CITY HALL COUNCIL CHAMBERS, 1245 WEST HIGHWAY 96 I. Call To Order Mayor Aplikowski called the meeting to order at 4:50 p.m. Present: Councilmembers David Grant, Brenda Holden, Gregg Larson and Lois Rem (anticipated arrival at 5:00 p.m. noted/or Councilmember Rem). Staff present: Administrator, Michelle Wolfe; Director of Community Development/Assistant Administrator, Aaron Parrish; Operations & Maintenance Director, Thomas J. Moorc; Deputy Clerk/Human Resources Director, Cynthia Young; Planner, Peter Hellegers and Finance Director, Murtuza Siddiqui. Mayor Aplikowski introduced newly appointed Finance Director Murtuza Siddiqui. . 2. Ramsev County Sheriff's Presentation Ramsey County Sheriff Bob Fletcher presented an overview of the services Ramsey County Sheriffs Department provides to the residents of Arden Hills which included a training unit, canine unit, water & county parks patrol. He introduced scveral members of the department. He noted that the 2005 contract proposal is less than 2004 mainly due to the transfer of deputies from the jail unit to the "street patrol" in less time than past practice. He also said he anticipates a long term reduction in salary costs which may offsct some costs to all seven contract cities. Undersheriff George Altendorfer continued the Ramsey County presentation of several other services the Sheriffs Department provides Arden Hills as a contract member city. He noted thc persol111el as 5.41 patrol deputies, a Mounds View High School Resource Officer, and a percentage of other services totaling 7.60 officers assigned to Arden Hills. Lt. Joe Paget explained services the Ramsey County Sheriffs Department provides including as Volunteer Program, Crime Prevention Services, Community Oriented Policing, Community Affairs Officers, Neighborhood Watch and Business Watch Program, Premise Survey Program, Burglary Follow-up Program, Problem Property Projects, Crime Free Multi-Housing Program, Knox Lock Box Plan, Identity Theft . \ \Earth \Admin\Council\Minutes\ W orksession \2004\01- 20-04.doc ARDEN HILLS CITY COUNCIL WORKSESSION JANUARY 20, 2004 2 . Protection Plml, Theft from Automobile Education Program, Community Education, Explorers, Triad and Chaplaincy Corps, Civil Defense Corps and the Traffic Program. Sheriff Fletcher closed by noting the new Ramsey County Patrol Station, located in Arden Hills would be operational in December of 2004, further explaining the increased response time as a result. 2.B TCAAP Mr. Parrish said the TCAAP Development Team was at the meeting to present several development examples of Twin Cities Metropolitan multi-use projects; environmental updatc for the TCAAP site; and, discussion of the TCAAP Vision Statement and Goals. Colin Barr, Ryan Companies presented several multi-use commercial and residential developments Ryan Companies had initiated in tile Twin City Metro area. Matt Anfang, Centex stated he did not have specific examples of TCAAP site specific development to present at this time. However, he offered to show the Council Centex metro area projects at any time. John Hink, Rehbein Companies explained all of the components concerned with particular contamination on the TCAAP site were rolled into a risk assessment baseline, . stating the information would then be used as a tool in the land planning process. Dave Hammernick, United States Army National Guard introduced Staff Sergeant Sara Partlow. Sara Partlow, Training Coordinator for Arden Hills Army Training Site (AHATS) stated her primary function is that she is the responsible authority for who enters and leaves the TCAAP site. Mr. Parrish requested the Council review the most recent version of the TCAAP Vision Statement and Goals. The Council reviewed the two versions of the document and made several additional mnendments. The consensus of the Council was direct Staff to bring the revised version to the January 26, 2004 Council meeting, consent agenda. 2.C Gatewav Sign age Mr. Hellegers responded to Council's request to provide additional gateway signage information by presenting several pictures of different styles of monument signs taken from surrounding communities. . ARDEN HILLS CITY COUNCIL WORKSESSION JANUARY 20, 2004 3 . The Council discussed sign age height and design standards, and directed Staff to have the Parks, Trails and Recreation Committee and Planning Commission discuss tile Gateway Signage project at a joint meeting in July, 2004. Council further indicated that staff could proceed with the Nelson easement at its next regular meeting, contingent upon a height restriction of 4'-6' on the Gateway Signage easement. 2.C Emplovee Recognition Program Ms. Young presented the Employee Recognition Program, which the Employee Recognition Committee drafted in 2003. The Council and Staff discussed options for recognition, directing staff to provide them with copics of the "Hills Happenings" and also to develop specific criteria for money or time saving ideas. The Council directed the ERC bring forth a revised draft of the program at the February Work Session. 2.E 2004 Retreat Ms. Wolfe presented a draft of the 2003 accomplishments and 2004 goals as a tool to assist in the preparation for the 2004 Retreat. . 2.F Human Rights Committee Mayor Aplikowski said she received a call from a Mounds View Counselor and resident requesting Arden Hills revive its Human Rights Committee (HRC) and become more active concerning the issues occurring at Mounds View High School. She noted the school would take the initiative to address the issues, but asked if thc City would offer support. Ms. Wolfe said she had also had dialogue with Mounds View High School Principal Julie Wikelius and Shoreview Manager Terry Schwerm. The discussion revolved around cities taking a more active roll by joining other cities that are active when dealing with human rights issues. She noted that Ms. Wikelius said she wanted a venue to articulate the [human rights] efforts with the broadcr community. Councilmember Rem noted her support for Arden Hills more activc participation by rcviving its Human Rights Committee as a compliment to surrounding cities who have active Human Rights Committee's when issues come forth. After Council discussion, it was the consensus to continue gathering information, including attendance at some upcoming meetings. The Council is not yct ready to reestablish the Human Rights Commission at this time. . ARDEN HILLS CITY COUNCIL WORKSESSION JANUARY 20, 2004 4 , COUNCIL COMMENTS: Councilmember Rem askcd if Craig Wilson could bc contacted regarding his servicc on the Cable Commission and she also said she would continue to serve on the TCAAP RAB. Councilmember Holden rcported that she was hearing conflicting reports concerning the extension of Cleveland Avenue and County Road D. Staff responded that thcy are responding to the news article with a written clarification. She reportcd that North Heights Church met with residents regarding proposed amendments to the PUD; and, asked about the Big Tcn tobacco sale violation; and lastly, she asked if staff had researched installation of round-abouts. Councilmember Grant said Snelling Avenue looked noticeably altractive since the removal of brush and buckthorn and requested residents may remove the downed trees in an effort to clean up the site; requested auto and identity theft brochures be available at City Hall; askcd staff to turn on its "out of office" assistant when not at City Hall; noted the TCAAP process seemed to have slowed down and asked Staff to consider the risk exposure. Councilmember Larson noted a Fire Board meeting on Wednesday morning, January e 21,2004. Mayor Aplikowski: none.
