Read, Attorney Vincent P. Courtney, Engineer Donald Lund, Maintenance Supervisor Everett Beecher and Deputy Clerk Florence M. Honan Approval of Minutes The minutes of the Regular Council Meeting of April 13, 1970, were approved as amended by the foil owl ng act I on: Councilman Herrick moved, seconded by Councilman Olmen, to repeal the maIntenance department employees' rate increase as stated on Page 4 of the April 13, 1970 mInutes; motIon carrIed unanImously. Councilman Herrick moved, seconded by Councilman Olmen, approval of the attached rate schedule pertaining to maintenance depart- ment employees' rates, effectIve as of January I, 1970; motion carried unanImously. BUSINESS FROM THE FLOOR Case No. 70-10. Sitzmark Ski Shop CouncIlman HerrIck moved, seconded by Councilman Olmen, approval of the issuance of a building permIt to William Wegleltner for the construction of a ski chalet at LexIngton Avenue and County Road E, and approval of waiving of the requirements of the Sub- dIvision OrdInance, subject to Ramsey County approvIng the proposed curb cut and the submission to the PlannIng Commission of a detailed site plan. a,ll In accordance with recommendations of the Planning Commission of April 21, 1970; motion carried unanimously. Mr. Wegleltner, the applicant, was present. Dumpln~ ComplaInts Mr. Hunce Lagerstrom, 3255 Sandeen Road, complained about a dump area on Lake Johanna Blvd. near the beach crossing sign. Mr. Lagerstrom also complained about a dump area In New Brighton near the viaduct on New BrIghton Road. Mr. Ralph Perry, 3670 New Brighton Road, complained of a dump area between 1-35W and County Road E2 (State property). Mayor Crepeau advised that the matters wIll be Investigated. SanItary ,Sewer No. 14 Mr. Tom Campbell, 3707 New BrIghton Road, requested the location of the sewer line to serve his property. Engineer Lund Informed him that these pians have been tabled, pending study by the Public Works and Finance Committees. Mr. Campbell also inquired as to the service for the house next to hIs. En~lneer Lund Informed hIm that further study has determIned that basement service can be provided to the front of his house. REPORT OF ATTORNEY VINCENT P. COURTNEY ,," Tax Forfeited Land Deeds. Vilia~e AcquIsition A1'torney Courtney reported that he now has the deeds to' the tax' forfeIted properties to be used for recreational purposes by the Village. The legal descriptions will be checked and, If satiSfactory, the deeds will be tIled. Minutes of Regular Counei I Meeting 4- April 27, 1970 . Tax Forfeited Land Resolution Motion by Councilman Herrick, seconded by Counci Iman Olmen, to adopt a Resolution, as attached, Regarding Non-Conservation Tax Forfeited Land Parcels; motion carried unanimously. Water Rates, Proposed Ordinance Attorney Courtney's letter. dated April 21, 1910, was reviewed. It stated that new rates should be set by Ordinance Instead of by Resolution. PlanninQ Commission Alternates Councilman Olmen Introduced by title, and referred to the Planning Commission, AN ORDINANCE REPEALING ORDINANCE NO. 122 AND AMENDING ORDINANCE NO. 25, RE THE PLANNING COMMISSION, TO PROVIDE FOR THE APPOINTMENT AND POWERS OF ALTERNATES, seconded by Councilman Herrick; motion carried unanimously. HUD Re~ulsltlon No. ! Councl man Herrick moved, seconded by Councilman Olmen, approval of Requisition No. I to HUD for $228,500 for Water Improvements 68-2 and 68-3; motion carried unanimously. Proposed HUD AuditlnQ Contract After Councl I discussion, Councilman Olmen moved, seconded by Councilman Herrick, that Mrs. Stromquist obtain an estimate from a second auditing firm for the HUD accounts; if such bid is equal to, or more than, $125, approval is given tor George M. Hansen Company to audit the accounts; If less than $125, the matter Is to be rereferred to the Council; motion carried unani- mously. Burning Control Matter, Attorney Courtney's letter of April 21, 1910 was reviewed. The Council postponed further action on the proposed burning ordinance until the May 25 Council meeting. REPORT OF ENGINEER DONALD LUND Ramsey County Ditch No. 12 The meeting between Arden Hills, Shoreview and Ramsey County was reviewed by Engineer Lund. A cost report and drainage plans are to be submitted to Arden Hills from Shorevlew in the near future. Concrete Curb ReQuest, Tliler lane A letter from W. G. Haberstroh, 1201 Tiller lane, requested an estimate for concrete curb and gutters along Tiller Lane. Engineer Lund reported that from his .informal rou9h~estimate the project would cost about $10,500. with 2,300 feet of assessible property at an estimated $4.55 per front foot. The Council requested Mrs. Stromquist to Inform the residents of the area of the estimated cost and, If they stili desire the pro- ject, a petition should be submitted. Under the present contract, residents are paying for and receiving . run-off curb only. Lake Johanna Outlet Report Engineer Lund submitted a study, dated April 14, 1970, on the Lake Johanna outlet; copies were distributed to the Council. Mayor Crepeau advised him ot the Council action taken on this matter (see Page I, under BUSINESS FROM THE FLOOR). . Case No. 10-5A, Continental 011 Company At the request of Continental 011 Company. Case No. 70-5A was rereferred to the Planning Commission. -2- '. '- Minutes of Regular Council Meeting Apri I 27, 1970 REPORT OF TREASURER WORTH G. READ Village Accounts Treasurer Read reported that It Is difficult not to have a certain amount of surplus in the accounts at some times, because Village funds are deposited in four different accounts. A further prOblem exists due to a Federal Government requirement that all funds In the HUD account committed for the next 90 day period cannot be Invested. REPORT OF COUNCILMAN RONALD HERRICK Parks and Recreation and Human Rights SPARC Program No action. Park Picnic Tables Councilman Herrick moved. seconded by Councilman Olmen. approval of the purchase of six picnic tables at $87.50 each; this amount Is Inclu~ed In the