CITY COUNCIL WORKSESSION
FEBRUARY 14, 2005, 8:30 P.M.

CALL TO ORDER
Mayor Aplikowski called the meeting to order at 8:30 p.m.
Present: Mayor Beverly Aplikowski, Councilmembers David Grant, Gregg Larson,
and Brenda Holden.
Absent: Councilmember Lois Rem.
Staff Present: Michelle Wolfe, City Administrator and Scott Clark, Community
Development Director
Others Present: John Shardlow, DSU
. Council had asked Mr. Shardlow and staff to give an update on the TCAAP Framework Plan.
The Planning Commission had recommended to the Council approval of the Plan at their
Febmary 2, 2005 meeting.
Mr. Shardlow reviewed the Plan in general terms, the two year process of public input and key
land use issues. In addition, Mr. Shardlow presented the funding of a Framework Plan.
A general discussion commenced and some Councilmembers were concerned that some portions
of the Plan, including the term "Framework Plan" indicated either land use inflexibility or
mi srepresentation as to the ultimate land use intent. (For example, the purpose of the area
marked as community recreation center is to serve as a place holder for some future significant
public feature or structure. The intention of the plan was not to state that only a community
recreation center could serve the purpose of a significant public feature).
Direction was given to an1end the plan as fol1ows:
I) Rename the Framework Plan to Framework Vision.
2) Rename sports facility to potential athletic fields.
3) Rename community recreation center to potential community/civic center
4) Rename transit center to potential transit center.
This item is scheduled for review and action at the February 28,2005 City Council Meeting.
