Polar Chevrolet, Inc. Southview Chevrolet McGee Truck, Inc. $6,809.00 $5,689.10 $6,147.00 $6,507.00 CounCilman Crepeau moved, seconded by Councilman Hollenhorst, that the bid be awarded to Southvlew ~hevrolet for the amount of $6,147.00, with delivery within 60 days, subject to approval of Attorney Courtney and Mr. Beecher; motion carried. Mr. Beecher reviewed the bids and informed the council that the bids from Polar Chevrolet and Southview Chevrolet did not meet the specl- f Icatlons; therefore, he recommends the award be reconsidered and awarded to the next lowest bidder - McGee Truck, Inc. After some discussion, Counci Iman Crepeau moved the previous motion be withdrawn, and the bid be awarded to McGee Truck, Inc. for $6,507.00, with delivery withIn 60 days; subject to the approval of Attorney Courtney; seconded by Councilman Hol lenhorst; motion carried, Public Hearing - Vacation of Portion of Lakevlew Avenue Mayor-SJorndahl-declared-the-hearfng-open;--aiiTthat-the required notice had been published and posted, Attorney Courtney Informed the audience that this proposed vacation was proceeding under a Minnesota Statute and not under a vii lage ordinance. The council may vacate a street if it determines It to be in the best Interest of the village. The portion of Lakeview Avenue considered for vacation Is from Shoreline Lane to Lake Josephine, and is approx- imately 150 ft on one side and 147 ft on the other side. He stated that according to the opinion of the Attorney General in 1937, the street must be cacated absolutely; therefore, the vi Ilage could not retain a drainage easement on the property, but an easement could be given to the village by the owner after the vacation has been finalized. Mayor Bjorndahl Informed the Budience that a petition favoring the vacation had been received which lncluced 23 signatures- representing II families. Clerk Lorraine Stromquist also informed them that Thos. LaNasa, 3153 Shoreline Lane favored t~e vacation, but was unable to be present. -1- , . . Village Council Minutes -2- Sept. 9, 1968 . Councilman Hollenhorst stated that the Planning Commission recommends approval of the vacation, subject to a draina~e ~asement. He stated that If this portion of Lakevlew Avenue is vacated, he Intends to use part of It to place an addition to his house, which would enable his home to receive sewer service. He Is agreeable to granting a drainage easement to the vi Ilage, but the recommendation of En~lneer Lund for a dralnane easement over the north 10 ft does Inter~ere with his plans, Coun~11 requested Mr. Lindgren to consult with Engr. Lund on an alternate solution to the easement matter. - - Mayor BJorndahl asked for comments from the floor; there beIng none, he called the hearing to a close. Councilman Hollenhorst moved tha adoption of a Resolution, as attached, vacating a described portion of lakeview Avenue; and authorized Its execution by the mayor and clerk, and the filIng of the notice of vacation; seconded by CouncIlman Crepeau; motion carried. BUSINESS FROM THE FLCOR Status of Red Fox Road Ramsey-Counfy-Commtssloner Ed Salverda was present and explained that the Ramsey County Board of Commissioners has delayed action for one week on the status of Red Fox Road. ~~!~-L~~[2~~~~~!~!~~_~_~~~~~~_~2~ntY-~i~[~[~ t4ayor BJorndahl stated that, according to Treas, Wnrth Read, the HUO application Is now receiving dIrect review, but there Is not much chance of water service to the library site this fall. Mrs. Palmer, Director of Ramsey County Libraries, was present and asked for consideration of extendln~ the water line the three-fourths of a mile along New Brighton Road from the Improvement 68-1. She Informed the council that a well would cost about $2,000, and possibly $5,500, for six months use and then there would also be the cost of the water improvement assessment. Mr, Read Informed the council that If this portion of Improvement 68-2 Is constructed now, the request for financial assistance from HUO would be dropped, but, perhaps, HUO would consider expediting the vii lage's request for water from the library, and, also, from the pro- posed new elementary school within this improvement project. Mr. Swan- son, Mounds View School District 621, stated that the Board will send a formal letter of request for water to the council. . Case No. 68-19 1245 Amble Road --------------~--------------- Clay Kelley reported that the Board of Appeals had recommended denial of the request from Sussell, Inc. to conSTruct a garage at the Melvin Jensen residence, /245 Amble Road, which would require both frorrt and sIde setback variances. Mr. Kelley expressed his opi~lon that an acceptable plan could be worked out and recommended further planning. Mr. Jensen was present and informed the council that he now has a revised plan, which was dIscussed, . Councilman Hol lenhorst moved approval of the revised plan with a front setback of 47 ft and a side setback of 40 ft, with proper screenlnQ so the house and garage appear to be attached; plan to be re-referred to the Board of Appeals and the Planning Commission for concurrence; seconded by Councilman Crepeau; motion carried. Attorney Courtney recommended that the Clerk check with other municipalities for their action. Council requested Atty. Courtney to send a letter to N.S~P., stating aur position. Councilman Hollenhorst Informed the council that a meetln9 Is scheduled for September 17, at 8:30 a.m. at the Ramsey County Court-House, during which the N.S.P. matter Is to be discussed. Griffis Easement Matter OTscusslon-was-held-regarding the placement of a lIght Industrial building on the Griffis property. There are several easements on the property which are causing a setback problem. Attorney Courtney will write a letter to the village regarding the regulations relative to easements. Clerk Lorraine Stromquist submitted to Attorney Courtney a letter, dated July 9, 1968, from Mr. Griffis and also a map showing the ease- ments. ~!.2.