Pursuant to due call and notice thereof, a special meeting of the Village Council of the village of Arden Hills, Minnesota, was held at the Little Theater in the Mounds View High School, 1900 west County Road F in said Village on Tuesday, June 11, 1968, at 8:00 o'clock P.M. The following members were present: io1ayor Bjorndahl, councilmen Crepeau, Olmen, Henderson and Hollenhorst, and the following were absent: None. councilman crepeau introduced and moved the adoption of the following resolution: RESOLUTION ORDERING PREPARATION OF PLANS AND SPECIFICATIONS FOR WATER IMPROVE1'oIENT NO. 68-2. BE IT RESOLVED by the council of the Village of Arden Hills, Minnesota, that Banister Engineering Company is hereby designated as the engineer for this improvement , and they shall prepare plans and specifications for the making of such improvement. The motion for the adoption of the following resolution was seconded by Councilman Olmen, and, upon vote being taken thereon, the following voted in favor thereof; All, and the following voted against: None, . whereupon said resolution was declared duly adopted. The Village Administrative Clerk presented an affidavit showing publication of notice of hearing on proposed Water Improve- ment i.'lo. 68-2 in accordance with the resolution adopted May 13, 1968, which affidavit was examined and found to be satisfactory and was directed to be filed by the Clerk. The Village Administra- tive Clerk also exhibited a Certificate of Mailing Notice of Hear- ing to affected property owners, which certificate was examined and found to be satisfactory and was directed to be filed by the Clerk. The Mayor then directed the Clerk to read the description of the general nature and estimated cost of the proposed improve- ~ ment and the area proposed to be assessed therefor, as stated in the published notice of hearing. After reading of the notice, . all persons present were afforded opportunity to be heard, and the names and addresses of the persons appearing and heard by the Council, and the substance of the views presented by them were as follows: J< ~m. RA~roND FARICY, Attorney at Law, Minnesota Building, Saint Paul, Minnesota, representing Columbia Transit Company: Asked for an explanation of the front foot and acreage assessments. . . 14R. ROBERT RAETZ, 1703 County Road F: Asked what the water rate would be per thousand gallons and wanted to know how this compared to Roseville and Fridley which has its own water system. On the basis of $.50 a thousand gallons he anticipated it \10uld not be unusual to have a bill of $20 a month during the sunmlex ro~nths. Was informed that this would be unusually high. A150 llsked what the policy would be in connection with existing wells. R1R. RALPH J. PERRY, 3670 New Brighton Road: He lives on the east side of the roaa. If the water main is constructed on the vest side, who will bring it across the street. Also asked if a person owns a piece of property large enough for two lots, would he have t\iO connections or one and asked if the connection charge would be included with the assessment and spread with general taxes. MR. JOSEPH liC DONALD, 4057 Valentine Court: Asked how the installation of water would affect his home owners insurance rates. MR. WILLDU1 DOI4NING, 1691 Crystal; owns a pie shaped lot which will abut water mains on three sides. Asked for the definition of a front foot. Wanted to know why the bonds to finance the improvement would run over a 20 year period. Also asked what the maintenance costs would be on the water system. Asked how the soil in this area of the country would affect the water mains, and wanted to know where the water meters would be placed. Also asked what kind of performance clause would be re- quired of the contractor for damage to property, and wanted to know what the water pressure \iOuld be. HR. C. M. BUCKINGHAM, 1700 Glenview: In connection with federal funds which will be sought for the improvement, would those funds be used specifically for this water improvement or for the overall village water construction. Asked what the anticipated completion date was for the improvement and ask~:i if the water construction could be done without tearing up thO? ,.<,,,_;..0._; RUTH PALMER, Director of the Ramsey County Library, representing the Library Board. The new library in Arden H:i.J:: .