MINUTES OF THE REGULAR COUNCIL MEETING
VILLAGE OF ARDEN HILLS
Monday - February 23, 1970 - 8:00 P.M.
Call to Order and Roll Call
The meeting was called to order by Mayor Crepeau at 8:00 p.m.
Present: Mayor Crepeau, Councilmen Olmen, Hollenhorst, Henderson
and Herrick
Absent: None
Also Present: Clerk Administrator Lorraine Stromquist, Treasurer
Worth G. Read, Attorney Vincent P. Courtney, Engineer
Donald lund, Maintenance Supervisor Everett Beecher and
Deputy Clerk Florence M. Honan
Approval of Minutes
The Minutes of the Regular Council Meeting of February 9, 1970 were
approved as corrected.
Proposed Uniform Snowmobl Ie Ordinance
Mr. Richard Wedell was not present at this time. Subject covered
after Attorney Courtney's report.

REPORT OF VILLAGE ATTORNEY VINCENT P. COURTNEY
league of Women Voters, Financial Assistance
The League of Women Voters requested that the expenditure the Council
authorized to assist the league in mailing their handbook be applied
to the cost of printing Instead, because the booklet is delivered to
the homes rather than mailed.
Attorney Courtney stated that his opinion Is the same as given at the
last Councl I meeting. and outlined In his Detter dated February 16,
1970. The Council requested Attorney Courtney to submit the handbook
and question to the Attorney General for his opinion on the matter;
this would also guide the Councl I on future slmi lar requests.
Wage Schedule. Public Works and Parks and Recreation Employees
The Council decided to defer questions regarding wage schedule inter-
pretations and the clarification of working hours until an agreement
has been reached with the union.
Arden Hills - New Brighton Proposed Land Exchanqe
The Council agreed that engineering and financial details all be com-
pleted but that the transfer approval be withheld from both villages
until the results of the 1970 Federal Census are completed.
Water Improvement 68-2 and 68-3, Revised Prolect Summary
Attorney Courtney reviewed his letter of February 16, 1970, regarding
a revised Water Improvement 68-2 and 68-3 project summary as submit-

.:'t!odel Uniform Snowmobile Ordinance
~r. Richard Wedell, Ramsey County League of Municipalities, arrived
and presented the background and purpose of a uniform snowmobile
ordinance In Ramsey County as drafted by the league. He stated that
inconsistencies exist in ordinances within the County that result
in confusion to the police departments and to the snowmobile oper-
ators.
The Council referred the ordinance to the Arden Hills Ordinance
Review Committee to compare with the present Arden Hi lis Ordinance.

REPORT OF ENGINEER DONALD LUND
Rumsey County Ditch No.--11..
Engineer Lund presented a map on which he located Ramsey County
Di tch No. 12 where work wit I be done in conjunction wi th improvement
of Lexington Avenue; most of this portion of the ditch is in the
Arden Hills Industrial park.
Mayor Crepeau requested Engineer Lund to meet with Mr. Floyd Snyker,
Ramsey County Engineers' Office,to discuss the project and also to
ask what share of the cost Ramsey County wi I~ assume.
Sanitary Sewer No. 12 and 13, Chan!Je Orders
Engineer Lund submitted a report, dated February 23, 1970, which
stated that due to dlff!culties encountered in constructing the lift
station near Round Lake, an alternate site has been proposed, which
is 230 feet south of the planned site.
After some discussion, Councilman Hollenhorst moved, as recommended
by Engineer Lund, to approve e Change OrderJ[ to effect a change of
location of the 11ft station as outlined In Engineer Lund's report
under Item A, at an additional cost of $R,857.00; seconded by Counc! 1-
man Olmen; motion carried unanimously.
Engineer Lund Informed the Councl I of a request from McDonald and
Associates to permit them to auger under Highway 10, north of the
Northern States Power substation, rather than cutting across the
highway; Ramsey County will not allow open cutting at this time of
the year. Council requested Engineer Lund to submit a Change Order,
which, accordIng to Engineer Lund, wi II decrease the contract amount.
State HI!Jhwav Plans
The Council referred the State Highway plans for S. P. 6200-00A
(Building 92035) Construction Plans and Special Provisions Arden Hi lis
Examine Station to the Planning Commission.
VlllaQe Road Conditions
Mr. Beecher informed the Council thut the water Improvement contractors
are starting to Ii Ii the ho~es In the Village streets which are
breaking up because of the thaw.
REPORT OF COUNCILMAN JOHN HOLLENHORST
Northern States Power Company, Proposed Substation
Councilman Hollenhorst informed the Counc! I that Northern States
Power Company's application for a building permit to construct a
substation at Fernwood Avenue and County Road F will be presented
to tha Council at tho March 9, 1970 Regular Council Meeting.
Councilman Hollenhorst moved, seconded by Counc! Iman Henderson, to
all04 Northern States Power Company to install wood pi lings at their
own risk prior to Council action on the building permit application,
as requested in their letter, dated February 17, 1970; motion carried
unanimously.
Attorney Courtney requested to Inform Northern States Power Company
of th I s act I on.
Councilman Herrick brought to the Councl I's attention the disorderly
premises at the substation on Highway 10. Matter referred to Building
Inspector Clay Kelley for inspection and action.
REPORT OF COUNCILMAN RONALD HERRiCK
Parks and Recreation Report
Councl Iman Herrick reviewed the minutes of the Parks and Recreation
meeting of February 17,1970. He reported that the Arden Hills'
hockey rinks at County Road E and at Mounds View are rated the best
by the Blue Line Club.

