MINUTES OF THE REGULAR COUNCIL MEETING
Village of Arden Hills
Monday - March 30, i970 - 8:00 p.m.
Call to Order and Roll Call
Mayor Crepeau cal led the meeting to order at 8:00 p.m.
Present: Mayor Crepeau, Councilmen Olmen, Hollenhorst, Henderson
and Herrick
Absent: None
Also present: Clerk Administrator Lorraine Stromquist, T~easurer
Worth G. Read, Attorney Vincent P. Courtney, Engineer
Donald Lund, Maintenance Supervisor Everett Beecher
and Deputy Clerk Florence M. Honan
Approval of Minutes
The Minutes of the Regular Council Meeting of-March.9, 1970, were
approved as amended.
Ordinance Review Committee Report - Plumbln~ Code
John Sullivan, Chairman, presented a report of the Committee meeting
of March 5, 1970, which recommended adoption of the Minnesota
Plumbing Code without any modifications. Attorney Courtney was
requested to prepare an ordinance draft.
Lake Lane Extension Request - Warren Hanson
Warren Hanson, 3191 Lexington Avenue, appeared and requested a
200 foot extension of Lake Lane as explained In his letter of March
17, 1970. Matter referred to the Public Works Committee for study.
Engineer Lund Informed the Council that several properties would
be affected so If the Village planned to levy assessments for the
Improvement this would necessitate a public hearing.
Jaycee's Honey Sunday
William Benzick, member of the Arden Hills Jaycees, reported that
Sunday, April 26, will be Minnesota Honey Sunday. The Arden HI lis
Jaycees wi Ii be selling 12 ounce Jars of honey door to door; pro-
ceeds will go to the Minnesota Association for Retarded Children.

REPORT OF ENGINEER DONALD LUND
Ramsey County Ditch No. 12
Engineer Lund had submitted a cost report, dated March 12, 1970,
regarding the proposed storm sewer along Lexington Avenue. The
report was referred to Attorney Courtney to discuss cost partici-
pation with Shorevlew and Ramsey County.
On completion of the Attorney's report, the matter Is to be re-
ferred to the Finance Committee.
Water improvement 68-2 and 68-3
Upon recommendation of Attorney Courtney, the revised project
summary,dated March 30, 1970, for the above captioned Improvement
was approved for submission to HUD.
Costs for VII~age maIntenance work on the project are to be Isolated
to establish Village expense during the Improvement.
REPORT OF VILLAGE ATTORNEY ViNCENT P. COURTNEY.
Water Improvement 68-2 and 68-3
Councilman Hoilenhorst moved, seconded by Councilman Olmen, to
approve for payment invoice No. B4 477-70, dated March 25, 1970,
In the amount of $3,500 to HUD to cover government Inspection
costs for Project No. WS-4-24-0091; carried unanimously.

Sanitary Sewer improvement No. 12
Counci Iman Ho~ienhor5t moved, seconded by Councilman Herrick,
approval to authorize Attorney Courtney to negotiate with Mr.
R. Taylor, as discussed by the Counci~, for- either an easement
or purchase of a 55 feet x 50 feat parcel focated north of
Highway 96 and west of T.H. 10 for the site of a 11ft station for
this Improvement; carried unanimously.
Proposed Water Rate Ordinance Change
Recommendations from the Finance Committee meeting, March 19, 1970,
regarding the proposed change In water rates were referred to
Attorney Courtney.
Land for Public Works Maintenance BulldDla
Councilman Henderson presented ~ecommendatlons of the Finance
Committee meeting of March 19, 1970, advising that no money Is
available for this purpose at this time without a bond Issue.
George Membrez, realtor, Informed the Councl i that his !lstlng
agreement with the owner, also present, will expire on April I,
1970.
Councilman Olmen suggested that since the only interest of the
Public Works DeDartment at this time Is the purChase of the land,
that It could probably be financed from the Public Works budget
over a 5-year period.
Councilman Herrick moved, seconded by Counci iman Olmen, that the
matter be referred to Attorney Courtney, Engineer Lund, Public
Works and Finance Committees for reports regarding the cost of
the land, building, equipment and any other cost factors regarding