- will be completed by December 1 and she asked if the villa<J(~ '.;.. construction would be completed by that time or if they woui~ have to put in a well. ~ MR. NICK BERLAGE, 1817 Gramsie Road: Question about the millage increase. ... MR. JOSEPH MC DONALD, 4057 Valentine Court (Spoke before): Asked on ~nlat basis Arden Hills would feel justified in trying to get a federal grant and on what basis would the federal government give one. Not in favor of trying to obtain a federal grant. . . ~ . DR. J. G. FLINT, 1761 Gramsie Road: Asked what the quality of the water would be compared to the rusty, hard well water he's getting and whether the village water would include softening and iron removal. MR. THOMAS I~GAN,18l2 Venus: Commented that the people in Lauderdale had constructed a water system with the source of water from St. Paul because their wells became contaminated from petroleum seepage. Asked if Arden Hills was in danger of having the same problem. MR. MELVIN MAURER, 3983 N. Fairview: Asked on what side of the street the mains would be located, and how they would be located in connection with sewer and gas mains. Assuming a federal loan were granted, how long would it be before water would be installed. MR. ROLAND HERRIGES, 3991 N. Fairview: Asked it an investi- gation had been made in connection with obtaining water from some other source. MR. CLIFFORD ANDERSON, 1804 Venus: It had been mentioned that if at some future time it is determined that federal aid is ~ot available, there would be another hearing. Mr. Anderson suggested that if this is the case, the Council skip the second heari~g and go ahead with the improvement without federal aid. MR. RAYMOND FARICY, representing Columbia Transit Company (Spoke before): Asked if the Mounds View High School would be serviced by the proposed system or if they already have some other source of water. Also wanted to know if the school district would be compelled to contribute moneys to the program. A communication from Dr. Sanford Witter, Superintendent of Schools, was read in which a number of question~ were asked. Is the high school to be included in the water improvement plan. Could the school be excluded since they have an adequate source of water supply from the New Brighton water system. What would the basis for assessments be. MR. ROBERT NETHERCUT, 3908 Dellview: Indicated that it had taken the Village of ~~unds View a year to get an application for federal aid. MR. JACK BELL, 4082 Valentine Crest: If a federal grant would become available, would that cover the entire improvement or only a portion of it. If it would only cover a portion of.. the cost, would it be applied to the part to be assessed or the portion to go on general taxes. Also asked if the proposed 6% carrying charge on unpaid installments of assessments would be sufficient to cover the interest on the bonds. . . ~ . MR. JAMES' SHERMAN, 3946 Dellview: Wanted to know how odd shaped lots would be assessed. Said there had been some problems in assessing those lots when sewer improvements were constructed. MR. LAWRENCE BRODLE, 1741 Venus: In favor of immediately proceeding with the improvement and abandoning the concept of seeking federal aid. (Inaudible): In favor of the improvement. MR. JACK BELL, 4082 Valentine Crest (Spoke before): In favor of the improvement. MR. NICK BERLAGE, 1817 Gramsie Road (Spoke before): In favor of the improvement and also in favor of abandoning the attempt to obtain federal funds. MR. THOMAS I-lANGAN, 1812 Venus (Spoke before): In favor of the improvement. ~m. c. l~. BUCKINGHAM, 1700 Glenview (Spoke before): Asked if a poll could be taken of the persons present to determine how many favored proceeding without waiting for a federal grant. I4R. ROBERT NETHERCUT, 3908 Dellview (Spoke before): In favor of the improvement but thought the COuncil should spend a couple of months to determine whether or not a federal grant might be available. MR. CLIFFORD ANDERSON, 1804 Venus (Spoke before): Urged the Council to proceed with the improvement immediately and abandon the idea of obtaining federal funds. ANN STURGEON, 3769 New Brighton Road: Wanted to wait and see if there was a possibility of Obtaining federal aid. MR. LAWRENCE KINPORTS, 1645 Valentine: Opposed to the improvement because he has no water problems. MR. RAYMOND FARICY, representing COlumbia Transit Company (Spoke before): Has no objection to the project itself but asked that consideration be given to eliminating the area owned by his client from the project. MR. WILLIAN DOMNING, 1691 Crystal: Opposed to the improve- ment. Said he might be in favor of it if he could get a definit., answer about assessments on odd shaped lots. MR. JM4ES SHERMAN, 3946 Dellview (Spoke before): Opposed to the improvement because of the assessment formula. . . ~ . MR. JOSEPH MC DONALD, 4057 Valentine Court (Spoke before): Said that the monthly sewer costs were initially higher than what had been indicated at the feasibility hearings and wanted to know if the $.50 per thousand gallons for water was a realistic figure or would this again depend on what Roseville and St. Paul charged. MR. G. J. LANDSBERGER, 1677 \clest County Road F: Opposed to the improvement because he has no need for it.
