The meeting was called to order by Mayor Henry J. Crepeau, Jr, at
8:02 p.m.
Roll Call
Present: Mayor Henry J. Crepeau, Jr., Councilmen Stanley Ormen,
John Hollenhorst and E. Gray Henderson
Absent: Councilman Ronald Herrick
Also present: Clerk Administrator Lorraine Stromquist, Treasurer
Worth Read, Engineer Donald Lund, Maintenance Supervisor
Everett Beecher and Assistant Clerk, Administration Dorothy

PUBLIC HEARING
Supplemental Assessment on land Parcel In Water Improvement 67-2 -
Robert W. Hames
Property owner Robert W. Hames was present.
Mayor Henry J, Crepeau opened the Public Hearing at 8:05 p.m.
After an explanation by Attorney Courtney, It was moved by Councilman
John Hollenhorst and seconded by Councilman Stanley Olmen that Council
adopt the attached resolution abating the assessment and authorizing
the reimbursement to Mr. Hames: motion carried unanimously.
The public hearing was closed at 8:09 p.m.

REPORT OF VILLAGE ATTORNEY VINCENT P. COURTNEY
~anltary Sewer Ordinance Amendment - Final Draft
Attorney Courtney read the ordinance draft In Its entirety,
it was moved by Councilman Stanley Olmen that the rules be waived and
that Council adopt, as read, AN ORDINANCE REPEALING ORDINANCES NOS,
47, 55, 72 and 82, ALL RELATiNG TO MAINTENANCE OF THE ARDEN HILLS'
SANITARY SEWER SYSTEM AND CONNECTIONS THEREFROM TO ROSEVILLE AND ST.
PAUL. The motion was seconded by Councilman John Hol lenhorst and
carried unanimously,
Phi lip Sampson Property
Attorney Courtney advised the Council that In recent correspondence
from Mr. Sampson's attorney, Mr, Sampson requested abatement of texes
and assessments on the formerly described property, payable in 1970,
as compensation for the land grant to the Village,
After Council discussion, It was determined that the matter be deferred
until the amount of taxes and ~ssessments can be determined.
Clerk Administrator Lorraine Stromquist was requested to obtain the
amount of the apportionment of taxes payable In 1970 and report to
the Council. Attorney Courtney was requested to Inform Mr. Sampson's
attorney of the Council's action.
Request for Change of License - McGu!res
Attorney Courtney advised the Counc!~ that Attorney Richard Meyers Is
preparing the necessary papers; that nQ Council action Is required
until a release of the present license and application for a new
license are prepared for approval by the Council,
Acquisition for Sanitary Sewer Easements 12-2 and 12-4
Attorney Courtney advised that Attorney James Linden has obtained
an Earnest Money Contract from Mr, RoswelD Taylor, In the amount of
.$2,500,00, for the 11ft station site and permanent and temporary
, construction easements; Mr. Taylor to pay taxes and assessments due
~... and payable in 1970; taxes to be abated for succeeding years.

Action on the contract was deferred by the Councl I for clarification
of negotiations.
Councilman Henderson reported that Mr, Taylor made an offer to sell
5 acres of his property to the Village for use as a future Public
Works building site, The cost of such property would be $45,000,00.
Mr. Henderson was requested to inform Mr. Tayior that the Village Is
in no position to act upon the offer at the present time,
Indl~ency Determination
Councilman John Hollenhorst requested clarification of the method of
determining Indlgency and the possible recourse provided the Village
for funds expended in the provision of a Pubilc Defender, Attorney
Courtney advised the CouncIl of the procedure; advising that more
Information may be requested,
Attorney Courtney was requested to obtain additional detal led In-
formation.
REPORT OF VILLAGE ENGINEER DONALD lUND
Northern States Power - Request to Bury Cable In Fernwood Avenue
Engineer Donald Lund advised the Council ~hat he met with Maintenance
Supervisor Everett Beecher and a representative of Northern States
Power Company re Northern States Power Company's request to bury
In excess of 1000 feet of cable In Fernwood Avenue north of County
Road F. He advised that Northern States Power Company has agreed
to re-evaluate the location possibilities; giving consideration to
locating the cable In the street right-of-way area along the east
side of Fernwood Avenue rather than In the paved portIon of the
street.

REPORT OF COUNCILMAN RONALD HERRICK - Parks and Recreation and Human Rights
In the absence of Councilman Herrick, Clerk Administrator Lorraine
Stromquist read a report re the proposed Improvement of Valentine
Park by the Little Lakes Little League, under the direction of
Engineer Bradford lemberg, 1401 Skiles Lane: al i of whom have
volunteered their services to the Village, The Village Is to furnish
the gravel and sod for the project.
After discussion, It was determined by the Council that a drawing
of the proposed project be requested and referred to Maintenance
Supervisor Everett Beecher for his review, Clerk Administrator
Lorraine Stromquist was requested to obtain Information on the
availability and costs of insurance to cover the vo'unteer labor.
REPORT OF COUNCILMAN E. GRAY HENDERSON - Finance and Municipal Lands
and Buildings
Request for Water and Sanitary Sewer Connection to Villa~e of New
Brl~hton - John Blomquist
Councilman Henderson reviewed a letter from Mr. John B~omqulst, re-
questing sewer and water hook-up to the New Brighton systems for his
property at 4760 Old Highway 8,
The Council determined that Mr, Blomquist be advised to request the
hook-up directly from the Village of New Brlghto~ obtaining subsequent
approval from the Village of Arden Hills,

Safety
Fireworks Display Permit - Lake Josephine Association
Mayor Crepeau presented a request from the Lake Josephine Association,
signed by Or, Robert Woodburn, 1220 Ingerson Road, for a permit for
a Fireworks Display on July 4, 1970.
Councilman John HoBlenhorst moved approval of the permit as requested,
seconded by Councilman Stanley Olmen; motion carried unanImously.
REPORT OF CLERK ADMINISTRATOR LORRAINE STROMQUIST
Claims
It was moved by Councilman E. Gray Henderson that the claims be paid
as presented (attachedl; seconded by Councilman Stanley Olmen: motion
carried unanimously.