REPORT OF VILLAGE TREASURER WORTH G. READ
Pollution Control Meetin~
M~. Read reported on the Pollution Control Meeting whIch he attended.
Meeting was sponsored by the Minnesota Pollution Control Agency
concerning amendments to air po~lution control RegulatIon APC-I.
Census Discussion Meetin~ _
A discussion meeting was held Thursday, March 19, 19'10, and attended
by Mr. Guy Lutz and Mrs. Dale Freeman, representing the Census
Bureau; Robert Nethercut, Metro Council Staff; Mayor Crepeau,
Treasurer Worth G. Read and Cierk Administrator LorraIne Stromquist.
Rules and regulations regarding the census were clarified for the
Village officials.
Treasurer Read further reported that the Finance Committee drafted
a letter regarding the census which was mailed to ali Arden Hi lIs
residents.
REPORT OF COUNCILMAN HERRICK - Parks and Recreation and Human Rights
Parks and Recreation Committee Report
Councilman Herrick reviewed the Committee minutes of March 17,
1970. He also reported that Mrs. Jacqueline Spratt, secretary,
wi II be resigning probably in May. Mayor Crepeau requested the
Council and the Committee members to submit recommendations to
him for a repijacement.
Mass Transit Meetlna
Councilman Herrick attended this meeting on March 26, 1970; meeting
was sponsored by the Metro Councl I. He reported that 6 planning
consultants, Including Arden Hi lis Planner Carl Dale, have been
authorized by the Metro Council to meet with suburban area offlclais
to obtain opinions and feeUlngs regarding a transit system. The
Council requested anyone who has suggestions contact Carl Dale.

Northern States Power Matter - F!oral Orive
Counci !manHerrick' reported that Northern States Power Company
has satisfIed Mr. Robert Anderson's complaints and that Mr.
Anderson exp ressed his th anks to the Counc i 1 for I ts he I p.
Landfi II Matter - Charles Perry Park
Councilman Herrick reported that the Parks and Recreation pom-
mlttee is studying various landfi II proJects. The Committee
expects to complete the development of the Charles Perry Park lri
1970. Two landfl Ii contractors have agreed to remove topsoil,
fill, grade and replace the topsol I, If the Village would allow
them to place the landfl I I material in the park. Councilman
Herrick reported that this might result In a savings of about
$10,000 t to the Village.
Councilman HoiOenhorst recommended that the Parks and Recreation
Committee prepare formal plans for the deveiopment and submit to
the Planning Commission by their April 7 meeting, If possible.
Ramsey County Parks Plan
Councilman HoAlenhorst suggested that Ramsey County and the Metro
Councl I be asked to consider placing all vacant Arden HI ils pro-
perty within the area from lake Johanna to County Road F on the
long range Ramsey County Park pian. The Council referred the sug-
gestion to the Parks and RecreatIon Committee.
REPORT OF COUNCILMAN HENDERSON - Finance and Municipal ~ands and
Building
Village Flnancl~ Statement - 1969
Councilman Henderson reported that the Finance Committee recom-
mends approval and publIcation of the 1969 Flnancla! Statement
as prepared by the Clerk Administrator's of-ilce; however, they
request additional time to study other factors concerning the
report and additional summaries referred to as being part of
further reports.
Councl !man Henderson moved, seconded by Councilman Hoii6~horst,
approval of the flnancia! statament,as attached, authorized the
transfer of fund~ as listed, and approved the investments made
by the Village Treasurer during 1969 Included therein; motion
carried unanimously.
!E~m Drive Sanitary Sewer P~~
Councilman Henderson read an excerpt from the FInance Committee
minutes of Mar'cn 19, ~970, plH'talnlng to sewer construction on
private property. The matter Is stilI being studied by the
Finance Committee.
REPORT OF MAYOR CREPEAU - Genera! Government and Public Safety
Public Safety Co~ttee Repor~
Mayor Crepeau revIewed the Committee minutes of March 14, 1970,
whIch included a study of purchasing or leasing a special squad
car; the Committee recommends purchasing. Specifications were
distributed to the Councl i. Further details are to be obtained
by Mayor Crepeau.
Street Light - Del Ivlew and Glenview ,
Councl'man Hollenhorst moved, seconded by Councl iman Henderson,
that the Village pay the maintenance and power cost of 545.00
annually for the street light at Dellvlew and Glenvlew Avenues;
this street !Ight was formerly owned by Charles Buckingham; motion
carried unanimously.
Pollution and Burnln~ Control Matter
A recommendation from the Public Safety Committee to prohibIt out-
side burning etfectlvll July I, 1970, was reoferred to Attorney
Courtney to draft an ordinance after consulting with the fire chief.
The Councl~ plans to Inform the residents at Beast 3 weaks In ad-
vance of the effective date.

