HomeMy WebLinkAboutCC 05-08-1967 MINUTES Of REGULAR COUNCIL MEETING Village of Arden Hills Monday - 8 May 1967 - 8:00 p.m. Call to Order Meeting called to order by Mayor Nethercut at 8:00 p.m. Roll Call . Present - Mayor Nethercut, Trustee Hollenhorst, Crepeau, Olmen and Bjorndahl (arrived at 8: 15 p.m.) Absent - None. Also Present - Attorney Vincent P. Courtney, Engineer Donald Lund, Building Inspector Clay Kelley, Administrative Clerk Lorraine Stromquist and Deputy Clerk Florence Honan. Approval of Minutes The minutes of the Regular CouncIl meeting of 24 April 1967 were approved as amended. ChanQe of ReQular Council MeetlnQ Date Trustee Crepeau moved, seconded by Trustee Hollenhorst, that the next Regular Council Meeting be held on 22 May 1967 Instead of 29 May 1967, because of the Memorial Day holiday; motion carried. BUSINESS FROM THE FLOOR Conditional Use Permit Request - Case No. 67-10 Wallace W. Karjalahti, 1745 Crystal Avenue, requested a conditional use permit to erect on his property a self supporting radio transmitting tower 62 feet high. He stated that he has received approval for this tower from all possible land owners within a 250 foot radius of his prop- erty as requested by the Planning CommIssIon. Attorney Courtney stated that since this matter was requested before the passage of the new Zoning Ordinance, the procedure under old Ordinance No. 20, must be followed; this requires a public hearing to be held by the CouncIl. Mr. Karjalahti Informed the Council that he already has a six foot ex- cavation for the tower installation, which Is a hazard and would lIke a decisIon in time to Install the tower before he leaves the area at the end of May. Trustee Hollenhorst stated that there would not be another Planning Commission meeting before the .flrst Tuesday in June, but their recommen- dation could be accomplished by polling the members. ~ - ... Trustee Hollenhorst moved Attorney Courtney be authorized to prepare tbv notice of public hearing, cause Its publication and the hearIng date be set for 22 May 1967; seoonded by Trustee Crepeau; motion carried. REPORT Of ATTORNEY VINCENT P. COURTNEY ~o osed Ramse Count Llbrar ttorney Courtney reported that the Library Board would like conveyance 'this year of the property for the proposed library. It was determined that It would be possible to pay the $25,000 this year by a temporary transfer of funds, but the Council agreed with Attorney Courtney's sug- gestion that we ask for a delay until next year if possible; Attorney Courtney will pursue this matter and also request a letter from the Board stating their requisites. Police Car Contract Trustee Crepeau moved, seconded by Trustee Hollenhorst that the contract between the Village and Ron Saxon Ford Company be executed for the pur- chase of 1967 pollee car In the amount of $2,874.00 and the trade In of a 1965 Ford pollee wagon; motion carried. The orIgInal copy, signed by the Mayor and Clerk and the specifications were submitted by the Attorney to Lorraine Stromquist. -1- ". Minutes of Regular Council Meeting - May 8, 1967 - continued Sign Ordinance Attorney Courtney requested a copy of Planning Report #4 to determine If any changes are necessary in the sIgn ordinance. Perry Park Tax Abatement Attorney Courtney reported that contrary to the vii lage auditIng firm's statement, the taxes have been abated on the Perry Park property. . Lambros DraInage Matter Attorney Courtney reported that he had talked wIth Mr. Scheppergrell, Shorevlew AdmInistrator, concerning the financIng of this project, and their position Is stili very Indefinite. Mayor Nethercut recommended and the Council agreed that representatives attend the Shorevlew Council meeting to answer their questions. It was decided that Engineer Lund and a member of the Council represent Arden Hills. Matter referred to Clerk Lorraine Stromquist to determine the dates of their meetings. Zoning OrdInance Attorney Courtney advised the Council that the ZonIng OrdInance should be proof-read again before copies are made for dIstribution; matter referred to Clerk Lorraine Stromquist. He also stated that the Ordinance must be filed wIth the Register of Deeds.' Sewer Assessment - County Road F Trustee Olmen moved that Banister Engineering Company be authorized to prepare a sewer assessment rol I for two lots on County Road F; seconded by Trustee Hollenhorst; motion carried. CLEAN UP CAMPAIGN Don Gode, Chairman of the Community Improvement Committee, reported that thIs campaign will concentrate on the week of May 20-27. He submitted a news release which he requested be published and copies sent to the members of the committee. Matter referred to Clerk Lorraine StromquIst. The Committee will tour the Village and work with the pollee department In accomplishing the clean up. They are requesting residents who are located adjacent to an empty lot, to place the debris in containers near the street and the maintenance department will pIck it up; however, the maintenance department is not authorized to pick up from residents. REPORT OF ENGINEER DONALD LUND Larson-Schacker Drainage Matter Engineer Lund requested clarification of the plan to be used for this project; Trustee Olmen Informed him that Plan No. I is to be followed. REPORT OF BUILDiNG INSPECTOR CLAY KELLEY 3205 North Lexington Avenue Mr. Kelley informed ~he Council that one area at this site Is stili sub- standard and contaIns some debrIs whIch Is hazardous. Clerk requested to contact the iendlng agency for thIs property and arrange a meeting .between Mr. Kelley and theIr representative, as suggested by Mr. Kelley. 