Edgewater Avenue. l~e informed the counci I thai- this is a very
dark street and they have had a few incidents recently - break ins,
window peepers~ one case of actual intrusicn and his wife threntcned
by phone. He stated the ~eed is necessary for safety re~sons. Mr.
Crum informed i'he counci I th,d' there is a Northern States Power
Co. pole located across ';'he o;','nlcr fronl his n)sidence; the neighbors
in this area are in agreemG:lt ~Jith him that I igh'i'ing is necessary.

Dr~~~~ Pro~~~ - Jurgenson Pond
Mr. Harold Nelson, 1212 Tiller Lane, informed the council of the
unsightly appearance of this drainage pond owned by Mr. A. Jurgenson.
He stated that last year when the water main went through, mounds
of dirt wore never level led - last week at least three driveways
in the area were resurfaced by Diamond T Asphalt Co., who deposited
the old paving In the ponding area. Mr. Nelson recommends that
the Diamond T Asphalt Co. be cal led and requested to remove this
material and also the clay which was deposited last year be levelled
as this could be a beautiful pond.
Mayor Bjorndahl stated that the vIllage is interested in this pond
for drainage purposes that Mr. Jurgenson would like to build on some
of these lots; Mayor BJorndahl hopes an agreement will be arrived
at in the near future between St. Paul Bible College and Mr. Jurgenson.
Matter referred to Engineer Lund.
Clerk Lorraine Stromquist informed the council that letters of com-
plaint on this same problem haVe been received from W. G. Haberstroh,
1201 Ti Iler Lane, postmarked June 21, 1968, and from Mr. and Mrs.
Matteson, 1249 Tiller Lane, ietter dated June 20, 1968.

Attorney Courtney reported that he will give further study to the
request of Dr. Frankson, 1369 Forest Lane, for temporary approval
to kennel more than two dogs.

Attorney Courtney informed the Counci I that he wi I I have a report
on this at the next council meeting.

Attorney Courtney reported that he and Carl Dale met with Mr. Schlfsky
on June 13, 1968; Mr. Dale is to submit suggestions to the Planning
Commission and the three wi II meet again after this commission
meeting.

Counci I requested Engineor Lund to pursue with Ramsey County the
matter of diverting New Brighton Road to Johanna Blvd. at Glenpaul
Avenue.

HUD preliminary forms have been received and completed by Banister
Engineering Company; an additional statement to be included in the
application was given to ~ttorney Courtney for his opinion. A
copy of this application has been sent to the Metro Council.
Attorney Courtney stated that the additional paragraph was fine,
and'perhaps could be sent as a letter attachment ~ the application.
The application wi II be mai led to the HUD office In Chicago as
soon as Metro Co~nci I and local Planning Commission action has
been taken on the matter.

Specifications for a new dump truck were referred to Attorney
Courtney. There was some discussion regarding the type of sander
to purchase sInce comp~aints have been received about salt damage
to lawns. Mr. E. Beecher explained that most lawn damage is done
by the snow plow and not the sander.

County Road D, regarding the operation of this service station.
Letter referred to Attorney Courtney, who wi I I return it to the

Council requested Building Inspector Clay Kel ley to check the con-
struction of this bui iding as to general construction and as to
safety.
REPORT OF ENGINEER DONALD LUND

Engineer Lund informed the counci I that he wi II submit a written
report on this matter.
Counci I agreed with the recommendation of Engineer Lund that the
Trai ler Park be charged $;'00 for each load of raw sewage disposed
of through the Arden Hil Is sewage system. Clerk requested to so
Inform James Adams, owner of the park, and request him to submit
a monthly statement of the number of loads.
Mayor Bjorndahl stated that this is a temporary arrangement for
about two to three weeks, according to Mr. Adams.

