Ca II to Order Meeting was cal led to order by Mayor Bjorndahl at 8:00 p. M. Roll Call Present - Mayor Bjorndahl, Coucllmen Crepeau, Hollenhorst and Henderson, Absent - Coucllman Olmen, Also present - Village Attorney Vincent Courtney, Village EngIneer Donald Lund, Village Treasurer Worth Read, Admlnlstr<<tlve Clork Lorraine Stromquist and Accounting Clerk Charlotte McNlesh. Approval of MInutes The Minutes of the Regular Council ~eetlng of May 13, 1968 were approved as amended, BUSINESS FROM THE FLOOR Bethel College Revised Site Plan Mr. HUgh Peacock, Grande and Peacock ArchItects, presented a revised sIte plan IncludIng the formerly proposed Chapel and general purpose bUIldIng to be located on the SemInary Site and a Dormitory bUilding on the College SIte, Mr, Peacock explaIned that a lIghted walkway Is proposed around the perimeter of Lake ValentIne, In the future, for use by VIllage residents as well as the College. He explained that eventually the COllege wIll have two access roads to Old Highway 10: the Highway Department will close the present access on HIghway 51 when traffIc becomes excessIve. The Col lege is propesed to be completed by 1971. CounCilman Hollenhorst reported that the PlannIng CommissIon felt this revIsed plan was an Improvement over the orIginal plan. Councilman Hollenhorst moved approval of the plans as detaIled on the revised site plan dated 4-11-68 and eliminating the buildings shown west of Old Highway 10, Seconded by Coucilman Crepeau, carried, Water Improvement 68-3 Andrew Kuehn 111,3581 Rldgewood Road expressed concern over destruction of large trees in his area and requested consIder- ation of locatIng water lInes to avoId a heavily wooded area, Several other residents In the area expressed sImIlar concern. EngIneer Lund will meet with residents of the area: Mrs, A, Kuehn will contact neighbors wIshIng to attend this meeting, Max Tyler, 1471Sklles Lane raIsed several questions about tax Increases resulting from thn water Improvements, Council- man Crepeau reported on the status of Improvement 68-3, stat- Ing that at the Public HearIng on May 23, 1968 Banister Englneer- ,ng was authorIzed to prepare plans and speCificatIons, but Council aporovAI ^f the project was being held In abeyance pending ap~ ;catlon for possIble Federal ald. A general discussion followed concerning the Village mill rate and the effect of Water improvement 68-1,68-2,68-3 on this rate. Mayor Bjorndahl stated that at present the village .,11 rate represents Il-12~ of total real estate taxes paid. He further advIsed Mr. Tyler and Mr. Faltelsek that resIdents would be Informed before final Council approval Is given to Water Improvement 68-3 REPORT OF ATTORNEY COURTNEY VIIlaQe Participation In PrOQram for Retarded Children Attorney Courtney revIewed the letter from SPARC, Council requested the attorney to Investigate and report at the next meeting on VIllage partIcipation, Clerk Stromquist was re- quested to Inform SPARC of the status of their request. -f- . . -' . . . . Arden Hills - Roseville Water Contract All necessary documents are completed and In the process of being printed, Public Hearing Re Sewer Service for Llv-A-Snaps. Inc. Attorney Courtney reported that since he does not have the necessary ownership report, the Public Hearing wll I have to be scheduled for a later date. Councilman Hollenhorst moved that the Public Hearing be re-scheduled for June 24, 1968 at 8:00 p, m. instead of June 10, 1968. Seconded by Councilman Crepeau, carried. (Banister Engineering Company to furnish ownership report) Johanna Drainage Matter Attorney Courtney reviewed a letter from County Engineer Deane ^nklan Indicating that the County would participate under conOI~lon outlined In letter. CouncIlman Crepeau moved approval ~f the resolution as attached, seconded by Councilman Hollenhorst, carried. Sh I fsky Property Matter pending since Mr, Shlfsky and Attorney Courtney have not been able to arrange a meeting date. Water Improvement 68-1 Attorney Courtney reported that the four copies of contract on Improvement 68-1 were ready for execution. Councilman Hol lenhorst moved approval of execution ~f the contract with Northern Contracting Company for Water i~~rovement 68-1, seconded by Coucllman Henderson, carried. Human Rights Ordinance Councilman Hollenhorst m9ved adoption of the Ordinance. Establishing A Human Rights Commission and Providing For its Duties and ResponSibilities, as amended on May 13, 1968, and waived the third reading. Seconded by Councilman Crepeau, carried. Attorney Courtney wi I I prepare the Ordinance for publication. Mavor RJorndahl reported that the Arden Hills League of Women Voters submitted a list of members Interested In serving on ~he ~ommlsslon. Roger Reiling stated he would provide a list of Interested