budget; motion carried unanimously. In reply to an Inqull'y from Mr. Lagerstrom. Councilman Herrick stated that the tables will be placed at the Charles Perry, Ingerson and Valentine Parks. Valentine Park Councilman Herrick reported that Park Planner Jacobsen is studyln, tree planting at Valentine Park; he welcomes any suggestions on the matter. Mr. Lagerstrom Informed the Council that the ballfield at Valentine Park is stl il under water. Councilman Herrick advised that any Improvement started now. would make the field unavailable the entire saason. He stated that atter August I. the area will be properly graded. If money is available. Ingerson Pa'rk_ The Council authorized the demolition by the Public Works Depart- ment of the Village owned house at 3255 Lexington Avenue; the cost to be charged to the Parks and Recreation land development account. Parks and Recreation Development Seminar Councilman Herrick moved., seconded by Counc! Iman Olmen. to authorize one delegate from the Parks and Recreation Department to attend a seminar to be held May 14 and 15, at Gull Lake at a cost of $40; motion carried unanimously. This seminar will cover Information on grants and aid from the County, State and Federal Governments. Charles Perry Park The Parks and Recreation Committee Is investigating a landfill project for this park. REPORT OF COUNCILMAN STAN OLMEN - Public Works lake Lane Extension Request Councilman Olmen reported the recommendation from the Public Works Committee that, If Lake Lane is extended approximately 200 teet. as requested. it should be constructed according to Village specifications and that the benefited property owners be assessed 70% of the total cost of the project with the remaining 30% to be paid by the Village. CREPEAU, JR. - General Government and Pub II c Safety United Nations' Day Proclamation Mayor Crepeau proclamed October 24, 1970, as United Nations' Day In the Village of Arden HI lis and appointed the Arden Hills League of Women Voters to plan its observation. Mrs. Stromquist was requested to assist the League. Transit Seminar A Transit Seminar, sponsored by the League of Minnesota Munici- palities, will be held May 9, 9 a.m. to I p.m., at the Alexander Ramsey High School. Council referred the matter to Robert Nethercut. League of Minnesota Municipalities. Annual Meeting The League of Minnesota Municipalities Metro Section will hold its 1970 annual meeting May 21, at the council chambers of the Richfield city hall at 8:00 p.m. Representation referred to the Planning Commission. Metro Sewer Board, Public Hearing This hearing will be held June 24.1:30 p.m., at the St. Paul Arts and Science Center. Mayor Crepeau urged the Council to attend and requested Mrs. Stromquist to, sanda copy of the notice to each Council member. Conditional Use Permit. 1905 Glenpaul Avenue Councilman Herrick moved, seconded by Councilman Olmen, that a Conditional Use Permit be granted to Mrs. Goldren Anderson, 1905 Glenpaul Avenue, to operate a beauty salon from her bome, subJe~t to the payment of a $3.00 fee for a 3-year period, effective January I, 1970; motion carried unanimously. Claims Councilman Olmen moved, seconded by Councilman Herrick, that the claims, as attached, be approved for payment: motion carried unanimously. ,.~! Pt, Drug Addiction Matter Mr. William Feyerisen, 4261 N. Hamline Avenue, requested notification when the Door of Hope matter Is placed on the Council Agenda to enable him to represent the Mounds View School District at the Council meeting. Referred to Mrs. Stromquist. EXtract of Minutes of Meeting of the Village Council Village of Arden Hills County of Ramsey State of Minnesota Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Arden Hills, Ramsey County, Minnesota, was duly held in the Village Hall at 1450 West Highway 96, St. PaUl, Minnesota, on Monday, the 27 day of Ap r'" i I , 1970 at 8:00 o'clock p.m. The following members were present: Crepeau, Olmen and Herrick and the following were absent: Hol lenhorst and Henderson r:","""j 1m,," HArrick introduced the following resolution and moved its adoption: RESOLUTION RELATING TO APPORTIONMENT OF ASSESSMENTS RELATING TO SANITARY SEWER IMPROVEMENT NO. 1 BE IT RESOLVED by the Village Council of the Village of Arden Hills, Minnesota, as follows: WHEREAS, the assessment roll for Sanitary Sewer Dnprovement No.1, as last finally amended and adopted on September 9, 1960 was filed and certified to the County Auditor of Ramsey County on October 26, 1960, for the purpose of including installments thereof to be collected along with real estate taxes commencing in 1961; and WHEREAS, a hearing on supplemental assessments, reassessments and apportionments of previous assessments in respect to Sanitary Sewer Dnprovement No. 1 was held on August 3, 1961 at which time assessments for Sanitary Sewer Dnprovement No. 1 were amended as provided by said resolution of said date and certified and filed in the office of the County Auditor of Ramsey County on September 8, 1961; and WHEREAS, since that date a number of parcels of property contained within said assessment roll as amended have been divided .. . and conveyed by previous property owners: and WHEREAS, the County Auditor of Ramsey County requires that apportionment of the original assessment against each original tract where it has later been divided, sold or conveyed, be made by the Village Council of the Village of Arden Hills, in order that the proper assessment can be extended by the County Auditor against each parcel of property thereafter, commencing with an assessment to be collected in the year 1963 and there- after: and WHEREAS, an error was made in connection with an apportion- ment resolution adopted by the Village Council on March 30, 1970 relating to Division No. 41311 by inadvertently apportioning $180.00 instead of the original assessment of $60.00: NOW THEREFORE, the Village Council of the Village of Arden Hills does hereby correct said apportionment as follows: Original Assessment: A.