Engineer Lund reported that the waiver of the public hearing for
Water Improvement 67-1, was sent to Bethel Col lege two weeks ago;
it has not been returned as of this date.
Engineer Lund informed the councl I this matter would be submitted

Letter dated June 12, 1968, from McDonald & Associates requesting
a waiver of the completion date of June I, 1968 for this improve-
ment, because of the weather conditions.
Engineer Lund expressed his opinion that this project could have
been completed, and recommended the vi llage send a letter of denial
of the request and suggest immediate action for completion of the
project or the vi Ilage wi II consider imposing the penalty of
$100.00 per day beginning June 1, 1968.
Counci I requested Clerk Lorraine Stromquist to draft a letter to
McDonald and ^ssociates, incorporating Engineer Lund's recommendations.
Sewer Connection - Bethel Caretaker's Residence
Engrneer-cu~submltted a letter, dated June 24, 1968 to the
Council In which he reported that d is economically unfeasible
at this tl~e to connect the property to our sewor system. The
present facilities are adequate and he is not aware of any health
problems.

Engineer Lund requested council consideration of the method of
metering the proposed water for the Bethel College service. He
explained that a master metor could be placed at the property line
or indivldulll meters could be placed at each building. Engineer
Lund feels the individual meters would be more feasible for future
vi liege facil ities to Old Highway 10.

and New Brighton Roads. Engineer Lund believes the ditch between
Glenpaul Road and County Road D is too high; this could possibly
be corrected with the construction of the water improvement.

Mayor Bjorndahl roported that Bernard Edmonds and his assistant
attended this moeting, which was held June 18, 1968.
Mr. Edmonds \ii 1/ draw plans for -:-hree Arden Hi lis park sites at
a cost of $100 per site.
Mr. Edmonds was also present as a representative of Ramsey County

park system; the county wi I I attempt to satisfy individual
municipal dies.

Counci iman Olmen moved that Martin Best, 1308 Cannon Avenue, be
hired as a seasonal maintenance department employee at the rate
of $2.50 per hour effective June 24, 1968; seconded by CounCilman
Hollenhorst; motion carried.

Mayor Bjorndah I informed "rnEJ Counc I I of a request from a res i dent
that the vi I lage vacate tha west 30 feet of road easement for
the extension of County Road D to permit him to upgrade his
propel-ty.
Councilman Hoilenhorst recommended the subject be discussed at the
July 2 Planning Commission Meeting, and the public hearing be
_set for the commission's August 4 meeting.

presented by Clerk Lorraine Stromquist and attached; seconded by
CounCilman Henderson; motion carried.
Mr. E. Beecher reported he had received a letter from Banister
Engineering Company regErding the repair costs for the lift sta-
tion at Johanna Boulevard and County Road E. Counci I approved

RESOLUTION ORDERING SEWER IMPROVEMENT NO. 9
AND ORDERING PREPARATION OF PIANS AND SPECIFICATIONS
WHEREAS, a resolution of the Arden Hills Council adopted the 19th day of
June, 1968, fixed a date for a Council hearing on the proposed improvement
known as Sewer Improvement No.9, which improvement was to consist of ne-
cessary services for a complete system extending approximately 600 feet along
County Road F and thence northerly approximately 1500 feet along a line just
west of and parallel to Fernwood Street, and
WHEREAS, two weeks published notice of said hearing was given as re-
quired by law and the hearing was held thereon on the 24th day of June, 1968
and at said hearing all persons desiring to be heard were given an opportunit
to be heard thereon, and
WHEREAS, mailed notice of said hearing was also given as required by
law,
NOW THEREFORE, BE IT RESOLVED by the Arden Hills Council as follows:
1. Such improvement is hereby ordered as proposed in the Notice
of hearing and in the feasibility report of the village enginee
dated May 13, 1968, as amended pursuant to action of the
Council on June 10, 1968.
2. Banister Engineering Co. is designated as the engineer for this
improvement and is instructed to prepare plans and specificatio s
for the making of said improvement.
Adopted by the Arden Hills Council this 24th day of June, 1968.
