these proposed locations to determine ~hether they are on County or
Vi I lage streets_ He advised that the Counei I desires to handle all

Attorney Courtney recommended that this request be handled as a
Special Usa Permit applicction and a publ Ie hearing be scheduled
accordingly; he advised that if tho permit is granted, it should
probably include a time limit of one year. Clerk Stromquist was re-

Texaco Station - Cleveland and County Road 0

re this matter. He recommends that the Counci I determine the date
thls station commenced the present non-conforming use; if the station
was en ordinary service station prior to the passage of Ordinance 99,
this present problem can be handled as a non-conforming use under this
ordinance.
Councilman H. Crepeau advised that the station manager had previously
been to Justice Court regarding debris at this station and was required
to fence the urea wharo parts etc. were stored with a louvered fence.
To his knowteGge, TntS has not been done to date. Clerk L. Stromquist
was requested to check with Justice Victor Pomerenke before writing
to the station manager stating that his operotion exceeds the per-
mitted use for- a ser"vice station in the Vi Ilage of Arden Hi 115.

Attorney Courtney advised that a Public Hearing be scheduled for
this sewer line extension, specifying the area intended to be assessed.

on July 29, 1963 at 8:00 p.m. at the Vi Ilage Hall; noticss to be

ment 68-1. They may connect directly with the Rosuvil Ie water system
but must pay the complete Rosevi I Ie assessment before a water con nec-

Engineer O. Lund advised that County Road D or Lakeview Avenue extend-
ing +0 Lake Josephine is a 30 foot right-of-way which w~s dedlc~ted to
the Village at the time Josephine LDkA Park was platted. It was his
recommendation that If this right-ot-way is vacated, the Village retain
a portion for drainage purpose~. He explained that the rlght-of-waV
Is not used as access to LDke Josephine to any extent. Primary access
is gained through the County Park.

the plans and specifications for Sewer Improvement No.9 be ap-
proved, as submitted, and notice of advertisement for bids be
published on July II; bids to be received on July 26, 1968 at
11:00 a.m. authorizing the bids to be opened and tabulated by
Engineer Lund and Administrative Clerk L. Stromquist, as per
attached resolution. Council consideration to be scheduled
for meeting of July 29, 1968; motion carried.

Engineer D. Lund submitted estimated costs of constructing this road.
The total cost for constructing 240 feet of 30 foot wide street with
Sewer and Water service, was estimated at $7,550.00; the estimated
cost of a 15 foot wide road for 240 feet, without sewer and water
~rvlce is $1,060.00.

to allow the appl icant, Mr. Wagoner, to place a private driveway on
.thlS road right-of-way as per agreement until future development of the
area warrants a permanent road to serve the properties to the north;
motion carried. Agreement to be drawn by Attorney Courtney and signed
by Wagoner and the Village.
This was agreeable to Mrs. Wagoner, who was present at the meeting.

Engineer D. Lund reported on the progress of contract completion of
Water Improvement 67-1. He stated that sodding has been completed
except for the areas where he has requested the contractor to delay
completion because of sewer and water line and a county drainage
project. These areas are Fernwood Ave. for water and sewer lines
and Harkins Golf Tees for completion of a county drainage proJect.

Engineer D. Lund advised that this pondlng area should not be decreased
In size by grading or covering of debris at this location (Tiller In.
and Cannon Ave.) He reported he has not received a reply from St.
Paul Bible College on their plans for this area. Clerk was requested
to advise Mr. Jurgenson that the pond must not be decreased in size,
but debris must be covered in Its entIrety, or removed as soon as
possible.

Engineer Don Lund reported he wrote to Mr. Snyker, Ramsey County Engineer's

Clerk L. Stromquist read the Building Inspector's report in which he
reported on the construction of the Grudnoske building at 1440 W
Highway 96 (attached).
Clerk Stromquist was requested to contact Mr. Grudnoske re the welt at
this bul iding.

Councfrman-J~-Hol!enhorst reported that this variance request was
~denled by the Planning Commission for lack of adequate information
~nd the applicant was not present to submit this additional informa-
tion. He requested the matter be re-referred to the Planning Commis-
sion for consideration at their meeting of August 6, at which time
Mr. Polmyros will represent the applicant and submit reasons for the
request and a sketch. This was agreeable to Mr. Polmyros and to the
Council.

