Extract of Minutes of Meeting of Village Council Village of Arden Hills Ramsey County, Minnesota May 23, 1968 Pursuant to due call and notice thereof, a special meeting of the Village Council of the Village of Arden Hills, Minnesota, was held at the Little Theater in the Mounds View High School, 1900 W. County Road F in said Village on Thursday, May 23, 1968, at 8:00 o'clock p.m. The following members were present: Acting Mayor Crepeau and Councilmen Olmen, Hollenhorst and Henderson and the following was absent: Mayor Bjorndahl The Village Administrative Clerk presented an affidavit showing publication of notice of hearing on proposed Water Improve- ment No. 68-3 in accordance with the resolution adopted April 29, 1968, which affidavit was examined and found to be satisfactory and was directed to be filed by the Clerk. The Village Administra- tive Clerk also exhibited a Certificate of Mailing Notice of Hear- ing to affected property owners, which certificate was examined and found to be satisfactory and was directed to be filed by the Clerk. The Mayor then directed the Clerk to read the description of the general nature and ..timated cost of the proposed improve- ment and the area proposed to be assessed therefor, as stated in the published notice of hearing. After reading of the notice, all persons present were afforded opportunity to be heard, and the names and addresses of the persons appearing and heard by the Council, and the substance of the views presented by them were as follows: . TINM, 1400 CWlllll1ngs Lanel Asked the following: 1) What water pressure could be expected out of eight inch mainsl 2) Is the street restoration included in the cost of the water improvement, or will there be an extra charge for that workl 3) Is it possiDle to run the sanitary sewer line in the same trench with the water pipe. MR. KEITH EWY, 1176 Carlton: What would happen to the to the boulevard trees when the water line is constructed. Also wanted to know if the old pumps could continue to be used for lawn sprinkling. Asked if there was a Dooster pUlllp between the tank in Roseville and his property. Further asked if he would be guaranteed a certain min1mum water pressure. MR. W. FOREST BEAR, 1305 Tiller Lane: Asked for an explanation of the trunk charge. Also asked what the assessment would be on a corner lot. MR. GEORGE CHUTKA, 1466 Skiles Lane: He also abuts a road at the rear of his property and wanted to know what the assessment would be. Asked if it was mandatory to connect to the water line. MR. BURT SCHERFENBERG, 1155 Ingerson Road: Indicated that he didn't think the trees or sod had been properly or adequately replaced after the sanitary sewer work was done and hoped that there would be more engineering supervision. Wanted to know if the treatment of trees would be the same on the street as on a county road where you have the county road width. Asked if the water construction would be on the north or south side of Ingerson Road. The sewer was put in on the north side of the street and the trees were never replaced. He suggested that the water be put in on the north side of the street rather than take out the trees that are left on the south side. Also asked if the two previous water improvements ordered in 1968 had been included in the mill rate shown in the water hearing brochure. MR. BRAD LEMBERG, 35 MelDourne Avenue S.E., Minneapolis - owns Lot 14, Block 3, Arden Hills No.2: If the contracts for the construction of the water improvement are lower than anticipated, would the assessment charge or the mill levy be reduced. Also wanted to know if water revenues would be used to lower the mill rate. Further asked if it was the policy of the village to replace damaged lawns with cultured sod. Plans to build in the fall and asked what procedure would have to be followed to put the sewer stull in at the same time the water goes in. MR. WALTER T. MILLER, 1309 Cantlon: wanted to know the location of the water construction in relation to his property. Also asked what the rate would be per thousand gallons of water . . . . . MR. TED RUSSELL, 3541 Ridgewood Road: wanted to know if the water construction would be on Ridgewood Road or in the alley which is called Ridgewood Court. Asked if neighbors could dig one trench on the cOllllllOn lot line, put in two water lines and then branch off closer to the houses. MR. W. FOREST BEAR. 1305 Tiller Lane (Spoke before): ASked the location of the water construction in relation to his property. MR. ANDREW KUEHN, 3581 Ridgewood Road: If interest rates are lowered at some future time, could the project be