The Arden HII Is Jaycees have offered to paint the warming house at Valentine Park, both exter i ~ and Interior. The Committee authorized them to purchase paint from the Arden Lumber Mart; this cost to come from the Parks and Recreation budget. The Jaycees will attempt to do this painting this Saturday. Mayor Nethercut expressed appreciation be conveyed to the Jaycees by Mr. James Plemmons, who was present at the Council meeting. REPORT OF ATTORNEY VINCENT P. COURTNEY Firemen's Rei ief Association A letter, dated October ~967, was submitted by Attorney Courtney detailing procedure to be followed with checks from the State of Minnesota for the Lake Johanna Volunteer Fireman's Rei lef Association. \1ater Improvements 67=1 anci 67-2 Attorney Courtney submitt~d to Clerk Lorraine Stromquist copies of the contracts for these Improvements with a letter, dated October 9, 1967, on the subject. Clerk Lorraine Stromquist stated that McDonald and Associates, Inc. , the contractor for both projects, is prepared to start working tomorrow; the completion date for both projects Is December 31, 1967. She inquired i f this contract provides for the construction of water lines to the customers, Attorney Courtney replied that a water ordinance will be required to control the construction. Attorney Courtney informed the Council that he is to meet with Engineer Short tomorrow concerning water matters. Trustee Crepeau moved, seconded by Trustee Olmen, that the contracts between the Village and McDonald and Associates, Inc. for Water Improvements 67-1 and 67-2, be signed by the Mayor and the Clerk; motion carried. Proposed Water Contract with Rosevil Ie Attorney Courtney submitted copies of a rough draft of a proposed contract between Arden HII Is and Rosevll Ie for the purchase of water. As suggested by Attorney Courtney and recommended by Mayor Nethercut, . the Council agreed that Mayor Nethercut, Trustee Crepeau, Robert McNiesh, Chairman of the Water Study Committee, work with Attorney Courtney and the Village Engineer to negotiate a contract with Rosev II Ie in an attempt to have a f I na I contract by the next Council meeting - a special counc I I meeting could be held to f I na I I ze the contract, i f needed. Easement - County Road-I- Attorney Courtney reported that the easement from the American Oil Co. has been received and recorded; the abstract of title has been ordered. Library Pro~ert~ Attorney Courtney reported that the purchase of the I ibrary site by Arden Hi I Is from Bethel College has been concluded and wil I be record- ed tomorrow. Clerk Lorraine Stromquist requested to contact the Ramsey County LI brary Board to inform them that we are now In a position to convey the title and to set a meeting for this procedure. -2- - Counc i I Meeting Minutes - October 9, 1967 - continued Page three REPORT OF TRUSTEE DLMEN VillaQe Pickup TruCk Trustee Olmen reported that he has quotations for three makes and mOdels of a pickup truck for purchase consideration; a I prices are below the $2,000.00 Trustee Olmen informed the Council that he . would lIke to confer with the Chairman of the Publ Ie Works Committee before giving a recommendation to the Council, REPORT OF MAYOR NETHERCUT Proposed 1968 Budqet and Tax Levy M~yor Nethercut outlined budget preparation procedures and presented costs from the 1967 budget as compared with proposed preliminary figures for 1968. There were no questions from the floor. Clerk Stromquist reported that the budget will be ready, in final form, for f I na I Counc I I action at the meeting of October 30, 1967. Mayor Nethercut reported that the Finance Committee recommended that a letter be sent to Village residents concerning the Budget and Tax Levy. Clerk ~equested by Council to draft letter which should be mal!ed by October 20th. United Nations' Day Proclamation Mayor Nethercut proclaimed October 24 as United Nations' Day as also proclaimed by President Johnson (proclamation attached). A copy of the proclamations is to be sent to the President of the League of Women Voters of Arden Hil Is as observance of the day was previously referred to them. Leaque of Minnesota Municipalities _ Metro Section Lette r, dated September 29, 1967, received from the Metro Section outlined the specific items they intend to study this year and re- quested quat ified volunteers from municipality officers. Mayor Nethercut read the subjects I I sted and requested the Counc i I to In- form the Clerk of their Intentions before the deadline of October 13. C i v II Defense Mayor Nethercut referred to Trustee Crepeau the notice of a training session on Civil Defense to be heid at Crystal on November 8, 1967. Metropol itan Counci I Mayor Nethercut informed the Council that the Metro Council staff will be involved in the 1970 census taking, They are going to attempt to do most of this by mail. Mayor Nethercut presented maps to Clerk Lorraine Stromquist with instructions for updating. Maps to be com- pleted by the end of October, . REPORT OF ADMINISTRATIVE CLERK LORRAINE STROMQUIST Sewer Connections Clerk Lorraine Stromquist stated that she will have a