Attorney Courtney advised that he wrote to Mr. GeorQe Lawrence on July I, 1968 regarding his operation of the Texaco Station at County Road D and Cleveland Avenue In Arden HI lis, requesting an answer before August 23, 1968. He has had no response. Acting Hayor Crepeau reported that the station Is now closed. Texaco has removed all the old cars and trucks and debris and will keep the property In order. (Only one car remains which wi II be disposed of as soon as this can legally be accomplished.) Attorney was asked to not pursue the matter. Q.!:.!!.!!.'lQ.sk~_e.!:'Q.2.~rty. Attorney Courtney reported that Mr. Quinn, attorney for Pro Grudnoske. has advised that he wil I work out a satisfactory agreement to be sub- mitted to Arden Hills. The appraisal of the property has been received, appraising the property, Including the Improvements made by the Village at $24,300.00. It was recommended that before a contract Is consumated, the well on the property should be operable. Matter was tabled until meet I n9 of Septembe r 9, 1968. Attorney Courtney advised there was an error In the amount stated In the contract which he has changed from $4,597.00 to $4,829.00, the amount of the bid which was approved by Council on July 29, 1968. The contract has been returned to FlexIble Pipe Tool Company, with this correction. ~!!.l!l~~lll~9.~~~!:.~~~~'l! Attorney Courtney advised that he recommends this agreement, Which provides for a mutual aid pact with several surrounding villages re civil defense, policing, fire etc. He suggested that the Clerk con- sult the Village Insurance carrier to see If Village employees would be covered when working out of the Village. Clerk Stromquist advised that this has been done and she was advised that Village employees would be covered; a copy of the agreement should be sent to the In- surance Company. Mr. Crepeau advised that the Public Safety Committee also approves the agreement. It was moved by Councilman E. Gray Henderson that the agreement, as attached, be approved and properly executed by Acting Hayor Crepeau and Clerk L. He advised that he discussed this fee with Planner Carl Dale as It per- tains to variances under this ordinance, such as dividing a lot Into two lots, etc., and It was determined that even simple subdivIsions such as this can entail engineer, attorney and planner fees. He, therefore, advises that the fee for variances, as w$JI as subdivision be charged as stated in the Ordinance - $25.00 plus $1.00 for each lot. Rosevl I Ie-Arden Hills Sewer Contract Attorney-Courtney-advlsed-that-he-had reviewed the proposed rough draft of Rosevl I Ie-Arden HI I Is Sanitary Sewer Agreement submitted to him by Mr. Bell, attorney for Rosevl lie, on August 13, 1968. He enclosed several copies of the Agreement with his letter to council, dated August 26, 1968, suggesting they be referred to the Finance Committee for study, along with copies of his letters, dated June 26, 1967 and July 10, 1967, and Don lund's report of June 12, 1967- Counci~ requested that Don Lund submit the two exhibits which are to be suppl ied by Banister Engineering Company, In order that the matter may receive complete committee consideration. These two exhibits to be submitted to Attorney Courtney as soon as possible and the rates be reviewed in an effort to execute the agreement before Interest wi I I be charged, Octobe r I, 1968. Rosevl I le-Shoreview Water Contract Attorney-Courtney-advlsed-the-councl I that since he understands that Shorevlew Is engaged In digging Its own wel I, no further action Is proposed on the Rosevl I le-Shoreview Water Contract. ~~~ita~~_~~~~~_i~~c~~~~~~t_~~~_~ Attorney Courtney stated he has reviewed the specifications and con- tracts submitted to him, awarding the bid for Sanitary Sewer Improve- ment No.9 to Orfle and Sons, and reported them to be In order. He recommended execution of the contracts by Acting Mayor and Clerk. ~~~it~~~~~~~~_i~~~~~~~~~t_~~~_i~ In his letter of August 26, 1968, Attorney Courtney advised that the contracts with North Dale Construction Co. were essentially satisfactory and could be executed by the Mayor and Clerk. He advised the'same could be done with the agreement regarding assessments, which has already been signed by the County Board and the Ramsey County library Board. Engineer Don Lund, in his letter to the Council, dated August 26, 1968, presented the following method of assessing, which has been proposed at the public hearings. and which would apply to these properties at 1292 and 1294 Ingerson Road: ,. Property directly abutting a water main will be assessed at front foot charge of $5.00 per front foot