Absent - Councilman Henderson. Also Present - Village Attorney Vincent P. Courtney, Engineer Donald Lun~, Engineer Norman Hendrickson, Treasurer Worth G. Read, Administrative Clerk Lorraine Strom- quist and Accounting Clerk Charlotte McNlesh. APPROVAL OF MINUTES The minutes of December 26, 1967, January 4, 1968 and January a, 1968 were approved as submitted. SQUAD CAR BIDS One bid was received from Ron Saxon Ford for a 1968 Ford station wagon. The bid was $3979.50 less $700.53 trade-In of !966 Ford wagon, for a net cost of $3,279.00. Councilman Crepeau moved acceptance of the bid subject to perusal of Attorney Courtney, seconded by Councilman Holienhorst: motion carried. Attorney Courtney will prepare contract for purchase. BUSINESS FROM THE FLOOR Donald Gode, Chairman of the Community Improvement Committee, reported that Joe McKeon, 1871 County Road D, had complained about unsightly premises at the Texaco station located at 3130 Cleveland Avenue. Matter referred to the Public Safety CommIttee. REPORT OF ATTORNeY VINCENT P. COURTNEY Water Contract Attorney Courtney summarized his letter to the Council dated January 29, 1968, regarding Arden Hills - Rosevllle Contract - Proposed Second Rider by St. Paul. Trustee Crepeau moved that Attorney Courtney and the Water Sub-committee continue to arbi- trate and negotiate the contract, seconded by Trustee Hollenhorst, carried. -~.... Water Improvement 67-1 - Control Data Tower Location Attorney Courtney reviewed his letter of January 19, 1968. Engineer Hendrickson discussed the function and cost of shut-off . valves referred to In Control Data's letter of January 10, 1968. 5 Councilman Hollenhorst moved: e.O.""" b1A I. Approval of the Installation of the two shup-oft..-' >r-' valves requested by Control Data. Cost to be Included In 67-1 water project. 2. Purchase of .51 acres from Control Data for $950.00 to accomodate a 500,000 gallon elevated water tank. 3. Approval of the resolution as attached relating to the dedication of 150 feet of Fernwood Avenue for road and public utility purposes. Seconded by Councilman Crepeau, carried. Amendment to Vllluqa Personnel OrdlaEnce Councilman Crepeau moved Introduction by title of "An Ordinance Amending Ordinance No. 83, Regarding Personnel Administration, to Permit Discretl~nary Sick Leave and Payment of Health Insurance Benefits". Seconded by Councilman Hollenhorst, carried. REPORT OF ENGINEERS LUND AND HENDRICKSON Water Improvement 67-1 Engineer Hendrickson reported that all lines have been tested, and advised that no water connections, except sprinkler systems, be permitted north of Red Fox Road until the booster station and elevated tank have been Installed. Elevated Water Tanks Engineer Hendrickson reported on three styles of elevated water tanks ranging In price from $110,000 to $135,000. The Council requested Banister Engineering to furnish cost estimates for each of the five areas at the meeting of February 12, 1968. Councilman Crepeau moved that Banister Engineering be authorized to prepare plans and specIfications for area 3, located In the southwest corner of the Village, Attorney Courtney to prepare the necessary resolution, Clerk Stromquist to set up the date for a Public Hearing In late March for this proposed Water improvement No. 68-1. Seconded by Councilman Olmen, carried. lake Johanna Outlet Engineer lund discussed his letter 01 January IS, 1968 relating to the dralnageway between Lake Johanna and long lake. Arden Hills, Rosevllle, Shorevlew, New Brighton, Ramsey County and the Minnesota Highway Department con7rlbute storm waters to the dralnageway. Councilman Hollenhorst moved preliminary approval of the feasibility report authorizIng $3,750 as Arden Hili's $hare In the report costs. Seconded by Councilman Crepeau, carried. Sewer Meter Reactivation Engineer Lund reported that a constant source of flushing water Is essential to efficient operation of the sewer meters, and discussed possible solutIons to the problem. Meters ere to be reactivated by April I, 1968. Llqhtlng of Intersection of Highway 35W and County Road .. CounCilman Crepeau moved that approval of State Highway plans for lighting this Intersection be