Roll Call Present - Mayor Bjorndahl, Counci Imen Crepeau, Olmen, Hollenhorst, and Henderson. Absent - None. Also Present - Village Attorney Vincent P. Courtney, Village Engineer Donald Lund, Bui Iding lnspector Clay Kelley, Maintenance Supervisor E. Beecher, Administrative Clerk Lorraine Stromquist and Deputy Clerk Florence Honan. Approval of Minutes The minutes of the Regular Counci I meeting of May 27, 1967, were approved as submitted. BUSINESS FROM THE FLOOR ... Twin City Trailer Park - Sewaqe Problem Mr. Adams, owner of the Twin City Trailer Park, was present; he explained their sewage disposition problem. Engineer Lund stated that Mr. Adam's request to haul 4,000 - 8,000 gal Ions of raw sewage per day (not from a septic tank) to an Arden Hills manhole is feasible; the sewage would then be processed through the municipal system. Discussion fol lowed concerning the amount of fee to be charged for this project to cover the cost of expenses, such as inspections, etc. Mr. Adams agreed to pay the fee when determined by the council. Council approved Mr. Adams' request, subject to Mr. Adams paying the fee when determined, and requested Engineer Lund to determine which manhole is to be used to eliminate the sewage from going through a lift station. ~ Ordinance - Variance Request Dr. Frankson, 1377 Forest Lane, requested permission to keep four dogs, two more than al lowed by vii iage ordinance, until sometime next year when he intends to build a new home on 13 acres he has purchased. Councilman Crepeau moved, seconded by Councilman Olmen, that Dr. Frankson's request be referred to Atty. Courtney; motion carried. REPORT OF ATTORNEY COURTNEY -. . Lake Johanna Drainage Matter Councilman Crepeau moved, seconded by Councilman Henderson, the adoption of a Resolution, as attached, authorizing the vi I lage attorney to draw up an Agreement between Arden Hil Is and Ramsey County; moved approval of the Agreement, as attached, regarding assessments against Ramsey County for the improvement of the Lake Johanna drainage area and authorizing the mayor and clerk to sign same; motion carried. Ordinance No. 106, Personnel Amendment Councilman Hol lenhorst moved the third and final reading be given and an Ordinance be adopted amending Ordinance No. 83, regarding personnel administration, changing sick leave provisions, permitting discretionary sick leave and authorizing payment of health insur- ance benefits; seconded by Counci to'; n fjenderson; mOTion carried. Village Employees' Health Insurance Attorney Courtney submitted a draft of a health insurance for vi I lage employees. clerk to request Mr. Stanton's opinion. Case No. 68-11, Fence Variance Councilman Hollenho~st moved approval, as recommended by the Planning Commission, of Calvin Westphal's request to Install a screening type fence at 3264 Lake Johanna Blvd., subject to the provision that the front 15 ft. of the fence wi I I be removed at the vi I lage's request when the garage on the adjacent property Is removed; seconded by Councilman Crepeau; motion carried. Case No. 68-6, Li v-A-Snaps, Inc. Motion by Councl Iman Hollenhorst, seconded by Councilman Crepeau, that a building permit be approved for issuance to Llv-A-Snaps, Inc., subject to approval of the drainage by Engineer Lund and the submission of a revised plan showing the paved parking, bumper curbs, driveway areas and curbing; motion carried. Building Permit - Bethel College Councilman Hollenhorst moved approval, as recommended by the Planning Commission, of the issuance of a building permit to allow Bethel College to construct a storage shed on their property, subject to submission of a revised site plan to the Planning Com- mission showing the location of the shed; seconded by Councilman Crepeau; motion carried. Clerk requested to inform Bethel College of the special Planning Commission meeting to be held Tuesday, June 18, 1968. Case No. 68-17, Nazareth Hall Addition Councilman Hollenhorst moved approval, as recommended by the Planning Commission, of the granting of a building permit to Nazareth Hal I for the construction of a stairwell; seconded by Councilman Crepeau; motion carried. Ramsey County Library Plans Councilman Hollenhorst reported that the Planning Commission recom- mends approval of these plans as submitted. Twin City Industrial Park CounCilman Hollenhorst reported violatIons of the Zoning OrdInance by property owners in this industrial park; .these were discussed by the Planning Commission and they recommended that legal action be taken. The Planning Commission recommended that a Polaroid Camera be made available for use by the Building Inspector, Parks and Recreation Commission, and the Board of Appeals. Councilman Crepeau informed the counci I that the Police Department has a Polaroid camera, which is available to village committees and inspectors for taking pictures of violations, unsatisfactory housekee~l"g, etc. .