J,C,'s within the next few days. Selection of residents to serve on the Human Rights Commission was deferred to the Regular Council Meeting of June 10, 1968, Healy Plumbing and Heating Company Engineer Lund reported that the name of this firm has been changed to Healy Mechanical Contractors, Inc. and that the Village has a contract with them under the former n~me, Attorney Courtney advised that since It was ~~~ft~~h'e with the firm, checks be made payable to Healy Plumbing and Heating Company. REPORT OF ENGINEER LUND Joint Well Request of Hendrickson - Salmela Clerk Stromquist read a letter from Banister Engineering, dated 5-27-68, requesting more specific Information about the actual pump being used, depth of Its setting In the well, etc. Clerk Stromquist also read a letter from Maintenance Super- visor Everett Beecher on the matter. The Council requested Clerk Stromquist to inform Mr. Hendrickson & Mr. Salmela of the need for additional Information, and to send copies of the Banister Engineering letter to them. - 2 - , - Council Minutes - May 27, 1968 - continued Page three . . New Home at 1303 Inqerson Road Engineer Lund suggested that the Village furnish a shut off valve to be installed in the sewer connection service to this property. In the event of a power failure either the Village or the property owner could operate this valve, thus preclud- ing possible damage to the basement of this house, Supervisor Beecher was requested to check status of construction and If possible have the plumber Instal I the valve at the time of sewer connection. Administrative Clerk Stromquist was requested to advise the owner of the property on the matter. Safety Precautions Administrative Clerk Stromquist was requested to write news- papers serving the area; requesting them to advise residents that locking cars, boats, motors and garages discourages vandalism. If residents are planning a vacation, they are requested to contact the police department, PEPORT OF COUNCIL~AN HENDERSON - FINANCE AND CIVIC DENTER Finance Committe Meeting of May 22 Councilman Henderson reported on the Committee's concern over Mill rate Increases due to water Improvements, and reported on procedures required In applying for a Federal grant from HUn, He further suggested that either In the brochure or at the Public Hearings, the Village Fiscal Agent relate the total effect of prior and proposed water Improvements to total real estate taxes on an average home In Arden Hills ( e.g, market value of $30,000) The Council requested Myrtle SChiller to consult with Mr. Popovich to prepare a news release on this subject. . . Civic Center Committee Councilman Henderson reported that the Civic Center Committee has requested a Joint meeting with the Council at an early date. The Committee has examined several possible sites, A Joint meeting wi II be scheduled for either June 17 or June 24. REPORT OF COUNCILMAN OLMEN - PUBLIC WORKS In the absence of Councilman Olmen, report of the Public Works Committee meeting of May 22, 1968 was deferred to the Council Meeting of June 10, 1968. REPORT OF MAY BJORNDAHL MAC HearlnQ Mayor Bjorndahl reported that an MAC Public Hearing will be held June 6, 1968, 9:30 a, m" at the Anoka County Courthouse. Land transportation to proposed site is of major concern to Arden Hills. CouncIlman Henderson and Treasurer Read will try to arrange their Schedules so they can represent Arden Hills at the meeting, Clerk Stromquist was requested to write the - 3 - , , .' Parks and Recreat I on Meet I n9 of May 14, 1968 The major item of discussion at the meeting was plannIng for development of recreation areas we now have. Bernard Edmonds, Supt, of St, Paul Parks Department, and some of his staff will cooperate in planning develop~ont of the sites - estimated cost at less than $100 per site. Pedestrian Trail Chairman Hunce Lagerstro~ expects to inspect the trail later In the week, weaTher permitting. Archery Range Councilman Crepeau moved that the Arden Hills Sportsmen's Club be granted a special permit to construct an archery range on their property. RESOLUTION APPROVING AGREEMENT WITH RAMSEY COUNTY BOARD HE LAKE JOHANNA DRAINAGE AREA WHEREAS, on May 27 this Council directed preparation of an Agreement with the Board of Commissioners of Ramsey County providing for partici- pation by Ramsey County in a feasibility study regarding the Lake Johanna drainage area, and WHEREAS, a form of such agreement has now been submitted by the Village Attorney and reviewed by the Council, NOW THEREFORE, said Agreement is in all things approved and the Mayor and Administrative Clerk of this Village are authorized and directed to execute said Agreement on behalf of the Village of Arden Hills, Passed by the Council of Arden Hills this 10th day of June, 1968, . .