held In abeyance until the lighting of the Intersection of County Road E and Highway 51 are turned on, Seconded by Councilman Olmen, carried. LI ft Stations Engineer Lund reported on recenttal8ures of two 11ft stations; check valves are being repaired at both iocations. REPORT OF COUNCILMAN HOLLENHORST . St. Paul Bible Coli.ge and ColleQe Development Cor,oratlon Proposal - Case 67-27 modified. Councilman Hollenhorst reported that on January 22, 1968, the Planning Commission reviewed the applIcation by the College Development Corporation to construct an apartment project adjacent to the St. Paul Bible College including all amendments to date. The Commission feels that the proposal does not meet the requIrements of the Arden Hills Housing Polley and therefore recommends denial of the request but suggests that St. Paul BIble College further modify the proposal aiong the guideline set forth In the CommissIon minutes of January 22, 1968, and re-submit the request. These guidelines would Include ownership of the land by the college thereby alleviating some of the objections Including the density problem. Accordingly, I move that request 67-27, as amended and modified, be denied and that the normal waiting period for re-applylng be waived. Seconded by Councilman Olmen, motion carried. Housing Poll~ Councilman Holienhorst reported that a sUb-committee of the Planning Commission has been appointed to study the Arden Hills Housing Policy In order to recommend possible revisions. Accordingly, any new applications for multiple housing may be delayed pending this report. This delay would not apply TO the re-submittal by St. Paul Bible College. Council Minutes - January 29, !968 - con~lnu6d page three Lambros Varlavce Request - Case No. 67-29 Councilman Hotlenhorst stated that the Planning Commfsslon ,recommends approval of the four-foot side yard variance re- quest and recomm8nds limiting the boathouse size to 12.3 feet frontage on the lakeshore. ", Mr. John Lambros discussed his problems with the CouncIl and modified his variance request. Councilman Crepeau moved that Mr. Lambros be granted a four-foot side yard variance and be allowed to build a boathouse with 15 feet of frontage on Lake Johanna. Seconded by Trustee Olman, carried. REPORT OF COUNCILMAN CREPEAU rlre Protection Contract Councilman Crepeau moved approval of the 1968 Fire Protection Contract with the Lake Johanna Fire Department, Inc. subject to Attorney Courtney's recommendations. Seconded by Councilman Hollenhorst, carried. REPORT OF COUNCILMAN OLMEN Minutes of the PublIc Works Committee Meeting of January 17, 1968 were revlowed. After som'e discussion, Table B rates were modified as follows: I. Vehicle #5, rate $8.00 per hour. 2. Vehicle #12, added, rate $4.00 per hour. 3. Foo-i-no1"e, mileage rate, 251t per mile; limited to $4.00 per day. Councilman Olmen moved adoption of Tabl. B rates as modified retroactive to November I, 1967. Seconded by Councilman Crepeau, can"led. Mayor Bjorndahl stated that a Joint meeting of the Council and the Public Works Committee should be scheduled, preferably In early February. Admln!stratlve Clerk Stromquist was requested to schedule the meeting. Maintenance Foreman Fred Nixon commented on equipment rental rates end salaries of maintenance personnel. Councilman Olmen reported on the PublIc Works Committee recom- mendation for purchase of a van-type vehicle, primarily for use In conjunction with water utility activIties. The Council discussed the advisability of acquiring a multi- purpose vehlc!e, desirability of four-wheel drive and removable van-type enclosure. Matter referred to Public Works CommIttee for further evaluation and cost estimates. . Councilman Olmen moved that the status of R. Wayne Brunette be changed from regular part-time to regular full-time employee. Seconded by Councilman Hollenhor5t, carried. REPORT OF MAYOR BJORNDAHL Ramsey County League of Munlclpalltlo5 Meeting of January 7, 1968 Mayor Bjorndahl reported that at this meeting a County-wide Parl< Planning Committee was rec~mmended, each municipality to have one representative. Each ~mmunlty Is to furnish a map showing exfstlng park and recreational