BUSINESS FROM THE FLOOR
~equest of Extension of Culvert
~r. and Mrs. Bi I I Krueger, who are bui iding a home at 3510
Ridgewood Road, requested that the drainage culvert in front of
their house be extended past the house to eliminate a high bank
from the house to 1-he road.
Mayor Nethercu1- stated that he had an oral repor1- from Engineer
Lund on the matter. Engineer Lund believes this is not a
Village responsibiiity; he feeis the problem should be solved
by the individual property owner. He also stated this is not
similar to the Larson-Schacker problem as Mr. Krueger believes.
Trus1-ee Olmen informed Mr. Krueger that the Larson-Schacker
problem was a result of a Vi Ilage road improvement. He stated
he would have to look at the site before making any recommenda-
tions. Matter referred to Trustee Olmen who wii I check with
Engineer Lund regarding his opinion. Mr. Krueger felt -rhat
EngIneer Lund had reversed his opinion since he had talked with
him and vii! I con-raci- him again.

Trustee Crepeau moved the acceptClnce oJ the feasibll ity report
CIS submitted and recommended by Engineer Lund on August 18, 1967;
seconded by Trustee Olmen; motion carried.

Att-orney Courtney presented the Counci I with copies of CI araft of
a Resolution concerning this improvement which he read. He also
presented a notice of -rhe publ ie hearing. He in.iormed the Counci I
that Ramsey County has indica-red tha1 it ,Iii I participato finan--
cially in the project. Trustee Bjorndahl stated that Ramsey
County Engineer Daane Anklan had checked the site and stated that
the County would pay their fair share.
As recommendad bv Attorney Courtney, Trustee Bjorndahl moved the
adopt-ion of B-r3solu-i-ion app'"oving preliminary report of engineers
ilnd pl-oviding fo,- publ ic hearing on Lake .Josephine Drainage
Ditch; seconded by Trustoe Olmen; motion carried.

Trustee Crepeau informed the Counci I that the speeding on Prior
Avenue had been checked by the P~lice Department. He reported

REPORT OF TRUSTEE BJORNDAHL

farks and Recreation Committee Resiqnation
Trustee Bjorndahl read a letter addressed to H. Lagerstrom,
Chairman of the Committee, from Robert Knudson submitting his
resignation from the PBdestrian Trai I Committee because of in-
sufficient time to devote to the project. The Council commended
Mr. Knudson for the fine work done to date on this project.
Trusi-ee Bjorndahl informed the COllncil that the Committee will
make recommendations to tho Council for a replacement.

Trustee Bjorndahl informed the Counci I that )'he oak wi It crew
wi II notify the Vii lage office when they are ready to start
their survey. Dr. French is \1illlng to participate in a public
meeting after the survey is completed.

Mayor Nethercut requested counci I consideration for replacement
of Mrs. Nancy Blain on this Committee.

Copies of a letter, dated August 18,1967, from Reseville to
the Arden HII Is Council were distributed to the Counci I. The
letter stated Rosevil Ie's agreement to al low Arden Hi lis to pur-
chase wator from them and stated the terms of the agreement.
Includod with the letter was the Roseville - St. Paul Water
contract which would also be binding to Arden Hills.
Consultant Fees: Water Improvement No. 67-1
Copies of a lettor from Banister Engineering Co. dated August 14,
1967, w'~re d i str i ~uted -;-0 members 0'( the Counc i I; -;-h i s letter
stated the foes the engineer would charge Arden Hi I Is for Water
Improvement No. 67-1.
A letter dated August 24, 1967, from Peterson & Popovich stated
their proposed charges and advised that the charges would be on
the same basis in which they handled previous improvements.
Ceunci I action to be taken on both proposals at a later date if
the services are needed.

RESOLUTION APPROVING PRELIMINARY REPORT OF ENGINEERS
AND PROVIDING FOR PUBLIC HEARING ON
LAKE JOSEPHINE DRAINAGE DITCH
WHEREAS, pu,su~nt to resolution of the Council Banister Engineering
Company, Village Engineers, have submitted a report dated August 18, 1967
,
with reference to construftion of a storm sewer extending towards Lake
Josephine from the intersection of Ingerson Road and Fernwood Street,
which report has been received by the COUncil this 28th day of August, 1967,

NOW THEREFORE, BE IT RESOLVED BY THE COUNCil. OF ARDEN Hil.LS, MINNESOTA:
1. The Council will consider the proposed improvement at a public
hearing thereon to be held at 8:00 o'clock P.M. on September 11, 1967 in
the Village Hall, and the Administrative Clerk shall give mailed and
pup1ished notice of such hearing as is required by law.
2. Said proposed improvement is the construction of a storm sewer
,
of approximately 250 linear feet of 3&' C.M.P. along with appurtenances,
which sewer wou~d be placed along the line of the ditch presently existing
and running in a souf(hwester1y direction towards Lake Josephine from the
southwesterly corner of the intersection of Ingerson Road and Fernwood Street.
The estimated total cost of the improvement is $4,700.00.
It is proposed to assess benefited property for all or a portion of
the cost of the improvement pUFsu~nt to the provisions of MS Chapter 429,
as amended, and the area proposed to be assessed includes all of Blocks
1, 2, and 4, Josephine Hills; and all of Blocks 5, 9, 10, and 11, Josephine
.
Hills Plat No.2, both of said plats according to the recorded plats thereof
in the office of the Register of Deeds of Ramsey County.
