The minutes of the Regular Council Meeting of 9 October 1967 were
approved as submitted.
8USINESS FROM THE FLOOR
Geor~e Salitros - 361 I Haml i ne Avenue
.
Mr. Sal itros reported that residents in his area had submitted a signed
petition to the State Highway Department requesting weeds to be cut
on the east bank of Highway 51 at County Road E. He requested Village
coo~eration to obtain more frequent and more extensive weed cutting
of the area. He also registered a complaint of unsightly debris at
1353 West County Road E. Matter referred to Public Safety Committee.
REPORT OF ATTORNEY COURTNEY
Soo Line Crossln~ Permit
Atty. Courtney rev i ewed his letter of 30 October 1967 concerning the
necessary license - $50.00 and Resolution requ ired. Trustee Crepeau
moved adoption of the Resolution as attached, seconded by Trustee
Hollenhorst; carried.
Water System eontract
Atty. Courtnoy reported that he is working with Rosevi lie representatives
on the contract- and noted that temporary permission to proceed was
granted in Rosev i II e f s letter of 17 October 1967.
Water Ordinance
AHy. Courtney discussed In deta i I Sections I and 2 of the proposed
. Ordinance Regulating the Water System of the V I II age of Arden Hills,
; Providing for Water Connections thereto and Charges Therefor and Pro-
viding a Licensing System for Water Service Excavators. Administrative
Clerk St romq u i st was r,: uested to check 0 rd i nances In neighboring
v i I I ages for rate schedules.
Special Meetin~
A Special Council Meeting was scheduled for Thursday, Novembe r 9, 1967,
at 8 p.m.
Lake Josephine Draina~e Matter
Trustee Bjorndahl reported on the recent meeting with area residents
and Engineer Lund on this drainage problem, and reviewed Engineer
Lund's letter of 6 October 1967. Mr. David r~. f rw in, 1200 1 n go rson
Road, expressed appreciation for Counc i I cooperation and discussed
area residents' concern for a permanent solution. Counc i I referred
matter to Engineer Lund for further study.

Trustee Crepeau read the letter of 14 October 1967 from Dr. John Farkas
. relating to sanitary conditions at this address. Counci I requested
that Building Inspector Kelley contact the owners for compl iance with
detai Is as outlined in the letter of October 14.
Cleveland Ave. and County Road 0
In his letter of 14 October 1967, Dr. Farkas stated he has inspected
the area and found premises, In neat order. It appeared the source
of rats might be a hog farm I.~ Rosevi lie. Trustee Crepeau recommended
that Administrative Clerk Stromquist contact Rosevllte authorities on
the matter.
Civi I Defense
Trustee Crepeau reported that at a recent Clvi I Defense Directors'
meeting. The cooperation of the '~ounds View, New Brighton and Shore-
v I ew C I v i I Defense organizations has been obtained to service social
events. etc. at Mounds View Schools.
REPORT OF TRUSTEE BJORNDAHL
Oak ~Iilt
Trustee Bjorndahl stated that Dr. French will be at the public meet-
Ing on November I. Cost of the"survey was $213. No Dutch elm disease
was discovered, but a II areas surrounding Arden Hills have the disease.
It Is anticipated that I n future surveys both the oak wilt and Dutch
. elm diseases wi I I be covered.
Skatlnq Facilities
Trustee Bjorndahl reported that Arden Hi I Is has received excellent
cooperation f rom Dr. Witter, Superintendent of School District #621
regarding skating faci I ities at Johanna Jr. High Schoo I. Arden Hil Is
is supplying a heater and a warming house. whiCh Is being bui It by
Arden Lumber I~art for $847. The Parks and Recreation Committee wi II
meet with Rosev I I Ie rap resentat I ves for further cooperation on this
fac i I I ty.
Valentine Park
The Council expressed appreciation for the Arden Hills Jaycees paint-
ing of the warming house at this playground. Roge r Re I I I ng stated
that exterior painting has been comp leted and the Interior wi II be
completed shortly. Trustee Bjorndahl reported that i Ights are being
installed and that the location of the warming house was controlled by
the power source, parking area and skating r Ink faci Ilty.

Phillips Station SiQn Request
Administrative Clerk Stromquist reported that Mr. P. Mowrey of Twin
Sign Co. has requested a sign 40' in height at the Phi II Ips 66 Station.
Trustee Hollenhorst moved d~~lal of the request since the matter had
been considered previosly this year and there appears to be no new
. evidence warranting reconsideration at this time; seconded by Trustee
Olmen; motion carried.
D~linquent Sewer Accounts
Trustee Bjorndahl moved that delinquent sewer accounts as per attached
list be certified to the County Auditor for collection with 1968 taxes;
seconded by Trustee Olmen; motion carried.
Street Sian Request
The request for a "Watch for Ch II dren" sign at Skiles Lane and Glenarden
Road was referred to the Public Safety Committee.
Water Connection ReQuest
. S. Prager, 3320 Dunlap St., has requested permission to connect to
the water main. Administrative Clerk Stromquist to advise resident
of status of wate r Imp rovement.
Burning of Trees
Hunce Lagerstrom stated that disposing of diseased trees Is a problem,
and suggested that having a central place for d I sposa I would be desir-
able. Trustee Bjorndahl reported that he Is working on the matter.
Claims
Trustee Bjorndahl moved approval of the claims as per attached, exclud-
Ing check #3820, pending attorney's clarification, and Including Nos.
3846 and 3847 to appear on November disbursements; seconded by Trustee
Olmen; motion carried.
