Approval of Minutes The minutes of the Regular Ccuncl I meeting of 27 March 1967 were approved as amended. Squ1ld Car Bids Clerk Lorraine Stromquist informed the CounciJ that no bids had been received for consideration of a new squad car. Trustee Crepeau moved that the Did notice be readvertfsed wfth date changes, using the S1lme specifications and setting 24 April, 1967,8:00 p.m. as the date and time for the bid opening; seconded by Trustee Hollenhorst; motion carried. FROM THE FLOOR Industrial Park Roads and Water CI fff Lund, representing Roberts Development Company, expressed the com- pany's concern regarding the condition of Red Fox Road. He stated that no Improvement is planned by the County as anticipated. Engineer Lund informed him that the Vi Ilage has done ~II the necessary prelimInary work Which the County requested, but the County could not work this project into their 1967 budget. Matter referred to Clerk Lorraine Stromquist to check the status of the road. Clfff Lund then inquired about water for the Industrial Park, Worth G. Read, member of the Water Study Committee, informed him that a report from the industrial Park representatives, John Rysgaard and Gene Colestock, has not yet been done. Engineer Lund stated that considerable wcrk has been done on the engIneering repart, but It Is not compiete to date. In response to an inquiry from Mayor Nethercut, CI fff Lund reported that the lettel- from -the Vi' lage regarding the Village acceptance of Gray Fox Road and Dunlap Street has been referred to their engineer. All Council members have this magazine; Clerk Lorraine Stromquist was requested to Send a copy of thIs article to Treasurer Worth G. Read. Attorney Courtney reported that we are exempt from federal tax. The state tax is not deductible if used for street maintenance or repair. A claim must be made within four months from the date of purchase and on forms provided by the Commissioner of Taxation f~r refund of state tax. . Helman Property Trustee Crepeau moved to authorize Attorney Courtney to use his discre- tion regardIng the pro rating of rental property on this site; seconded by Trustee Olmen; motion carried. Attorney Courtney Informed the Council that about $11,000.00 worth of Insurance wi II have to be taken out for the two buildings which will remain; this can be dropped when 85% of the contract Is paid. Trustee Hollenhorst moved that Attorney Courtney be authorized to arrange for Insurance coverage, possibly this could be incorporated In our present policy; seconded by Trustee Crepeau; motion carried. This transaction Is to be closed Wednesday morning. Lexlnqton Avenue (S. T. 10) Letter, dated 6 Apr II 1967, f rom County Eng I nee r Deane An k I an requested the Village to inform Senator Ashbach and Representative Anderson of our wishes concernIng T. H. 10 between County Roads D and E. Senator Ashbach Is already aware that the Vii lage would like this portion of Lexington Avenue to revert back to the County; Clerk will so Inform Representative Anderson. Zonlnq Ordinance - Second and Final Reading Attorney Courtney informed the Council that it has the right to waive the requirements of a complete reading at this time since many meetings have already been held on this ordinance and it has been read at least twice. He submitted to Clerk Lorraine Stromquist the original draft of the ordinance with the previously approved ch~nges, additions and deletions. Attorney Courtney read through the revisions. Trustee Crepeau moved that the provision allowing 6 months to remove refuse be changed to 60 days after passage of the Ordinance; this appears under "CO of SectionlV. Also under this same section, the second paragraph to be changed to "Passenger vehicles and trucks in an inoperable state shal I not be parked outdoors in the Village of Arden Hills for a period exceeding seven (7) days;" seconded by Trustee Olmen; motion carried. Trustee Hollenhorst moved to waive any further reading and accept the Ordinance as read and as finally amended; and authorized the Clerk to cause Its publication after proof-reading; seconded by Trustee Crepeau; motion cllrried. Lambros Dralnaqe Matter ~torney Courtney reported that he had met with representatives from "'osevllle and Shoreview, and Engineers Short and Lund, concernIng appor- tionment of cost for this project. Rosevi I Ie concurred with the recom- mendation presented by Engineer Lund; Shoreview representative will check with its Council. Ramsey County Ditch No.2 A representative fr.om New Brighton was present during the first part of the meeting mentioned under the Lambros matter. Engineer Lund submitted a report, dated 7 April 1967, covering this subject including a map with County Ditch No.2 outlined in red. Trustee Crepeau moved, seconded by Trustee Hol lenhorst, authorizing Clerk Lorraine Stromquist to sand a letter to the Vii lage of New Brighton recon- firming Arden Hil Is' previous position not to particlpat~ In the cost of Ramsey County Ditch No.2; motion carried. Ramsey County Ditch No.1 Attorney Courtney