~L~!!.l.L:.~.:..~_ St~~L~2.!:.(!" In his letter, dated July 31, 1968, Attorney Courtney stated that after discussing this matter with Engr. Roger Short, a recommendation was made that Arden Hills not be included In this class suit. Councilman Hollenhorst moved, seconded by Councilman Crepeau, that Attorney Courtney draft a letter for the clerk's signature, Informing the U.S. Federal Courts that Arden Hills does not have any Interest In the suit; motion carried. ~c!!.dn2.~~~_Er.2.(!.~r.t~ Councl I requested Attorney Courtney to contact Mr. Grudnoske's attorney to discuss a purchase price of $25,000, less the cost of essential repairs, such as the well and furnace. Attonney Courtney had reviewed the application to the office of Economic Committee, which stated that Arden HII Is would be Included In the group's action, unless the village decided to take other action. These costs should be Included In the estimated cost of the improvement. Engr. Liebenow recommended obtaining the easements before the letting of the contract. - - Clerk Lorraine Stromquist suggested that a list of the easements to be obtained should be channeled through the administrative office. Attorney Courtney Informed the council that a letter, dated August 23, 1968, from Banister EngineerIng Co. to Attorney Salland had been received and also a map showing the nec9ssaryeasements to be obtained, Discussion followed regarding easement procedure. ~!!.t~L_!.~~!:.~~~~~!!.L~~:.L~_~~!!.~.L!!.Ls~~~~~~t Attorney Courtney reported that Marcus Schmidt, 1830 County Road E, Is asking $1,400 for an easement through hIs property; the preliminary appraisal figure Is $615.00, Banister Engineering Co. to check the cost of routIng construction without encroachIng on the Schmidt property. Case No. 68-22 School District 621 -------------~-------------------- Mr. Elmer Swanson, representing School District 621, was present and Informed the council that the sales contract for the property on County Road E2 was formalized this evening. The school board proposes to construct a 26 room elementary school on this site; a model of the structure was displayed. Mr. Swanson stated that the bid Is to be let immediately with completion for September 1969. Councilman Hollenhorst moved approval of the spacial use permit for construction of the school on this site, subject to the approval of the village engineer and attorney; seconded by Councilman Crepeau; motion carrIed. Vi Ilage Counci I 'linutes -5- Sept. 9, 1968 Water Tower Color fnQr~-Lfebenow-fnformed the counci I that, according to the contractor, it'takes about 30% more paint to paint white than a color, but the elimination of lettering on the tower would balance out the additional cost of white paint. REPORT OF BUILDING INSPECTOR CLAY KELLEY 3403 Johanna Blvd. - Change of Recommendation M~-Kerrey-stafe~tbat-he-had-prevfously-recommended to the council the condemnation of this property, but now recommends rescinding the action. He Informed the council the property now has a new owner - the outhouse has been removed and the property has been Improved and more repairs are planned. The new owner intends to use the cottage as a summer home. Councilman Crepeau moved, seconded by Counc! Iman Hollenhorst, the condemnation proceedings action against this property be rescinded; motion carried. Councilman Hollenhorst reported that a public hearing on this matter had been held by the Planning Commission - many residents spoke In favor of granting the permit; none against. Councilman Hollenhorst moved, as recommended by the Planning Commission, that a special use permit be granted to allow Dr. Frankson, 1377 Forest Lane, to kennel four Siberian husky dogs on his property until January I, 1970; seconded by Councilman Crepeau; motion carried. . VillaQe Street Lighting Mr~-D;::eis:--N~S~P~-representatlve, appeared before the Planning Commission and discussed additional street Il"hting for Arden Hills. Clerk Lorraine Stromquist presented a map, which was submitted by Mr, Dreis at the meeting. This map showed proposed locations of 127 additIonal light locations; the Public Safety Committee had already requested some locations. . The Planning Commission and Planner Carl Dale felt the council should consider appointing a citizens committee to study individual desires and report to the council. Councilman Crepeau expressed his opinion that the Public Safety Committee would concur with a citizens committee. Planning Commission recommended that Banister Engineering Co. be authorized to study the cost and feasibilIty of ornamental lighting, and that groups desiring this type of lighting could finance the installation cost. Clerk Lorraine Stromquist was requested to submit a list of possible committee members to the council for their consideratIon. -5- . - --- . . .