for residential land to a depth of 200 feet. 2. Property further than 200 feet from water main wi II be assessed at the rate of $350.00 per acre. 3. Service connections of 1 Inch size wll I be charged for at the rate of $130.00 each. Both properties, 1292 and 1294 Ingerson Road abut directly on the water main and wll I be charged as Indicated In the attached report. it was moved by Councilman S. Engineer Don lund advised he had received a copy of plans submitted by Mr. and Mrs. Reeves for their proposed home and antique shop at Highway 96 and Snalling Avenue on July 1,1968; and advised t~rs. Reeves she should obtain percolation tests and an amended plan showing the proposed location of their water supply well. He fu rther adv I sed th at he rece I ved a copy of the report made by the testing company that performed the percolation tests on August 19, showing no percolation of water Into the soil. This change order provides a by-pass provid- Ing a method to supply Roseville with water from Arden Hltls when necessary. Cost of work Is estimated at $1300.00 and change order has been signed by the contractor. It was moved by Councilman order No.4 as submitted Henderson; motion carried. S. Lund advised he had met with N.S. P. Co. re locatIon of poles to serve the booster station and was advised that underground service with a pad on which the transformer can be located adjacent to the booster station can be provided at a cost of $350.00. It was moved that this change order be prepared by Engineer lund and It be approved as presented on August 26, 1968 by Engineer Lund; giving N.S.P. the authority to go ahead with the underground service and pad for the transformer; seconded by Councilman S. Olmen; motion carried. Water Tank Color Recommendation Actlng-MayorlHenrylCrepeau-advlsed EngIneer lund that It appears that the majority of the Council members, as well as Planning Commission Chairman larry Brodie, recommend #311 white for the water tank color, with "Arden Hills" lettered In block letters In dark green; size of letters and color of green to be determined. ~~-,-_Ge~!!. Mr. Crepeau advised that the Public Safety Committee has recommended that the matter of patrolling local lakes be referred to the legisla- ture to allocate more funds for this purpose, recommending the patrol be conducted by the Sheriff's office rather than attempting to adopt a common ordinance with two or more vi Ilages, which would mean the adopting of some 29 recommended items. Clerk was requested to write to Mr. Turnlund, Roseville, informing him of the Arden Hills recommen- dation and encouraging Roseville's concurrence.wlth this recommendation and consequent referral to their legislators. REPORT OF COUNCILMAN E. GRAY HENDERSON - Civic Center Committee & Finance Committee Civic Center Committee No-report~------------ Finance Committee Councflman-Gray-Henderson reported that the Finance Committee Is studying the 1969 Budget and will meet again on September 12th. They have sCheduled a Joint meeting with the Council on September 16 and a final meeting on September 30, 1968. Olmen moved that Mr. Wayne Launderville be hired as a ful I-time light equipment operator by the Village of Arden HI lis, at a rate of $3.43 per hour, starting September I, 1968; seconded by Councilman G. Henderson; carried. Employment to be probationary for six months according to Vii lage Ordinance. REPORT OF MAYOR ROBERT BJORNDAHl - Parks and Recreation Mr. Hunce Lagerstrom, Chairman of Parks and Recreation Committee reported on the Parks and Recreation activities, In the absence of Mayor Bjorndah I: 1:!.~~~!!.L~!!.~_:._~~!!.ntL~2.~!!--S_LI:!..Ls.!!.!!.~'i..2.!. Mr. BII I Benzick wrote a letter of appreciation, thanking the Village for its support of the League. He estimates the need of two more ball fields In the Village. There is a possibility of constructing future ball fields In Perry Park and also the rejuvenation of a bal I park in Tony Schmidt Park by the County. Valentine Park Mr~Lager5trom reported that the problem of water at this park Is being studied. ~t was suggested by Councilman Crepeau that perhaps the ball field In Valentine Park could be crowned so it would drain better and be more satisfactory. 1:!.~~~!!.Y_~L!).L:._!i2.!:!.!!.!!Lli!!.!!.