re- financed. Would the $6 minimum water rate per quarter still be charged if you didn't connect to the water. MR. DONALD SEVERSON, 1158 Catlton Drive: Asked what arrangements had been made with the City of St. Paul about curtailing water consumption in case of a dry summer. MR. JEROME D. TIMM, 1400 Cummings Lane (Spoke before): Asked where the water main would be constructed on CUDIIIling8 Lane where the sanitary sewer line veers from the north side of the street to the south side. MR. KEITH EWY, 1176 Carlton (Spoke before): Asked if he would have to start paying when the meter goes in or when he's connected to the main. MR. BRAD LEMBERG" , 35 Melbourne Avenue S.E., Minneapolis (Spoke before), Plans to start home construction late this fall and aksed what the improvement construction tine schedule would be if it's ordered. MR. VERNON C. MANUEL, 1130 Tiller Lane: Asked how much the charge would be to a plumber to connect the water and where the water construction would be in the street. In connection with petitions, he wanted to know what percentage of persons were for the improvement and what percentage against it. Also asked if the streets would be restored this fall or if they would be muddy all winter. Wanted to know how the assessment would be determined on his corner lot. MR. JEROME D. 'fIMM, 1400 CWIII1Iings Lane (Spoke before): Indicated that he was in favor of the project but felt there was no necessity for it on his street. Suggested that his street be bypassed temporarily. MR. ROGER HEINISB, Siems Court (owns property on Siems Court): In favor of the project and thought construction should start as soon as practical. MR. W. FOREST BEAR, 1305 Tiller Lane (Spoke before): In favor of the project and thought it should be constructed as soon as poSSible. . . . . MR. DON KOSTOHRYZ, 1405 West Arden Place: Was instrumental in getting signatures on the petition presented to the Council. They had asked for water as soon as poss1ble. MR. GENE DUBOIS, 1400 Skiles Lane: He and his neighbors want the water as soon as possible MR. BRAD LEMBERG, 35 Melbourne Avenue S. E., Minneapolis (Spoke before): He feels the fire probection alone is well worth the cost of the water. MR. DONALD SEVERSON, 1158 Carlton Drive (Spoke before): In favor of the water construction. His well system is ,filling up with iron. MR. WALDEMAR K. LINDQUIST, 1111 Ingerson Road: In favor of the water system. i'JR. 1<EITH EWY, 1176 Carlton (Spoke before): In favor of the project and would like to have it constructed as soon as possible. MR. BURT SCHERFENBERG, 1155 Ingerson Road (Spoke before): Definitely in favor of the improvement but asked that the engineering firm consider every possibility of saving any trees. MR. RICHARD M. O'RELLY, 1378 Cummings Lane: Favors the the improvement but is in no particular rush to get i~ started. MR. WILLIAM COSSETTA, 937 E. Como Boulevard - owns property at Lake Josephine: In favor of the improvement. MRS. ANDREW KUEHN, 3581 Ridgewood Road: Not in favor of the project because of damage done to trees during sanitary sewer construction. MR. VERNON C. MANUEL, 1130 Tiller Lane (Spoke before): Opposed to the improvement since he had put in a new well less than three years ago. Also wondered why this wasn't put to a vote of the people. MR. ED NELSON, 3494 Siems Court: Opposed to the water because he doesn't need it. DOTTY BRADFORD,. 3531 Ridgewood Lane: In favor of the improvement. MR. JEROME D. TIMM, 1400 Cummings L_..e (Spoke before): He and his neighbors had planted their own boulevard trees at a cost of $1200. He a,skec1 that every effort be made to keep the trees from beLng damaged. . . . . IvIR. BURT SCHERFENBERG, 1155 Ingerson Road: If the restoration of sod, trees and driveways is not satisfactory, he asked who should be contacted. MR. RICHARD M. O'RELLY, 1378 Cummings Lane: Asked for a further explanation of the possibility of obtaining a federal grant. MR. DON KOSTOHRYZ, 1405 West Arden Place: Asked if federal funds had been applied for in connection with previous improvements. MR. REITH EWY, 1176 Carlton (Spoke before): Thought the village should finance its own projects and not involve the federal government. . . . . The hearing closed at 9:15 p.ffi. with the Council to make a decision within six months. . . . After a discussion of the views presented, it was moved by Councilman Olmen that plans and specifications be prepared. The motion was seconded by Councilman Henderson. Upon vote being taken thereon, the following voted in favor thereof: All and the following voted against: None whereupon said motion was declared duly passed. . . . .