complete II st of the houses In Arden Hills which have been granted extensions of tIme for connection to the sewer system by the next meeting. Sill, AssiSTant to Rosevllie Manager Turnlund, has stated that negotiations are almost completed regarding the new sewer rate contract between Rosevllle and Sf. PaUl and should be signed before the end of the year; the rates are as previously proposed. -3- . . Council Meeting Minutes - October 9, 1967 - continued Page four Water Stub Locations Clerk Lorraine Stromquist reported that Engineer Hendrickson would like lotters sent to home owners on certain streets In Water improvement 67-1 requesting their desire for the location of water connections and also a similar request to owners of property along . County Road E and Connelly Avenue. Engineer Hendrickson will contact the larger concerns. The Council agreed to this request and referred the matter to Clerk Lorraine Stromquist. Election Boards Clerk Lorraine Stromquist submitted proposed electIon boards for Precincts I and 2, five people on each board, for the forthcoming annual village election. Trust...e Hol ionhocst mo.,ec:l, seconded by Trustee Crepeau, the Boards be approyed as submItted and attached; motion carried, VilJaqe Audit Trustee Crepeau moved, as recomm8nded Dy the Finance Committee, that the George M.Hansen Co. perform an audit on the 1967 VIllage Accounts, fee not to exceed $1,200.00; seconded by Trustee Hoilenhorstj motion carried. Oak Wi It Survey Clerk Lorraine Stromquist informed the Council that two copies of the result of the Oak Wilt Survey have been received from Dr. French. A total of 493 Red Oaks were marked on 43 lots, but no Dutch Elm disease was noticed. Matter referred to Trustee Bjorndahl. , Christmas Tree Sales Trustee Hollenhorst moved, seconded by Trustee Olmen, that Mr, and Mrs. Raymond Stolp, 3235 North Lexington Avenue, be allowed to sell Christmas trees from this property during the month of December 1967; motion carried. Signatures from surrounding residents has been sub- mitted approving this business. Condemnation Matter - 3155 Johanna Blvd. Howard W. Schultz, 3180 New Brighton Road, who is purchasing on contract for deed, the property at 3155 Johanna Blvd., expressed displeasure at the method of being served the condemnation notice and also disagreed with the reasons for this proceed!~g. Since that time, our Nation has faithfully honored its commilments to the world body, in pursuit of a just and lasting peace. Every President and Congress since the time of Franklin Delano Roosevelt has given full support to the United Nations. Under every Administration, and without regard to party, our country has: . cooperated actively in the Uniled Nations search for peace in the Middle East, Kashmir, and other troubled areas around the world; . supported the United Nations efforts to strengthen the respect of men and nations for the rule of law, and for fundamental human rights and freedoms; . worked to limit armaments, including nuclear weapons, under effective international control; . supported the principle of self-determination for areas emerging from dependent status; . contributed abundantly to United Nations humanilarian activities, and to its programs of economic and social development. Thesuccessful negotiation of a treaty banning weapons of mass destruction from outer space is an outstanding recenl example of our support for the UN's work. The United Nations has no magic formula for solving the increasingly complex problems of our revolutionary age. Its failures have disheartened those who saw in it the only hope for peace in a world torn by strife. Yet despite those failures, it has achieved 'much that could not have been achieved without it. It remains the symbol, and the standard, of man's desire to turn away from ancient quarrels and make peace with his neighbor. I urge Americans to study the United Nations - its accomplishments, its strengths, its limitations, and its potential for the future. Broad public knowledge of the United Nations can provide a firm base for future United States action in the organization. NOW, THEREFORE, I, LYNDON B. JOHNSON, President of the United States of America, do hereby proclaim Tuesday, October 24, 1967, as United Nalions Day, and urge the citizens of this Nation to observe that day by means of community programs that will. contribute to a realistic understanding of the aims, problems, and achievements of the United Nations and its associated organizations. I also call upon officials of the Federal and State Governments and upon local officials to encourage citizen groups and agencies of communication - press, radio, television, and motion piclures - to engage in special and appropriate observance of United Nations Day this year in cooperation with the United Nations Associalion of the United States of America and other interested organizations. IN WITNESS WHEREOF, I have hereunto set my hand this first day of August in the year of our Lord Nineteen hundred and sixty-seven, and of the Independence of the United States of America the one hundred and ninety-second.
