Mr. Kennedy commented on his job on the Metro Transit Committee, has been
very interesting, but the main job Is to get a bill through, which is
quite an ambitious bi I I and the Metro Sewer Bill will probably be in the
hopper aga in. He requested the Counc I I to do a Iii nits power to encourage
legislators to push these two bl lis as It is very possible for them to
get lost because of the Metro Government plan which would take over the
authority of both of these matters: he believes Metro Government wil I be
a long time materializIng and thinks it would be wise ta get these other
two bi lIs operating until Metro Bovernment becomes effective.
Mayor Nethercut stated his appreciation of the comments, agreed with him
and thanked him.
1967 Vlllaqe Appointments
Administrative Clerk Lorraine StromquIst read the list of recommended
appointments. Trustee Crepeau informed the Council of the background
of Gordon H. Fickett, Jr., a new part time police officer. He also stated
that Mr. Fickett, Jr. is 25 years old, about 6' 4" tall and lives at 4000
North Lexington Avenue. He Is available to work week ends and paft time
days. He will start immediately, but wi l~ ride with other officers untit

Administrative Clerk Lorraine Stromquist read the bid received from the
New Brighton Bulletin to continue as the Village's official newspaper -
this was the only bid received. Trustee Crepeau expressed his opinion that
the rates were comparable with other suburban papers.
Trustee Crepeau moved, seconded by Trustee Hol lenhorst, that the appoint-
ments be approved as attached; motion carried.

~ministrative Clerk Lorraine Stromquist read the list of recommended
Committees members and Chairmen. Mayor Nethercut stated hatAl~~?ul~ rather
, y~ve a resident as Chairman of a Committee than aA ff~~, WIth
~~ official to act as liaIson between designated Co ittees and the Council
and the Committees have been set up in this manner.
Trustee Olmen moved, seconded by Trustee Crepeau, that the Committees be
approved as attached; motion carried.
Mayor Nethercut stated that Robert McNlesh will be Chairman of the Public
Works Committee and also the Water Study Committee. He recommended that
the Public Works Committee operate under a temporary chairman for Mr.
McNiesh while the Water Study Committee is activa.

.coun1~Y Road F Sewer Contract
Attorney Courtney submitted four copies of the contract between the
Vii lage and Rosetown Sanitation for,the sewer extension project on County
Road F stating that ,requirements have been met; h~ requested the sign-
tures of the Mayor an~ CI~rk and three copies be submitted to Banister
Engineering Company.
.1967 Budqet Amendments
Administrative Clerk Lorraine Stromquist reported that the Civil Defense
amount bUdgeted for 1967 be changed as the County Auditor has stated that
the maximum which can be budgeted is .20 per capita based on the 1960
censu~ figure; the 1965 census figure 15 to be used for digarette and
liquor purposes only.
Trustee Bjorn~ahl moved the adoption of a rpsolution transferring the
remaining balance of $8,935.35 in the 1966 Parks and Recreation Budget
of 1966 to the 1967 budget as commitments were made for this money in
1966, and that the Civil Defense figure be reduced in the 1967 Budget from
$1,500 to $786.00 to comply with the law; seconded by Trustee Hollen-
horst; motion carried.
Attorney Courtney stated that he could see no probidm In making these

Clerk Lorraine Stromquist and TrUSTee CreDeau Informed The Council of the
background oi' this sign application. Clerk stated that applications had
been sent to Presbyterian Homes t.lce but had not been returned until
this afternoon after she had called Mr. Dodgson who then submitted the
appllaation and sketch. Clerk stated that the approval of the sign
~permlt would require a variance In the setback requirement. Trustee
~Crepeau reported that he has been contacted numerous times requesting an
answer as to why permission has not been granted. He STated that this
sign is to be placed near a telephone post and would be a directional sign
for the entrance to this home as visitors have a problem finding this
roadway, and he can see no objection to the sign.
Trustee Crepeau moved that the variance and permit be granted subject to
con~urrence Qfthe Bo~rd of Appeals and the Planning Commission; seconded
by Trustee Olmen, motion carried.
Matter referred to Clerk Lorraine Stromquist to contact both committees
for immediate recommendations.
Sewer Odor Complaint
Trustee Bjorndahl informed the Council that complaints have been received
regarding sewer odor from the area south of Control Data between Lex-
ington Avenue Bnd Hamline Avenue. Matter referred to Clerk Lorraine
