Minutes of Special Council Meeting Vi Ilage of Arden Hi lis Thursday - 9 November 1967 - 6:00 p.m. Call to Order Acting Mayor Crepeau called the meeting to order at 8:00 p.m. . Roll Ca II Present - Trustees Crepeau, Hollenhorst, Bjorndahl and Olmen (Olmen left at 9:00 p.m.) Absent - Mayor Nethercut Also Present - Village Atty. Vincent P. Courtney, Engineer Roger Short, Water Study CommIttee Chairman Robert McNiesh and Deputy Clerk Florence Honan. CertifIcation of Election Returns Trustee Olmen moved, seconded by Trustee Hollenhorst, the adoption of a Resolution certifying the results of the Annual Village Election, as per attached; motion carried. Water Improvement 67-1. Jurgenson Property Arthur Jurgenson, owner of property through which the water line Is proposed to be Installed, had submitted a preliminary plat at the office for this property, which will be considered by the Planning Commission on November 14. He requested assurance that the plat wi II be approved as presented to avoId loss to any of the proposed lots before granting an easement to the VIllage for this construction. However, he Is most anxious for water service. Because of the time element, Trustee Hollenhorst moved the adoption of a ResolutIon authorizIng Atty. Courtney to commence condemnation proceedings to obtain the easement amd also to attempt to obtain a waiver of tres- pass from Mr. Jurgenson; seconded by Trustee Bjorndahl; motIon carried. It was declded.that should the waIver of trespass be granted, or the easement given, the condemnation matter could be discontinued. Trustee Bjorndahl also mentioned that should Mr. Jurgenson fill the pondlng area, which is located wIthin the proposed plat, the pro- posed Lake Josephine drainage Improvement would be affedted; he thought possibly the Village should consider purchasing this area from Mr. Jurgenson. Water Meter BIds Engr. Short submitted a tabulatIon of water meter bids, as attached, . that had been opened by the Clerk and EngIneer on Monday, November 6. Trustee Bjorndahl moved, seconded by Trustee Olmen that the four bids received for water meters be referred to the Village Attorney and Engineer for study and recommendation; motion carried. Engr. Short Informed the Council that the VIllage of Roseville, because of their quantity purchasing, could sell meters for Water Impr. 67-2 at about $5.00 less than Arden Hills could purchase them. - Water Connection Request - Sheehy Trustee Bjorndahl moved, seconded by Trustee Hollenhorst, that the Sheehy residence, 1505 Edgewater Avenue. be allowed to connect to the water system; motion carried. Clerk requested to so Inform Mr. Sheehy. Water.9rdlnance Study Attorney Courtney read the balance of the Water Ordinance draft, which had not been done at the special committee meeting held during the past week at his office. Atty. Courtney noted recommendations from the Council, Engineer and Mr. McNlesh concerning changes, additions and deletions. - ~ - . , ;- Special Council '~eetlng -2- 9 Nov. 1967 Trustee Olmen left at the beginning of this discussion. Atty. Courtney will attempt to have this Ordinance in final form for passage at Monday night's Council meeting. Water lmpr. 67-1 .
