of setting public hearings for December 5, on three matters which are to be presented to the Planning Commission at its 14 November meeting. Atty. Courtney informed him that two ~f the cases could possib~ybe set for that date, but he has not received any material on the third matter. REPORT OF BUILDING INSPECTOR CLAY KELLEY Externa I StoraQe Complaint Mr. Kelley reported he had checked the old drive in on old HighwaV 8. He does not believe a hazard exists, but they ere vlsibla to the rasldents, and externa I storage is prohibited by Ordinance. Mr. Kelley reported that hO had red tagged the proparty and will attempt to contact the owner. Phillip Station - Junked Cars Mr. Kelley reported that there are no wreCked cars visible at this time at this location. 3403 Johanna Blvd. Mr. Kelley reported that the yard at this house I s ve ry littered, but is comparable to the general area; the whole area could stand some "sprucing up". Tha exterior of the dwelling Is reparable; he will report on the interior condition at the next meeting. REPORT OF TRUSTEE CREPEAU . None. REPORT OF TRUSTEE HOLLENHORST None. REPORT OF TRUSTEE BJORNDAHL Disposition of Diseased Trees Trustee BJorndahl informed the Counci I that the Parks and Recreation Commi ttee will designate an ares, possibly In Charles Perry Park, for the disposition of diseased trees by individual property owners. The recommended procedure wi I I be to contact the Village Hall for an appointment with Fred Nixon, who will know the exact location. -2- Rogular Council Minutos -3- 13 Nov. 1967 Enforcement of Oak Wilt Ordlnence Trustee Bjorndehl stated that the committee wi I I set up a system with Dr. French for the enforcement of this Ordinance; "'arch I . 1968 is the deadline for the disposition of diseased trees. . Valentine Park SkatinQ Rink Trustee Bjorndahl informed the Council that a permit has been received from the State Conservation Department for pumping water from Laka Valentine for the flooding of the rink at Valentine Park. Proposed Boulevard Tree Ordinance Trustee Bjorndahl reported that the Committee has a II st of trees which will be allowed for boulavard planting; the committee reco~mends that a uniform species of trees be planted In block areas. This Ordlnanca is st III being studied. Skating Facilities - Lake Johanna Jr. Hillh School Trustee BJorndahl informed the Counci I that Rosevi lie has allocated $300.00 for supervisory personnel for this rink and will take a census of the number of children using the facllltlos from Rosevllle Bnd Arden Hil Is for equalization of payments in the future. REPORT OF TRUSTEE OLMEN Publ ic Works Committee Trustee Olmen Informed the Council that this committee will meet this coming Wednesday. Cu I vert Request Trustee Olmen reported that a request had been received for a culvart installation at 1620 Oak Avenue. He feels the cOl'ltour of the land has bean ch~nged to create this situation. He stated that the Village is attempting to avoid ditches because of the maintenance problem. Trustee Olmen recommended the Village Engineer check this site. and if the contour of tha land has been changed, this would then be a private matter and the responsibility of the home owner. Water Department Employee Trustee Crepeau moved that R. Wayne Brunette. presently working for the Village maintenanca department, have his duties expanded to include working for the Water Department. subject to the approval of the Public Works Committee, and authorized that he receive training . from the Village of ROS8vJI Ie; seconded by Trustee Hollenhorst; motion carriad. REPORT OF MAYOR ROBERT NETHERCUT Ramsey County Board Meeting Mayor Nethercut reported that he attended the Ramsey County Board meeting this morning and after ascertaining that the cost of ImprOVing Red Fox Road was in the 1968 County budget. he informed the Board that not only would Arden Hills benefit from this Improvement. but also the school district and Ramsey County. Ramsey County Lea~ue Meetin~ Mayor Nathercut announced that the League will meet this Wednesday and recommended Council attendance. The subjects to ba discussed wi I' be the Civil Rights Ordinance and the County street lighting proposa I. -3- Regular Coullcll r~eeti n9 -4- 13 Nov. 1967 County Street Li~htinQ Proposal Clerk Lorraine Stromquist submitted approximate figures to Mayor Nathercut on amounts paid by the Vi' lage and the County for street lighting in ARden Hil Is and also figures showing proposed change by Ramsey County. The figures showed that Arden Hills would benefit from the change, but . Trustee Olmen noted that this does not take into consideration the maintenance of the lights. Mayor Nethercut wll I pursue the matter. Councilman Elect Henderson Mayor Nethercut recommended that the Clerk send minutes of council m meetings and othar pertinent material to Councilman Elect Henderson, so he w i I I be Informed of pending matters. REPORT OF ADMINISTRATIVE CLERK LORRAINE STROMQUIST Rodent Problem Clerk Lorraine Stromquist reported that a reply, dated 6 Nov. 1967, from Rosevllle regarding roden problem In the area of Cleveland Avenue and County Road 0, which Dr. Fa rkas be II eves is caused from a pig farm in ROs8vllle. Village fillln'age" Turnlund Informed Arden Hills that their Consult1ng Sanitarian will check Into the problem and a report will be submitted to us. Request for Extension of Sewer Main Clerk Lorraine Stromquist read a letter, dated 2 November 1967, from Mr. Richard Sollie requesting the extension of the main sewer line to service his property at 3143 North Lexington Avenue, on which he is bui Iding a home. Engineer Lund submitted a feasibility report, dated 9 November 1967, stating this this would ~o a simple installatIon, but Mr. Sol lie would havo to determine the point at which he would like the servIce. Clark Lorraine Stromquist requested to consult with Atty. Courtney beforo proceeding and also to assure that tha owner I s aware of the assessment involved In this improvement. Trustee BJorndahl moved approvel of the sewer line extensIon, subject to the approvlll of the Village Engineer and VII Illge Attorney; seconded by Trustee Crepeau; motion carried. Wlltar Connections Counc i I requested Clerk Lorraine Stromquist TO prapare permit forms according to the Ordinance for water connections. It was reiterated that only licensed plumbers will be authorized to take out permits; . Mr. West Is to Inspect those connections already made before the rnetl3rs are installed as well as al I future connections. VillaQe Hall Janitor Service Clerk Lorraina Stromquist Informed the Council that Mrs. Cmiel has resigned from her janitorial service here at the hall, but she has found 8 replacement. Trustee Crepeau moved approval of Mrs. Llllna Fr~nke for janitorial service at the Vii lage Hall, and authorized an hourly rate of $1.75 par hour plus 50~ per trip travelling at Jowllnea; soconde~ by Trustee BJorndaht; motion cllrried. Complaints - Vii lage Hal I Parking Lot and Steps Trustee BJorndahl expressed dissatisfaction regarding the drIveway entrance to the village hall - it is too narrow and difficult to -4- . , . Clerk Lorraine Stromquist referred this matter to Engineer Lund who informed her that the step matter was not included In the con- . tract for the parking lot, but he would attempt to get bids and have It done this fall. The~matter of the driveway entrance was also referred to Engineer Lund for correction, and to Fred Nixon to obtain and place concrete curbing effectively.