Specifications for Sewer Rodding Equipment (~I 1- I _j) were submitted
to the Public Works Committee Chairman and discussed previously with
Attorney Courtney. Mr. Beecher explained that It Is possible to
mount this equipment on one of the old dump trucks, probably at a
cost of less than $2,000.00 (This would have to be done by an outside
contractor). He estimated the cost of the Rodding Equipment at about
$5,000.00. It was moved by Councilman H. Crepeau to advertise for bids

be published July 18, 1960; bid opening to be at 8:00 p.m. on July
29, 1968.

about VIllage procedure regarding culverts. After some discussion
and the citing of several drainage oroblems, it was determined that

Mayor BJorndahl reported that the Human Relations CommIssion held their
first meeting on July 1, 1968. By-laws were discussed and offflcers and
Committee Chairmen appointed. It was decided they would hold monthly
meetings. The Commission requested that 100 copies of the Kerner
<<port Summary be ordered by the Village for distribution to various
ganizations In the village. (Arden Association, Jaycees, League of
omen Voters, Business Men's Organizations.> Copies of the minutes of
the meetings are to be sent to all Interested organizations and Indl-
. vlduals.
Parks & Recreation Committee
Mayor-BJorndahr-reported-that the Parks and Recreation Committee were
working on their 1969 Budget, which appears to be about $30.00 over
the 1968 budget.
He reported that the grading has been completed on the Co Rd E and
Highway 51 park site. Sodding is not completed as yet.

Clerk Stromquist submitted four Rubbish Hauler license renewal appli-
cations, as follows, which have been approved by Health Inspector
Dr. John farkas, subject to a statement that trucks will be kept

J & W Pickup Service
R. W. Nixon Rubbish Removal
A renewal application for All-State Disposal, Inc. has also be-en
received but has not been submitted to Dr. Farkas to date.
It was moved by H. Crepeau to approve the four licenses as recommended
by Dr. Farkas, SUbJect to receipt of ~tatement of sanitary condition
of trucks; also to approve All-State Disposal, Inc., subJect to Dr.
Farka's approval; seconded by J. Hollenhorst; carried.
Clerk L. Stromquist advised she had received a letter and small maps
from Mr. Deane Anklan indlcatinq County Road construction Summer

Clerk L. Stromquist reported that papers are in order to send the
application to HUD and they would be mailed on July""" 1968. She
said Metro Council approval at the appl icatlon was received today.
The Planning Commission and Village Planner Carl Dale submitted letters
approving the application. A sTatement from Mayor 8jorndahl wIll be
attached. Mayor Bjorndahl informed the Council that a representa~ive
from the Village will be sent to the HUD office to "follow - up" on
the application and provide additional information, if needed, in about
10 days after the application is submitted.

WATER IMPROVEMENT 67 -1:
RESOLUTION INCLUDING BETHEL COLLEGE PROPERTY
WHEREAS, on August 29, 1967, following the procedure provided in Chapter
429, the Local Improvement Code, Minnesota Statutes Annotated, as amended,
the Council of Arden Hills adopted a Resolution ordering Water Improvement
67-1, and
WHEREAS, the following-described property then and now owned by Baptist
General Conference, a corporation, adjoins the said Water Improvement 67-1:
Subject to roads and highways and power company easements,
the W~ of Section 27, T30N, R23W, lying north of the Soo
Line Railroad Right-of-way, all in Ramsey County, Minnesota, and
WHEREAS, the said property is occupied by Bethel College and was not
included within the area proposed to be assessed in Water Improvement 67-1,
but Baptist General Conference, by Agreement and Waiver dated June 25, 1968
has now expressed its desire that said property be included within this
Improvement and that water service be extended to the aforesaid property, and
WHEREAS, the Council is agreeable to including said property therein
subject to the agreement of the property owner and subject to its agreement
to the proposed assessment of $40,000 upon said property for said improvement

RESOLUTION RE SANITARY SEWER IMPROVEMENT NO.9,
APPROVING PLANS AND SPECIFICATIONS THEREFOR
AND DIRECTING ADVERTISEMENT FOR BIDS
WHEREAS, pursuant to a resolution passed by the Council on June 24, 1968
Banister Engineering Co. has prepared plans and specifications for the sanitary
sewer system to extend approximately 600 feet along County Road F and thence
northerly approximately 1500 feet along a line just west of and parallel to
Fernwood Street and has presented such plans and specifications to the Council
for approval, and
NOW THEREFORE, BE IT RESOLVED BY THE ARDEN HILLS COUNCIL:
1. Such plans and specifications are hereby approved and shall be filed
with the Administrative Clerk.
2. The Administrative Clerk and the Engineer shall prepare and cause to
be inserted in the official paper an advertisement for bids upon the making of
such improvement under such approved plans and specifications. The advertisement
shall be published once at least 10 days before the time set herein for opening
of bids, shall state that bids will be opened on July 26, 1968 at 11:00 A.M. at
the Village Hall, at which time the bids will be opened and tabulated by Engineer
Lund and Administrative Clerk Lorraine E. Stromquist. The bids will then be
considered by the Council at 8:00 P.M. on July 29, 1968 in the Village Hall.
Said advertisement shall provide that no bies will be considered unless sealed

and filed with the Administrative Clerk and accompanied by a cash deposit, cashier's
check, bid bond or certified check payable to the Village for a:. least 10 percent
of the amount of the bid.