reported that a hearing before the Ramsey County Board will be held on May I regarding Drainage Ditch No.4; this project would -2- Minutes of COllncil Meeting - I',pril 10, 1967 _ continued take care of the drainage problems on Shorewood Drine In Arden Hills. The Vi I lage of Rosevll Ie would pay the expense of this improvement, but must get permission from Arden Hills to work in the Vi Ilage. Engineer Lund submitted a map showing the area. Clerk Lorraine Stromquist requested to Invite the residents Involved to appear at the next Council meeting. REPORT OF ENGINEER LUND . Sewer Assessment Hear~ Trustee Hollenhorst moved the assessment on County Road F be set for May 8, 1967; carli-led. hearing for service to two lots seconded by Trustee Olmen; motton Clerk Lorraine Stromquist to Inform Attorney Courtney of preceding action on this matter. Larson-Schacker Drainaqe Problem Engineer Lund reported that the open ditch at Rldgewood and Glenhll I Road is an anQua! complaint and suggested that the Councl I consider actIon at this time. Messrs. Larson and Schacker had requested closing of this ditch In /964 and, at that time, two plans were proposed at costs of $1,555 and $2,000.00 Trustee Olmen informed the Council that last fall the residents were willing to do thei,- own landscaping of the area If the Village would Install the culvert. Matter referred to the Public Works Committee for recommendation. Telemeterlnq Service Procedures Engineer Lund submitted to Clerk Lorraine Stromquist six copies of the operatIon ot the telemeterlng system for the I ift stations, which Included the steps to be taken when the aiarm sounds. Clerk Lorraine Stromquist submitted a list of names in the order In whl. they are to be cal led In case of an emergency. The Council accepted the lIst as submitted with the addition that Trustee Olmen be second on the list; Fred Nixon being the first. The procedures and list to be cal led is to be posted on the service panel and also at the Ramsey County Patrol Station. REPORT OF BUILDING INSPECTOR CLAY KELLEY (given by Clerk Lorraine Stromquist) Mr. Kel ley submitted a written report before the meeting; copies of this were given to the Council members. REPORT OF TRUSTEE HOLLENHORST Apartment Request - Case No. 67-4 Trustee Hol lenhorst reported that the Planning Commission has recommended denial ot the request to construct a 234 apartment complex at the northwest ~orner of County Road E and New Brighton Road because the plans do not ..,ontorm to the standards of the ComprehensIve Development Plan. The plans were presented to the Counci I; however, Paul and Frieda Anderson, the appl icants, have requested the Council to delay action until the next Counci I meeting. REPORT OF TRUSTEE CREPEAU 4760 Hiqhway 8 - Cafe Trustee Crepeau Informed the Council that the applicant for licenses to operate this cafe would not be interested in any IIcens0s unless she were granted the On and Off Sale Malt license; the Public Safety Committee recommended denial of this license because of previous experIence at this locatIon. Trustee Cropeau moved that the licenses requested by Mrs. Antoinette Kessler for 4760 Highway 8 be denied; seconded by Trustee Hollenhorst; motion carried. SprinQ Clean Up Campaian Trustee Crepeau statodfhat the entire Police Depclrtment will act as liaison between the Comnlttee and the Council and cooperate with the Committee. Mlr.utes of Councl I Meeting - Apri I 10, 1967 - continued REPORT OF TRUSTEE BJORNDAHL (given by Clerk Stromquist) Oak WIlt Problem Clerk reported that a letter had been written to Dr. Franch at the Univer- sity of Minnesota requesting his ald. Dr. French recommended that the survey be made in August or September and this be done only In the developed areas; the estimated cost for this would be $300.00 The Parks and Recreation Committee will continue to work on the problem. . Baseball Fields Mr. H. Lagerstrom, Chairman of the Parks and Recreation CommIttee, In- formed the Council that the Little Lakes Little League has again requested use of the ball fIeld at Valentine Park. He also Informed the Council that there are not enough ball parks In the area and they have been using Plpkorn's property on the northwest corner of County Road D and HIghway 8 which is In New Brighton. A grass problem exists there with grass cuttIng; the committee feels they would like to cut this grass, but are concerned about the legal question regarding IIDb!!'ty on private property. Matter referred to Clerk Lorraine Stromquist to contact Attorney Courtney for an opinion. REPORT OF TRUSTEE OLMEN Public Works Committee Trustee Olmen reported that this Committee met on March 22. They wIll give further study to the matter of the Village purchasing a pIck-up truck; they recommend that provIsions be made before purchase for covered parking with the truck plainly marked as Village property. Mr. McFadden, State HIghway Department, has requested the Council's action concerning their recommendations that Hamllne Avenue, north of County Road E, be re-named. The Committee