Present: Mayor Beverly Aplikowski, Couneilmemhers David Grant, Gregg Larson, Lois Rem, and Brenda Holden, . Absent: None. Also present were City Administrator, Michelle Wolfe; Finance Director/Treasurer, Murtuza Siddiqui; and Recording Secretary, Kathleen Altman, 1. APPROVAL OF MEETING AGENDA MOTION: Councilmember Larson moved and Councilmemher Holden seconded a motion to approve the meeting agenda as presented, The motion carried unanimously (4-0). 2, APPROVAL OF MINUTES No Minutes to Approve, 3, CONSENT CALENDAR No items. 4, PUBLIC INOUlRIES/INFORMATIONAL None, . ARDEN HILLS CITY COUNCIL - December 5, 2005 2 . 5, PUBLIC HEARINGS None, ,. 6. NEW BUSINESS A, Adopt Resolution No. 05-65 Declaring a Vacancy on the Arden Hills City Council Ms. Wolfe stated due to the resignation of Councilmember Lois Rem, City staff has created a resolution declaring a vacancy on the City Council and directing staff to begin recruitment efforts to fill the vacant position, MOTION: Councilmcmber Holden moved and Councilmember Larson seconded a motion to approve Resolution No, 05-65: Dcclaring a Vacancy on the Arden Hills City Council. Absent: Councilmember David Grant (excused), Also present were City Administrator, Michelle Wolfe; Finance Director/Treasurer, Murtuza Siddiqui; and Recording Secretary, Kathleen Altman. 1. Remarks and Introduction Mayor Aplikowski stated once a year they held as required by law a Truth-in Taxation hearing where residents were invited to speak. B. Explanation ofthe Truth-In-Taxation Process and Timetable Mr. Siddiqui explained the Truth-In-Taxation process. C. Review of the City's 2005 Accomplishments Ms. Wolfe highlighted accomplishments the City made in 2005. D. Overview of the Proposed 2006 City Bud!!.et . Mr, Siddiqui presented an overview of the proposed 2006 City Budget. Mayor ApIikowski invited members of the audience to make comment. There were no comments made, Councilmembcr Larson stated he found it remarkable that when this presentation was put together every year, the amount of money the levy translates to in terms of individual residences for a mediwn value home was $43,67 per month, He stated when he paid his bills recently, he realized he was paying almost the same amount of money to have internet delivered to his home, which was $45,00 per month, He stated the City provided a lot of services for this amount of money and he believed this was a bargain, Mr. Siddiqui stated if there was no need to continue this hearing, the next step would be to add the actions to approve the tax levy and budget for 2006 to the next Council meeting to be held next week. Mayor ApIikowski stated there was no need for a continuation of the hearing and directed staff to prepare all of the necessary papelWork, 7, UNFINISHED BUSINESS None, .