67-1 and 67-2, as attached; motion carried unanimously.
Committee Malil~q Lists
Councilman Herrick suggested that Committee and Councl I mailing
lists be updated and streamlined. Mayor Crepeau asked elf
Councilmen to study the lists submitted earlier by C~erk Administrator
Stromquist and to submit racommendatlons to him or to Councilman
Herrick.
Claims
CouncTlman Herrick's request for clarification of certain Northern
States Power monthly bills and the Council's request for infor-
mation regarding PERA payments were referred to Clerk Administrator
Stromqu 1st,
Councilman Henderson moved, seconded by CouncIlman Herrick, that
the claims, as presented and attached, be paid; motl6n carried
unanimously.

Pursuant to due call and notice thereof, a re9ular meeting
of the Village Council of the Village of Arden Hills, Ramsey
county, Minnesota, was duly held at the village Hall at 1450
West Highway 96, S,t. Paul, Minnesota, on Monday, the 30 day
of March, 1970 at 8:00 o'clock P.M.
The following members were present: Crepeau, Olmen, Hollenhorst,
Henderson and Herrick
and the following were absent: None
Counci Iman Hol lenhorst _ introduced the following
resolution and moved its adoption:
RESOLUTION RELATING TO APPORTIONMENT
OF ASSESSMENTS RELATING TO
STREET IMPROVEMENT NO. 3
BE IT RESOLVED by the Village Council of the Village of
Arden Hills, Minnesota, as follows:
WHEREAS, the assessment roll for Street Improvement No. 3
as last finally amended and adopted on October 29, 1962 was
filed and certified to the County Auditor of Ramsey county on
November 30, 1962 for the purpose of including installments
thereof to be collected along with real estate taxes commencing
in 1963, and:
WHEREAS, parcels of property as contained in the original
assessment roll as certified, have since been divided and
conveyed by property owners, and
WHEREAS, the County Auditor of Ramsey County requires that
apportionment of original assessment against each original tract
where it has later been divided, sold or conveyed be made by the
Village Council of the Village of Arden Hills in order that the

proper assessment can be extended by the County Auditor against
each parcel of property thereafter, after the same has been
conve1ed and divided, to commence with the assessment to be
collected in the year 1963 and thereafter.
NOW, THEkEFORE, the Village Council of the village of Arden
Hills does hereby make the following apportionment of an original
assessment as contained in said assessment roll of OCtober 29,
1962 against the following described properties:

WHEREAS, a hearing on supplemental assessments, reassessments
and apportionments of previous assessments in respect to Sanitary
Sewer Improvement No.1 was held on August 3, 1961 at which time
assessments for Sanitary Sewer Improvement No. 1 were amended as
provided by said resolution of said date and certified and filed in
the office of the County Auditor of Ramsey County on September 8,
1961; and
WHEREAS, since that date a number of parcels of property con-
tained within said assessment roll as amended have been divided and

No. 6 as last finally adopted on November 1, 1963, was filed and