recommended no change unless most of the resi- dents on this street concur. The CommIttee toured the streets In the Village and wll I have a report on this matter at the next meeting. The listing of 11ft station problems be discussed at their next meeting; taken care of most of the problems. as submitted by Engineer Lund will' it was reported that Fred Nixon has REPORT OF MAYOR NETHERCUT Finance Comml~tee Mayor Nethercut reported on the Finance CommIttee held on March 22. He Informed the Council that the Committee feels financial plans should be projected for 4 or 5 years; they wil I study the sewer rate change when the figures are aval lab Ie. The Committee recommended members of the CommIttee be appointed to specific areas of Village government act as II a I son. Copies of the minutes of this meeting were sent to the Council members. Trustee Hollenhorst moved, seconded by Trustee Olmen, that the Finance ~ommittee appoint members of the Finance Committee to act as liaison with other Village Committees regarding financial matters, and consideration be given on a five year financial plan; motion carried. Clerk requested to Inform each committee chairman of Its I ialson from the Finance Committee. Clerk Lorraine Stromquist submitted the Village's copy of ~Federal Aid to Local Government~ to Treasurer Worth Read. County Road E and Hlqhway 51 Mayor Nethercut reported that he had contacted Mr. McFadden, State Highway Department, regarding the lighting of this Intershange and was informed that this is planned for July action; plans wll I probably be aveilable for the Vi I lage's next Council meeting. Arden Hills Entrance Slqns Mayor Nethercut reported that the type of entry signs for Arden Hills as planned by the Arden Hills Jayc6as Is orohibited by law because of their name appearing on them; therefore, the matter was referred to the Planning -4- . Minutes of Council Meeting - April 10, 1967 - continued Commission for consideration of the type of signs to erect. . United Nations Dav Trustee Crepeau moved, as recommended by Mayor Nethercut, that Mrs. Dorothy Sullivan, President of the Arden Hills League of Women Voters, act as United Nations Day Chairman; seconded by Trustee Hol lenhorst; motion carried. Matter referred to Clerk Lorraine Stromquist. Countv Road D and Lexington Avenue - Rosevllle Mayor Nethercut read a letter from the Ramsey County Board of Commissioners regarding the County's acquisition of property at County Road D and Lexington Avenue for park purposes. Mayor Nethercut contacted Commissioner Salverda and Informed him of our position. The matter was tabled by the Ramsey County Board until their next meeting at the request of Rosevllle. Trustee Hollenhorst moved, as recommended by Mayor Nethercut, that we urge Commissioner Salverda ro recommend purchase of this property, and a letter stating this position be written to each County Commissioner; seconded by TrusteeOlmen; motion carried. Matter referred to Clerk Lorraine Strom- quist. Ramsey County Leaque The Ramsey County League Research Committee has requested two represen- tatives from Arden Hills to consider the problem of waste disposal. Matter referred to Clerk to determine the Involvement. REPORT OF ADMINISTRATIVE CLERK LORRAINE STROMQUIST Request for Sewer Study A letter, dated April 5, 1967, from Eugene Gazelka, 3263 North Snelling Avenue, requested that a sewer study be made to service acreage which he owns. He stated that since sewer for the Starr-Elbner property Is being studied at this time, this would be the time to consider sewer for the surrounding unservlced area. Copies of this letter were given to the Council. Matter referred to Engineer Lund for a report at the next Council meeting; the public hearing for the Starr-Elbner plat Is scheduled also for this date. Drive-In License Fees Clerk Lorraine Stromquist reported that she had contacted several surround- Ing villages regarding license fees for drive-Ins and Informed the Council that the average fee Is $20.00 to $25.00 annually. Matter tabled until next Council meeting. Round Lake Problem CIAr~ Informed the Council that Mr. Markeley, Markeley Laboratories, stated his observation of 011 slick on Round Lake and was concerned on Its effect on the wild life. Matter referred to Clerk Stromquist to so I~form the State Department of Health. Radar Signs Clerk Informed the Council that the radar signs for the Village have been ordered from a private concern. . Emp I oyee I s Pay Per lods Clerk reported that dates have been established for fulltlme employees who are paid semi-monthly, which is satisfactory to the employees. She Informed the Council that they will be paid the first and the fifteenth of the month for their ~egular time; the overtime pay period will be from the 15th of one month to the 14th of the following month, with payment on the 1st of the next month. This overtime payment will be delayed about two weeks, but thIs Is agreeable to the employees. The Council concurred with this arrangement. Adiournment MeetIng adjourned at 11:05 p.m. ~~~ ert E.
