. It was moved by Councilman H. Crepeau that this regular Council
meeting be held on this night (Veterans Day) to transact emergency
business which could not feasibly be handled on another day: seconded
by Councilman E. G. Henderson: motion carried.

approved as amended.
BUSINESS FROM THE FLOOR
Mr. Ralph Perry, 3670 New Brighton Road, asked that the Council request
the County Highway Department to mark County RoadE2. west of New
Brighton Road, IndicatIng a Prlght-turn-only" lane for east-bo~nd
Traffic.
It was decided by the Council that the Clerk write t~ the County
Highway Department. requesTing a rlghT-tu~n lane on County Road EZ
as described, and TO also Include The requests of ConTrol,.O,a,Ta. In
their leTtar of November 1" 1968. to make the fOllowing changes on
Lexington Avenue:
1. I nsta II left-turn lanes at the Intersections of Lex-
ington Ave. and Control Data roads and reduce the
50 m.p.h. limit to a more moderate rate of speed, thereby
reducing the hazard for left turns and.Blw, tTr ~~_~tL
~1'rom Control Data roads onto Lexington Avenue.
2. Install traffic control lights at these intersections to
operate only during rush-hour traffic periods, the rest
of the time could be flashing lIghts.
The Council also requests that the County I nSTa II traffIc conTrol
lights aT The Intersection of Gray Fox Road and Lexington Ave. to
operate during rush-hour traffIc only, to permit orderly egress from
Gray Fox Road onto LexingTon Avenue.
. Clerk was requesTed to write TO the STate Highway Department. asklnQ
that Highway 51 and 694 be upgraded, possibly providing a cloverle~
inTersecTion wlThHamllne Avenua. to help alleviate the existing
t.rafflc problem which will soon be compounded with the addJtlon of
. over 1,000 employees at Control DaTa, asking also that the Red Fox
Road and Highway 651 InTersecTion be studied aT This time for possible
upgrading, providing a safe access and egress from Red Fox Road TO
Highway 51.

The drainage easement from Mr. and '~rs. Dickerson and Mr. and ~~rs.
Bergeson to allow the Vi Ilage to construct a tarred ditch to carry
surfaca water from Oak Avenue across their property, has been obtalnad,
. and when the signed copies are rece i ved by the Village Office, the
matter of construction Is to be referred to the Public Works Depart-
ment.
Counci Iman H. Crepeau reported a driveway problem due to Water
. Improvement at the residence of Jesse Turkington, 3252 Johanna Blvd.
which was referred to the Public Works department.

received by the Council from Don Lund, to be used by neighborhood
citizen committees In their studies for streat lighting plans. These
plans were rafarred to the Public Works and Public Safetv Committees
for raview prior to submitted to the individual committees.

to connect his trailar park to the New Brighton sewers ware distributed

Charges for this connaction were outllnad as fo II ows :
1. $200.00 connection charge for each mobile home unit
and the laundry bldg. to N.S.S.S.D. plus an undetermined
connection charge to be made by New Brighton.
2. ~( renta I charges of $9.50 for each mobile home unit
and the laundry bui Iding. (Mr. Adams advised this was
quoted to him as a quarterly charge, rather than monthly.)
Clerk was asked to request Don Lund to contact Mr. Adams re further
study referred to in his letter of November 7, 1968.

. COUNCILMAN JOHN HOLLENHORST - Planning and Zoning
Case No. 68-38, David Westlund Variance Request
Councrfman-J~-Hollenhorst advised the Council of the Board of Appeal's
recommendation of approval of the variance, as requested. He reportad
. that there was no objection from the neighbor and that the Planning
Commission recommends concurrence with the Board of Apreals' recom-
mendation. Councilman Hollenhorst moved that tha Council approve the
vari ance as requested; seconded by H. Crepeau; carried.

Councilman J. Hollenhorst advised that the Planning Commission, upon
receipt of a letter from Attorney Courtney regarding the difficulties
In serving areas west of Highway 35W with utilities, it was recom-
mended by the Commission that 35W be considered as a daslrable West
boundary for Arden Hills; referring the matter of feasibility to the
Finance Committee for study. (Copy of Attorney Courtney's I ette r ,
dated Octobe r 18, 1968 and the Planning,Commission recommendation to
be sent to tha Finance Committee.)