-t!.Ls.L~~!!.Q.Q.l Mr. Laqerstrom said he was qoinq to talk with Dr. WItter regarding the possibility of the Vill~ge providing a warming houSe at the site of two Hockey Rinks at Mounds View High School and the School District and Village sharing the Hockey Rinks. Lund had prevIously been requested to represent the Vi Ilage at the MetropolItan Counci I Sewer Plan and solid Waste Disposal work- shop. Mr. Ev Beecher also requested to attend thIs workshop. Council authorized his attendance and requested Clerk Stromquist to request one or two persons from the Planning Commission to attend the Planning and Zoning workshop, Pat Sexton to attend the "A Look at Liquor Legis- lation workshop;"Roger Reiling to attend the 9-1-1 Emergency Number Workshop. MINN. 55104 PHONE: 648.2612 August 26, 1968 RE: ARDEN HILLS, MINNESOTA WATER MAIN ASSESSMENTS OUR FILE: 1/6829 Arden Hills Village Council 1450 West Highway 96 St. Paul, Minnesota 55112 Gentlemen: At the request of your Administrative Clerk, Mrs. Stromquist, we have reviewed the two properties at J292 and 1294 Ingerson Road, shown on the attached map, to deter- mine water main connection charges. We have followed the method of assessing which has been proposed at the public hearings and which would apply to these properties as follows: 1. The property directly abutting a water main will be assessed a front foot charge of $5.00 per front for residential land to a depth of 200 feet. 2. Property further than 200 feet from the water main will be assessed at the rate of $350.00 per acre. 3. Service connections of 1 inch size will be charged for at the rate of $130.00 each. Both of the properties being considered herein abut directly on the water main. Therefore, the parcel which measures 90' x 200' would be charged as follows: 90 f.f. @ $ 5.00 = 1 service @ $130.00 = $450.00 $130.00 $580.00 TOTAL The second parcel has only 13 feet abutting the water main while the bulk of the property lies adjacent to Lake Josephine. The connection charge for this parcel would be as follows: 13 f.f. @ $ 5.00/f.f. = 0.52 acres@ $350.00/acre = 1 service @ $130.00 $ 65.00 $182.00 = $130.00 TOTAL $377 .00 The fact that Parcel No. 2 has a smaller charge made against it will be more than offset by the additional length of service the property owner will have to build. . ,..r ---"I, I . . . . Arden Hills Village Council August 26, 1968 Page 2 It should be noted that these assessments have been determined by applying strictly the general rules which have been adopted. There are between 10 and 15 other properties along Ingerson Road and Ingerson Court which extend from the roadway to the Lake, and these properties may also be subdivided in the future. Because the depths of these lots exceed 200 feet, the lots would be subject to both front foot charges and acreage charges. Perhaps the Village Attorney could determine if the acreage charges on such properties could be deferred until an actual subdivision took place. Extract of Minutes of Meeting of Village Council Village of Arden allls, Ramsey County, Minnesota August 26, 1968 A regular meeting of the Council of the Village of Arden Hills, Minnesota, was held in the Village dall on August 26, 1968, at 8:00 o'clock p.m. The following members were present: Crepeau, Olmen, Henderson and the following were absent: BJorndehl, Hollenhorst The Administrative Clerk presented to the Cowlcil the proposed assessment roll for Consolidated Water Improvements numbered 67-1 and 67-2 prepared by her with the assistance of the village engineers as directed by the Council on July 29, 1968, and reported that the assessment roll is now on file in her office and open to public inspection. Councilman Olm9R then introduced the following resolution and moved its adoption: aESOLVTIO~ PROVIDING FOR HEARING ON THE PROPOSED ASSESSMENT FOR CONSOLIDATED WATER IMPROVE.MENTS NUMBERED 67-1 Al'ID 67-2 BE IT RESOLVED by the Council of the Village of Arden Hills, Minnesota, that the proposed assessment roll for the above consoli- dated Water Improvements, now on file and open to public inspection in the office of. the Administrative Clerk, is approved, and the Clerk is directed to publish and mail notice that the Council will meet to consider the proposed assessment on September 24, 1968, in the Village Hall, 1450 West Highway 96, in said village. The notice shall state the date, time and place of the meeting, the general nature of said improvement, the area proposed to be assessed, that the proposed assessment roll is on file with the Administrative Clerk, and that written or oral objections thereto by any property owner will be considered. It shall be published in the official newspaper of the village at least once, and shall be mailed to the owner of each parcel described in the assessment roll, not l less than two weeks prior to the date of said meeting. For the purpose of such mailed notice, owners of said parcels shall be those shown as such as of August 3, 1968 on the records of the County Treasurer.
