CITY HALL COUNCIL CHAMBERS, 1245 WEST HIGHWAY 96 Meeting with the Development Team to discuss Roles, Expectations, and Communications. 1. Call To Order Mayor Aplikowski called the meeting to order at 5:10 p.m. Present: Councilmembers David Grant, Brenda Holden, Gregg Larson, and Lois Rem. Staff present: Administrator, Michelle Wolfe; Assistant City Administrator, Aaron Parish; Operations & Maintenance Director, Thomas J. Moore; Finance Director, Murtuza Siddiqui; Planner, Peter Hellegers. Others present: Planning Commissioner, Fran Holmes; Dave McClung; Arden Hills Resident; Matt An fang, Centex; Bart Rehbein, Glenn Rehbein Company; Jeff Knutson, Glenn Rehbein . Company; John Hink, Glenn Rehbein Company; Kent Carlson, Ryan Companies; Song Fawcett, Kelly & Fawcett; Mark Vargo, Glenn Rehbein Company; Tony Bennett, Ramsey County Commissioner; Senator Rod Grams; Captain Jeff Nelson, Minnesota Army National Guard; Kelly Scanlan, Representative McCollum's Office; Mike Fix, U.S. Army; Tony Phelps, Ryan Companies. 2.A. General Meetinl! Minutes Mayor Beverly Aplikowski, City Administrator Michelle Wolfe, and Assistant City Administrator Aaron Parrish provided an update and overview of recent events related to the National Guard's presentation at the March work session. Mr. Bart Rehbein noted that there may have been some misconceptions about how things went subsequent to the March work session. He clarified that the developer is not purely interested in profit, acknowledged that the Development Team got out in front of the City, and indicated that they were concerned that the Council made a comment that this was two strikes and that this wasn't setting a positive tone for the relationship. Ultimately, the Development Team asks for the following: trust, cooperation, involvement, reaffirnlation of a vision for TCAAP, and respect. Mr. Rehbein also noted that the developer has an "open door policy" and they are more than willing to meet with the Council at any time as appropriate. Councilmember Holden requested clarification on the relationship between the City and the . After a number of questions it was noted that the Council would like to be more actively involved in the day-to-day workings of the TCAAP project. The Council requested that the Development Team meeting times be changed in order to accommodate the Council Members' schedule and that two Counci1liaisons be present at the Development Team mectings.