facilities; these will be compiled Into a composite map of all facilIties In Ramsey County. Kenneth 8055 will represent Arden Hills at the first meeting. An Inspection of ali sites will follow Immedlatelyaftar the March I, 1968 deadline for disposal to ensure enforcemont of the ordinance. Boulevard Tree Ordinance Mayor BJrondahl reported that the Parks and Recreation Committee had reviewed tnls ordinance and referred same to Planning Commission for revlew. REPORT OF ADMINISTRATIVE CLERK STROMQUIST Ll canses Administrative Clerk Lorraine Stromquist submitted applications from: I. George Lawrence (Texaco Station at 3130 Cleveland Ave.) for cl~arettes and soft drink vending. 2. Anson Eby (Standard Station at Highways 68 and 196) for a grocery license to dispense milk, and a cigarette II cense. Councilman Crepeau moved approval of licenses for Anson Eby and moved to hold licenses for George Lawrence In abeyance, seconded by Councilman Ho-Ienhorst, carried. Non-licensed Business Places Administrative Clerk Lorraine Stromquist reported that I. The Standard Service Station at County Road Eand Highway #51 are not licensed for cigarette or soft drink vendlng;~. Texaco Station on County Road E Is not IIcens6dfor cigarette and 50ft drink vending. Sergeant Sexton to contact owners and Inform them that' If licenses are not obtained by January 30, 1968, they will lose licenses for vending. Arden Lumber Mart Sewer Hook-up Administrative Clerk Stromquist reported that Inspection by Fred N I xcn determi ned that -rhe Lumber Mart was n,ot con.nected to sanitary sewer. Sergeant Sexton was requested to notify owners of the premises of requirements for Immediate sewer connection. ' .. Arden Hills Junior Chamber of Commerce Roger Re III ng d I scussod proposed Jaycee contest for a "s,ymbo I" to reprosent Arden Hills; a committee consisting of one Jaycee member and two Council members, or their representatives, will serve as contest Judges. Mayor Bjorndahl and Councilman Crepeau volunteered to serve on the committee. The Jaycees will ,work with Administrative Clerk Stromquist and Publicity Coordinator Myrtlb Schiller on news releases for the contest. BE IT FURTHER RESOLVED, that pursuant to the recommendation of the Village Attorney, dated January 19, 1968, the Village acquire from Control Data for the sum of $950.00, as the site for a water tank in Water Improvement No. 67-1, the following described property: The West 190 feet of the North 150 feet of the South 2162 feet of the East 1/2 of the Southeast 1/4 of Sec. 22, T. 30, R. 23, Ramsey County, Minnesota, except the West 40 feet thereof which is dedicated for public roadway. BE IT FURTHER RESOLVED, that the Village accept the dedication by Control Data for road and public purposes of the following described property, which dedication shall be made without compensation to Control Data: A strip of land 73 feet in width, the East line of which is described as follows: Commencing at a point on the South line of the East 1/2 of the Southeast 1/4 of Sec. 22, T. 30, R. 23, Ramsey County, Minnesota, 40 feet East of the Southwest corner of said East 1/2 of Southeast 1/4 of Sec. 22, thence North and parallel to the West line of said East 1/2 of Southeast 1/4 of Sec. 22. Cleveland ,Avenue, County Road E, Lake Johanna and the west line of Nazareth Hall property and an area abutting County Road E from Lake Johanna Boulevard to Hamline ,Avenue by the construction of meter stations, feeder mains, lateral mains and appurtenances and water serVices, and to assess the benefited property for all or a portion of the cost of the improvement pursuant to Minnesota Statu~es 429 as amended. NOW THEREFORE. BE IT RESOLVED BY THE VILlAGE COUNCIL OF THE VILIAGE OF ARDEN HILLS, MINNESOTA: That the proposed improvemen~ be referred to Banister Engineer1ng Company for study and tha~ they are instructed to report to the Council with all convenient speed, advising the Council in a preliminary way as to whether the proposed improvement .is feasible and as to whether it should best be made as proposed or in connection with some other improvement, and trhe est1mated cost of the improvement as recommended. ) ",- . fI' ..