- Council requested Building Inspector Clay Kelley to submit a report on this matter to Attorney Courtney and also the matter of a ware- house being occupied without a Certificate of Occupancy. Council requested Attorney Courtney to Initiate action against the violators after Investigation. Building Code Amendment The Planning Commission recommended approval of the draft of Ordinance No. 83, the Building Code Amendment, as submitted by Attorney Courtney, subject to minor changes. Attorney Courtney requested to prepare the amendment in final form for council con- sideration. REPORT OF COUNCILMAN CREPEAU - Public Safety Speed Control Councilman Crepeau reported that letters have been received from - 3 - Counci I Minutes - June 10, 1968 - continued Page four . . residents requesting lower speed limits on Johanna Blvd. and also from residents who feel that chi Idren should be taught that the roadways are not playgrounds. Requests to Ramsey County for lowering the speed limits on County Road E and Stowe Avenue are stil I pending. REPORT OF E. GRAY HENDERSON - Civic Center and Finance Civic Center A joint meeting between the Civic Center CommIttee end the council has been set for July 8, 1968, before the regular council meeting. REPORT OF COUNCILMAN OLMEN - Public Works Public Works Recommendations Councilman Olmen report on the committee meeting held March 23; members of the council had received copies of these minutes. The matter of street I ighting on Oak Avenue had been referred to the Planning Commission for study. Councilman Hollenhorst reported that Mr. Dale believes that the village should specify the type of lights desired from the brochures from N.S. P. Councilman Crepeau informed the council that the Public Safety Committee would like lights every 600 ft. for safety reasons. Clerk requested to send cost of lights to Councilman Olmen. The Publ ic Works Committee recommended approval of extending the gas line to the water booster station. Councilman Crepeau moved the approval of the purchase of safety equipment and dehumidifiers for the Public Works Department, as recommended by Supervisor Beecher; seconded by Councilman Hollenhorst; motion carried. Committee felt tools purchased for the Installation and maintenance of water facilities should be taken from the water Improvement fund. Mr. Beecher informed the council that fill dirt is available from tha City of Minneapolis. REPORT OF MAYOR BJORNOAHL - Parks and Recreation N.S.P. Gas Rate Increase Proposal Mayor Bjorndahl reported that N.S.P. Is proposing an Increase In gas rates; he informed the council that the Ramsey County League will consider this matter. Councilman Hollenhorst will attend this meeting and report back to the council. .. Vii lage Property Purchase Proposal Mayor Bjorndahl reported that the property rented by the village adjacent to the village hall which is now being used for the maintenance department appears to be working out very well. He informed the council that the Parks and Recreation Committee recommends purchase of the property for future use; the existing buIlding might also be used for recreational purposes In the future. Councilman Olmen moved the matter be referred to Attorney Courtney to contact Mr. Grudnowke's attorney to work on a contract for deed (five year contract); the purchase to Include a parcel of land behind the vIllage hall; seconded by Councilman Crepeau; motion carried. Human RiQhts Commission Appointments Councilman Henderson moved the approval of the appointments to the Human Rights Commission. as made by Mayor Bjorndahl, and listed - 4 - . . . . Mayor BJorndahl stated that he wll I appoint someone to the committee by this Wednesday.
