A~II MINUTES OF COUNCIL MEETING Village of Arden Hills Monday, October 2, 1967 Fol lowing the public hearing for Water Improvement 67-2, the Village Council reconvened. Contract for Water Improvement 67-2 Engineer Short reported that four bids were received today and opened by the Clerk. A tabulation of the bids Is attached. Mr. Short recommended that the award be made to the low bidder, McDonald and Associates, Inc. Motion by Olmen; seconded by . Crepeau that the contract for water Improvement 67-2 be awarded to McDonald and ASsociates, Inc. In an amount of $57,894.50, Contractor to proceed Immediately and to complete the jOb this year, including street repair. Motion carrIed. Letter to Rose~11 Ie re Arden Hills Water MaIn Construction The Counc II requested Clerk to send a letter to Rosevll Ie (with a copy to St. Paul) Informing them that we are proceeding with construction of water mains In Arden Hills. Notice to Residents of Arden Hills #3 The Counc i I requested Clerk and Engineer Short to draft a post card notice to residents of the Arden Hills 63 area asking them to determine where their water stubs are to be located and to so mark them. Appointment of Patrol Off Icer. Motion made by Crepeau, seconded by Olmen that Jerome F. Stradlnger be appointed to the Arden HII Is Police Force as a part time employee, at a wage rate of $2.50 per hour - appointment effective October I , 1967. Motion carried. Minnesota Fire and Rescue LeaQue Motion made bv Crepeau, seconded by Hollenhorst, that police officer Jim Schmaedeke bE authorized to attend the Conference of the Inter- national Rescue and First Aid Association at Baltimore, without pay from October 22 through October 28, 1967, and that Arden Hills contribute $50.00 toward his expenses. Stromquls Mayor Administrative Clerk 01. , / )l/ Extract of Minutes of Meeting of Village Council Village of Arden Hills RamSey Copnty, Minnesota OCtober 2, 1967 Pursuant to due call and notice thereof, a special meeting of the Village Council of the Village of Arden Hills, Minnesota, . was held at the VillagE Hall in said Village on Monday, OCtober 2, 1967, at 8:00 o'clock p.m. The follow:Lng members were present: Mayor Nethercut and COWlocilmen crepeau, Hollenhorst and Olmen, and the followiD9 was absent: Bjorndahl. The Village Administrative Clerk presented an affidavit ebowing publication of notice of heariD9 on proposed water lmprove- ment No. 67-2 in accordance with the resolution adopted 5eptember~ 130 1967, which affidavit was examined and found to be satisfactory and was directed to be filed by the Clerk. The Village ~tra- tive Clerk also exhibited a Certificate of Mailing Notice of Hear- iD9 to affected property owners, which certificate was examined and found to be satisfactory and was directed to be filed by the Clerk. The Mayor then directed the Clerk to read the description of the general nature and estimated cost of the proposed improve- ment and the area proposed to be assessed therefor, as stated in the pUblished notice of hearing_ After reading of the notice, all persons present were afforded opportunity to be heard, and . the names and addresses of the persons appearing and heard by the Council, and the substance of the views presented by them were as follows: DAVID CAHlANDER, li64 Edgewater: ASked how much the connectioll charge would be. Also asked if it was anticipated that there would be any restrictions on lawn watering after the water is connected. E1UC W. ROTHMoALEIl, 1555 Glenhill: Asked if there would be a t1me limit in which to connect the water and i.f he could contillue to use how own well water for spr1nk1ing. Also wanted to know what provisions had been made for fire hydrants~ MaS. RICHARD ASB'l'ON, 3188 N. Asbury: Asked how the corner lots would be assessed. MARIE ALEXANDER, 3265 N. Snelling: Not: included in the improvement area. . MONROE KRONSTED'l'# 1523 Edgewater: Asked hoW many names were included on the petition for water. said that he favored going ahead with the improvement iJaediately. DAVID CAHLANDER (Spoke before): Thought there should be a unit assessment rather thaa a front foot assessment, FROM 'l'HE AUDIENCE: Asked specifically where the water lines would be laid and how much of the streets would have to be damaged. ERIC w. ROTBMALER, 1555 Glenhill (Spoke before): wanted to know when the construction could be completed. MONROE KRONSTED'r (Spoke before): Asked if the property owners in the improvement area should determine where they want the connection to their home. RICHARD MOSES, 3136 Ridgewood 8Oad: At the t1me he had the sewer connected he had a one inch copper water tube put in the same trench. Asked if he could use this or wou~d have to put another l1ne in for water ten feet away from the sanitary sewer connection. PROM THE AUDIENCE: Inquired about the time schedule for construction and whether or not all the work could be completed before winter. ERIC W. RO'l'HMALEIl, 1555 Glenhill: Just had a new apron put . 1n his driveway and wanted to know i.f the street would be re- constrllCted the same as it is now. DONALD BLAISDELL, representing Nazareth Hall: They are being considered commercial property with an assessment of $7.50 per front foot rather than residential property with an assessment of $5 per front foot. They would prefer being considered residential. Mr. Blaisdell pointed out that Nazareth Hall will have a long con- nection line to pay for 1n addlti.on to a large meter and pJ;obably a few hydrants of their own. , After a discussion of the views presented by persons appearing at the public hearing for Water Improvement No. 67-2, --wcr--- h ---- then introduced the following resolution and moved its adoption: . RESOLUTION ORDERING WATER IMPROVEMENT NO. 67-2 UNDER AND PURSUANT TO MINNESOTA STATUTES, CHAPTER 429, AS AMENDED. BE IT RESOLVED by the Council of the Village of Arden Hills, Minnesota, that in accordance with the provisions of Minnesota Statutes, Chapter 429, as amended, the Council held a public hearing pursuant to published and mailed notice, on proposed Water Improvement No. 67-2 consisting of connections to the Roseville water system at the southern boundary of Arden Hills, and water main and appurtenances will be constructed within the platted streets and highways to serve the benefited areal water services will be constructed from the main in the street to approximately the lot line to serve the individual lots, at a cost esttmated presently to be approximately $62,200, all substantially in ac- cordance with a preliminary engineering report which is now on file in the office of the Village Clerkl and having considered the views of all interested persons and being fully advised in the premises, the Council does hereby determine and order that said improvement shall be constructed and financed, and special assese- ments shall be levied therefor, pursuant to said Minnesota Statutes, Chapter 429, as amended, and that the area proposed to be assessed for said improvement will consist of the property as described in the notice of hearing, or portion thereof: and that the village engineers are hereby directed to prepare and submit to the Council final plans and specifications for the construction of said improvement. . . , The motion for the adoption of the foregoing resolution was chlly seconded by 'loTI n.l.a- O~ , and upon roll call vote being taken thereon, the following voted in favor thereof: All and the following against: - whereupon said resolution was declared duly passed and adopted. . ------ , , / .