Counci"man Herri ck moved, seconded by Counci Iman Hollenhorst, to
authorize Banister Engineering Company to prepare a topographical
map as soon as posslb&e of that portion of Charles Perry Park which
Is planned for baseba!l use; motion carried unanimously. This map
would be used for grading purposes with the Intention of planting
grass seed Instead of laying sod in an attempt to keep the cost down.
Councilman Herrick recommended tnat the warming houses be closed for
the season. There was considerable discussion regarding the covered
skating rinks being contemplated by the Ramsey County Board;
Rosevi lie is opposed as they already have one. Mayor Crepeau ap-
pointed Counci Iman Herrick as liaison between Arden Hills and the
Ramsey County Board and asked that he inform the Board that Arden
Hills is In favor of a covered rink in this area.
St. Paul Association for Retarded Children, Inc., Contribution
Councilman Herrick reviewed the past Village financial contribution
to SPARC, and also the number of Arden HilUs' residents who benefit
from this program. The Council agreed with Councilman Herrick's
recommendation that a member of the Parks and Recreation Committee
attend the SPARC meeting to be held March 15.

REPORT OF COUNCILMAN OLMEN
Public Works Report
Councilman Olmen reviewed the minutes of the Public Works meeting held
February II.
Clerk Administrator Lorraine Stromquist was requested to send a 30-day
advance written notice to the C & S Manufacturing Company, to Inform
them that the building at County Road D and Cleveland will be vacated
April IS, 1970.
Proposed Purchase of Maintenance Property
Councilman Olman reported that an appraisal has been made of the
property which is baing considered for a Village maintenance building;
favorable soil tests have also been made.
The owner has given the Village an option to buy until April !, 1970.
The Council requested that all pertinent Information be given to the
Finance Committee for study, requesting that a report be submitted to
the Council as soon as possible. The Committee was requested to con-
sider the owner's proposed payment schedule, a~so t~ specify in the
contract that the purchase of the property depends on the approval
of a building permlt.
REPORT OF MAYOR HENRY J. CREPEAU, JR.
Minnesota Apartment Association
Mayor Crepeau referred a letter from the Minnesota Apartment Asso-
ciation, dated February 13, 1970, to the Planning Commission and
the Human Rights Commission. Copies were distributed to the Council.
RE~ORT OF CLERK ADMINISTRATOR LORRAINE STROMQUIST
Scheduled MaetlnQ, Anti-Crime Matter .
A meeting between Mr. Westerlund, Metropolitan Council Representative,
and the Arden Hills Council was scheduled for Tuesday, March 3, 1970
at 2:00 p.m.,at 803 Capitol Square Building. Attor-nay Courtney was
also asked to attend the meeting.

1969 Vilia~e Financial Statement
C~~rk Administrator Lorraine Stromquist recommended approval of the
1969 Financla~ Statement which had been dlstrlbuted to the Council
and advised that it Is a legal requirement that it be published by
the end of February.
The Council referred the report to the Finance Committee for their
perusal and a report to the Councl I. Clerk Administrator requested
to send copies to members of the Finance Committee.
Munlclpaj Clerks and Finance Officers Meeting
Councilman Henderson moved, seconded by Counci Iman Olmen, to authorize
Clerk Administrator Lorraine Stromquist and Treasurer Worth G. Read
to attend a two (2) day conference, March 12 and 13, at the Holiday
Inn Central, at a cost of $30.00 for the Clerk and $25.00 for the
Treasurer; motion carried unanimously.
The Conference Is sponsored by the Minnesota League of Municipalities
and the University of Minnesota.
Metropolitan Transit Association Meetlng~
Rosevi I Ie Chamber of Commerce Is sponsoring a general Information
breakfast meeting regarding the metropolitan transit plan at the
Paul Bunyan Motel at 7:30 a.m. on February 26, at a cost of $2,75.
The Council authorized Mrs. St~omquist and a representative from
the Public Works Committee to attend. Councl Iman O~men will contact
a Public Works Committee member regarding the matter.
The Council agreed with Counc! lman Holienhorst's recommendation that
an ad hoc committee be appointed to keep current on this subject.
The Metropo~ltan Transit Commlttee is sponsoring two (2) more meet-
ings to be held on Aprl I I and May 7. The Counci I referred to Mrs.
Stromquist the matter of obtaining representation at these meetings
from the Public Works Committee, Planning Commission and also
Midwest Planning. Representation for the May 7 meeting wi II be
discussed at the next Counci! meeting.
Ram~ey County Auditor Meeting
A meeting sponsored by the Ramsey County Auditor will be held this
Friday, February 26, from 9:00 a.m. to 12:00 noon. This meeting
will be attended by Coun~i lman Henderson and Hoblenhorst lor Counci 1-
man Herrick, Mrs. Stromquist, Treasurer ,Worth G, Read and all
Councilmen who can attend),
Claims
The Council requested Mrs. Stromquist to submit a summary of commi-
tme~ts and outstanding payments due to a~i Village consultants. There
was some discussion regarding the format used for the disbursement
sheets; Mrs. Stromquist advised that the administrative office can
probably supply any additional information they desire. ~lrs.
Strdmqulst informed the Gauncl I that beginning with the 1970
financial statement, an additional tabulation will be used which wi II
show the annual amount paid to each individual or company. Whether
or not this should become a part of the published statement was referred
to the Finance Committee.
Councilman Herrick requested that Check No. 6041 be he'd pending an
investigation by Mrs. Stromquist to ascertain if the $141.38 Included
in the total amount Is collectible from insurance carried by the
Mounds View School District.
Councilman Hollenhorst moved, seconded by Councilman Henderson, appro-
val of payment of the claims as submitted and attached, excepting
Check No. 6041; motion carried unanimously.