COUNCILMAN HENRY CREPEAU - Public Safety
Red Fox Road
Councilman-H. Crepeau reported that he attendad the County Board
Meeting of November 4, 1968, and conversed with Commissioner Salverda
and County Engineer, Deane Anklan regarding surfacing of Red Fox Road.
. The County Engineer authorized temporary surfacing and ditching of
Red Fox Road from Dunlap to Lexington this fall; advising that the
temporary surfacing will .. . , '.
probably not hold through the spring thaws,
and tha road 1/1 i I I undoubtedly be coma Impassable again; permanent
surfacing of the road is to be commenced in the spring as soon as
. the frost Is out of tha ground.

Human Rights Commission MeetlnQ
Mayor-R~~BJorndahl-reporfed-on~the Human Rights Commission meeting
held at the home of Mr. and Mrs. Woo, f rey. Problems of the minority
groups In the suburban areas were outlined. I twas tha suggestion of
the Commission to acquaint all orgalnizations i n the Vi Ilage of these
problams and ask their cooperation in setting up public meetings to
Inform the public of the problems.

Mayor Bjorndahl reported that the matarial received from HUD re
Federa I Grants for parks Is being given carefu I study by the Parks
and Recreation Committee, advising that very extensive study is
required before an application can be submitted properly and effectively.
ADMINISTRATIVE CLERK LORRAINE STROMQUIST

Deputy Clerk Florance Honan presented the Sanitary Sewer Improvement
. No. 4 Apportionment Resolution, and it was moved by Councilman H.
Crepeau that Council adopt the rasolutlon as attached, ralating to
Sanitary Sewer Improvement No. 4 . seconded by Councilman S. Olmen;

motion carried.

Treasurer W. Read requested that at least 15 to 30 days notice of
forthcoming fund requiraments be given him in the future so that
the .VII lage can avoid loss of interest on s j Z ea b I e funds Investad.
Letter to be sent by the Clerk to Don lund, Bonister Engineering Co.,
advising him of this request, and the feasibility of supplying the
village a floW-Chart on projects.

Pursuant to due call and notice thereof, a regular JIIEleting
. of the Village council of the Village of Arden Bills, Ramsey
County, Minnesota, was duly held in the Village Hall at 1450
. West Highway 96, St. Paul, Minnesota, on Monday, the 11th
day Of November, 1968, at 8:00 o'clock P.M.
The following members were present: BJorndahl, Crepeau. Dlmen
Hallenhorst. and Henderson
and the following were absent: None
Councilman Creoeau introduced the following
resolution and moved its adoption:
RESOLUTION RELATING TO APPORTIOl'1MENT
OF ASSESSMENTS RELATING TO SANITARY
SEWER IMPROVEMENT NO. 4
BE IT RESOLVED by the Village Council of the Village of
Arden Hills, Minnesota, as follows:
WHEREAS, the assessment roll for Sanitary Sewer Improvement
No. 4 as last finally amended and adopted on October 12, 1961,
was filed and certified to the County Auditor of Ramsey County
on November 17, 1961 for the purpose of including installments
thereof to be collected along with real estate taxes commencing
. in 1962, and
WHMNBAS, a hearing on supplemental assessments, reassessments,
. alSCl apportionment of previous assessments in respect to Sanitary
Sewer Improvement No. 4 was held on July 16, 1962 at which time
assessments for Sanitary Sewer Improvement No. 4 were amended as
provided by said resolution of said date and certified and filed
in the office of the County Auditor of ~ County on October
3, 1962, and
WHEREAS, since that date a number of parcels of property
contained within said assessment roll as amended have been
divided and conveyed by previous property owners,: and
. WHEREAS, the county Auditor of Ramsey County requires that
apportionment of the original assessment against each original
. tract where it has later been divided, sold or conveyed, be made
by the Village Council of the Village of Arden Hills in order
that the proper assessment can be extended by the County Auditor
against each parcel of property thereafter, commencing with an
assessment to be collected in the year 1963 and thereafter;
NOW, THEREFORE, the Village Council of the Village of Arden