3155 Johanna Boulevard Mr. Kelley stated that the building at 3155 Johanna Boulevard is unsafe; he Intends to post It as such and requests that condemnation proceedings be Initiated. Trustee Crepeau moved that the Attorney be authorized to initiate con- demnation proceedings against the property located at 3155 Johanna Blvd. seconded by Trustee BJorndahl; motTon carried. Unfinished House A complaint had been received concerning a house under construction at. Tiller Lane and Cannon Avenue; this building was started In the faii of 1965. Mr. Kelley reported that the ownor intends to have the house com- pleted In about six weeks. The outsIde toilet has been used for storage and will be moved this week. 1933 County Road D Mr. Kelley reported that removal of the litter from this premises has not been started ye~ as they are waiting to start working on the InterIor and they wIll remove all the debris at one time. Junked Cars Mr. Kelley Informed the Council that he wIll submit a list of locations where Junked cars are parked at the next Council meeting. BulldlnQ Code - Board of Appeals Mr. Kelley noted In the new BuIlding Code the requirement of a 5 member Board of Appeals, appointed by the Mayor, whose functIon would be to determine the suItability of alternate building materials. The members of this Board should be qual ified by experience and trainIng. . REPORT OF TRUSTEE HOLLENHORST Starr-Elbner Plat Attorney Courtney reported that he has not heard from Starr-Elbners' attorney concerning the type of easement on the property they propose to dedicate to the Village for road purposes. Clerk requested to write to Eugene Gazelka requesting the land owners cooperation In this matter. Hendrickson Plat Attorney Courtney Informed the CouncIl that the road assessment must be pro-rated when the property is platted. Engineer Lund noted that the drainage easement Is not shown on the final plat. There was considerable discussion regarding the road easement located on the western 33 feet of the property. Trustee Crepeau moved, seconded by Trustee Hollenhorst, that the matter be re-referred to the PlannIng Commission, and Trustee Hollenhorst and Attorney Courtney assist Mr. Hendrickson In revising the plat for accep- tance; motIon carried. VlllaQe Entrance Slqns Trustee Hollenhorst moved the Clerk be authorized to order eleven (Ill standard Arden Hills viilage entrance signs and thG InstallatIon of same at locations previously submItted to the Clerk; seconded by Trustee Olmen; motIon carried. Trustee Hollenhorst said that the Planning Commlss!on has considered havIng decorative sIgns at certain sites and recommends that a contest be held In the fal I for such sIgns. HearlnQS on Plats Trustee Hollenhorst moved, as recommended by the Planning CommissIon, that a p011cy be establIshed that publIc hearings on preliminary plats be held by the Planning CommissIon; seconded by Trustee Olmen; motion. The Planning Commission will then submit their recommendations to the Council for CouncIl action. O~PORT OF TRUSTEE CREPEAU ~ounty Ditch No.4 rustee Crepeau reported he had attended the Ramsey County Board meeting held May I, 1967. He stated at this meeting that Arden Hills approves the project, but Is concerned about the maintenance of the lake level. Ramsey County Engineer reiterated his opinion that he feels they can con- trol this level. Mr. Turnlund, Rosevllle Administrator, Informed the Board that Roseville will participate financially In solving any problems that may develop. Clerk LorraIne Stromquist Informed the Council that a formal request for our approval has not been received to date. The Council requested a report from Engineer Lund. -3- ~Inutes of Regular Counel I Meeting - May 8, 1967 - continued Traffic Control SIQns Trustee Crepeau reported that the Public Safety Committee is studying the request for stop signs at Crystal and Falrvlew Avenues and Crystal and Dellvlew Avenues. The Police Department has been talkIng to viola- tors of the speed lImitations and Trustee Crepeau feels that closer supervision wIll elimInate the problem, but sIgns will be place at these locations If necessary. REPORT OF TRUSTEE BJORNDAHL . Tree