Mayor Aplikowski called the meeting to order at 9:00 p.m.
Present: Mayor Beverly Aplikowski, Councilmembers Gregg Larson, Brenda
Holden, and David Grant
Absent: Councilmembers Lois Rem.
Staff Present: City Administrator, Michelle Wolfe; Director of Operations &
Maintenance, Thomas Moore; and Assistant to the City Administrator, Schawn Johnson

City Administrator Michelle Wolfe provided the City Council with an overview of the proposal to
Share civil engineering services with the city of Roseville. City staff has been actively engaged
with Roseville staff in evaluating the possibility of sharing engineering services. At this time, City
staff is recommending that the City proceed forward with the Joint Powers Agreement (JP A)
between the two cities. Both City Attorneys have reviewed the document. A job description has
been prepared for the proposed civil engineering position by the City of Roseville. The City of
Roseville evaluated the position and feels that the appropriate salary ranged would be $45,801 to
$62,558 for this position annually.
City staff believes that this is a very promising idea and will provide the City with a number of
engineering services and benefits. The City would also have access to other engineering expertise
and GIS assistance in the future. If the City Council is in agreement with the joint powers
agreement with the City of Rose vi lie, recruitment for this position would begin in late September.
Councilmember Larson asked if the one year termination date was necessary for this type of
agreement.
City Administrator Wolfe stated that the one year termination notice was implemented to allow
the civil engineer enough time to find a new employment opportunity.
. Councilmember Larson asked if unemployment insurance is already included in the compensation
cost of 1.9 times the base salary for a City of Roseville engineering employee.
City Administrator Wolfe said that she will review this concern with the City of Roseville.

City Administrator Wolfe asked the City Council if they were comfortable with the other aspects
ofthe draft JP A and the proposed job description.
Members of the City Council agreed that they were comfortable with this agreement and
requested that the JP A be discussed at the September 26th City Council meeting.
eitv of Arden Hills Recruitment Update
Assistant to the City Administrator Schawn Johnson provided the City Council with an update on
the four open positions with the City.
Mr. Johnson stated that City staff has completed the interview process for the vacant Operations
and Maintenance position. City staff is conducting background checks on the top candidate and
has the placed the hiring of this individual on the September 26th City Council meeting agenda.
The deadline for accepting applications for the open Community Development Director position
was September 2nd The City received twenty applications for the vacant position. City staff has
scheduled interviews for September 16th and September 20th. Eleven candidates have been asked
to participate in the first round of interviews.
. City staff has begun advertising for the vacant Accounting Analyst and City Planner positions.
The deadline for accepting applications for the vacant Accounting Analyst position is September
30th The deadline for accepting applications for the City Planner position is October 7'h.
