CITY HALL eOUNeIL eHAMBERS, 1245 WEST HIGHWAY 96 CALL TO ORDER Mayor Aplikowski called the meeting to order at 6:10 p.m. Present: Mayor Aplikowski, Councilmembers Grant, Holden, and Larson. Absent: Councilmember Lois Rem. Staff Present: City Administrator, Michelle Wolfe; Director of Operations & Maintenance, Thomas Moore; and Finance Director, Murtuza Siddiqui. Storm elean-Uo Update . Mr. Moore provided a detailed listing of actions and events that had taken place starting from the day of the storm to the present day. He also provided specific details regarding the size of the clean-up crew as well as their current location. He mentioned that based on the current clean-up speed, the first round of clean-up is anticipated to be completed by this Friday, unless we are faced with rain, which would delay the process. Ms. Wolfe mentioned that staff is putting together a list for the second round of clean-up. Mr. Moore and Ms. Wolfe provided an overview of the number of hours and the type of equipment/trucks that were being used for the clean-up. It was mentioned that as of October 5, 2005, the clean-up cost is $91,902 plus tax. Based on the remaining clean-up, it is anticipated that the total cost will be about $200,000. Ms. Holden and Mr. Grant expressed concem about not receiving estimates up into the second week of the clean-up. An estimate should have been provided prior to starting the clean-up program. Ms. Wolfe mentioned that perhaps the City could have waited to start the clean-up aIler a thorough analysis. Ms. Aplikowski mentioned that there was a state of an emergency and clean- up had to start. Mr. Larson mentioned that the City did not have a choice but to proceed with the clean-up. If the City had waited for an analysis, we would not be able to get a contractor with the proper equipment as they were getting booked by other cities. Ms. Wolfe mentioned that the clean-up took much longer than anticipated. Mr. Larson said that staff approached the situation in a reasonable mamler. . Ms. Aplikowski stated that the City should develop an emergency policy in case something of this magnitude occurs again. Second clean-up pass through the entire City? 2. If second pass is done, use City crew or S & S Tree? 3. Potential hazards have been cleared from parks and trails. Leave others through winter? Mr. Larson said that he was in favor of second pass; perhaps prioritize the northern half of the City. Ms. Aplikowski favored going through the entire City. Ms. Holden asked Mr. Moore how long a second pass would take. Mr. Moore estimated it to be one full week. Mr. Moore mentioned that residents were still pulling the trees from their back yards and it may take longer. With regards to using the City crew for clean-up, Mr. Moore mentioned that the City does not have proper equipment or personnel to handle the project and it will take a significant amount of time to complete the project. In addition, he noted that the City has two new staff members and that the City has to prepare for winter. Mr. Grant favored going through the City the second time.