Planting Trustee Bjorndahl reported that the 2,000 seedling evergreens have been planted in Charles Perry Park by the Boy Scouts. Mr. tegerstrom Informed the Council that The trees were delivered abouT 10:00 a.m. lasT Saturday and aT 1:30 p.m. the Boy Scouts had completed the planting. Mrs. Schiller will submit news Items TO the papers about this project and also about The flower gardens projects at Old SnellIng and County Road E and Ingerson Road. Meeting with Rosevllle Copies of minutes of a meeting of the Arden Hills Parks and RecreaTion Committee with Frank Rog at Rosevllle were sent TO The Council. The Committee recommends that more recreational activIties for Arden Hills children be planned to supplement the school district program. Helman Property Trustee Bjorndahl reported That the buildings on this property are con- structed of quantity of material which Is not burnable; he feels these buildings will have to be demolished and the debris hauled away rather than a burning project. Pedestrian Trail Mr. Lagerstrom--rnformed the Council that Mr. Robert Knutson stated that verbal permission to use the Bethel property for this traIl was given by Dean~nson. Trustee Bjorndahl wi II pursue the matter. REPORT OF TRUSTEE OLMEN Road Postinqs Trustee Olmen reported that the road postlngs have been removed as of May I and the sIgns wIll be removed shortly. REPORT OF MAYOR NETHERCUT CopIes of the minutes of the Finance Committee meeting were sent to the Council. Clerk Lorraine Stromquist Informed the Council that application was made to the State for gas tax refunds. A representative from the State tax department came out and Informed her that gas used In the squad cars is not eligible for refunds, but If the Village pays for gas for maintenance of Village properties, exc1uding roads, then the maTter should be reconsidered. Clerk informed the Council she will refer the material . to Attorney Courtney. Health Officer's Report Clerk requested to Inform Dr. Farkas of a report due July I regarding water pollution. Clerk to forward material to Dr. Farkas. REPORT OF ADMINISTRATIVE CLERK LORRAINE STROMQUIST VarIance I. 2. Requ~sts: Case No. 67-5 - Request to move a house into Vii lage. Trustee Hollenhorst moved, as recommended by the Board of Appeals, Apri I 23, 1967, and the Planning Commission, May S, 1967, that Mr. Robert DeBace be granted a building permit to allow a house, garage and possIbly a breezeway, be moved onto property located at the northeast corner of County Road E and Pascal Avenue, legally described as follows: "Except E 25 ft, the 5 168 ft. of Lot I, Block 2, Shady Oaks Addition;" seconded by Trustee Olmen; motion carried. Case No. 67-6 - Oak Avenue Trustee Hollenhorst moved approval of a varlance~ 8S recommend- ed by the Board of Ap~eals on April 23. 1967, and the Planning -..- . . Case No. 67-8 - Front Yard VarIance : A. J. Wllwerdlng, 3966 Glenvlew Avenue, appeared earlier durIng thIs meeting objectIng to approval of this variance. Robert E. Bergerud, owner of Lot 17, Block 5, Shorewood Hills, re- quested a varIance to locate the garage to hIs proposed house . 32 ft. from the front yard line Instqad of the required 40 feet. The Board of Appeals recommended approval of this request on April 23, 1967; the PlannIng CommIssion recommended denial on May 2, 1967. Trustee Hollenhorst moved the request be de- nied; seconded by Trustee Crepeau; motIon carrIed. 4. Case No. 67-7 - Tiller Lane Trustee Hollenhorst moved approval of a sIde lot variance to permit George P. Bloom to locate a house on Lot 5, Block 7, JosephIne HIlls No.2, ten feet from each side lot line; recom- mendatIons for approval were received from the Board of Appeals on April 23, 1967, and from the Planning Commission on May 2, 1967; seconded by Trustee Crepeau; motIon carrIed. License Renewal Trustee Crepeau moved, seconded by Trustee Hollenhorst, that a license to sell cigarettes be granted the Texaco ServIce StatIon at 1261 West County Road E. MotIon carried. Delinquent Licenses DIscussion was held about lIcense delinquencies. It was decided by the Council that after January 15, 1968, violators should be penalIzed accord- Ing to the OrdInance. Proposed Budqets for 1968 Clerk Lorraine StromquIst submItted a Budget preparation calendar for the annual 1968 Village Budget and Tax Levy. The budget requests are to be submItted to Clerk Stromquist by July I, which Is one month earlIer than previous years. Employee SalarIes Mayor Nethercut stated that the CouncIl will work as a unIt on proposed salarIes for VIllage employees. A meeting wll I be called wIthIn the next month. Frank Stanton of Stanton Associates may be requested to aCT as a consultant to the CouncIl. Monthlv BudQet Reports Clerk distributed copies of the monthly budget reports and Informed the Council that the FInancIal Statement has not boen received from the New Brighton BulletIn.
