CALL MEETING TO ORDER
Chair Jill Anderson called the December 17, 2024 meeting of the Parks, Trails, and Recreation
Committee to order at 6:30 p.m.

1. APPROVAL OF AGENDA
MOTION: Committee Member Olson moved and Committee Member Dietz seconded a
motion to approve the meeting agenda as written. The motion carried (9-0).
2. APPROVAL OF MINUTES
A. November 19, 2024 PTRC Minutes
MOTION: Committee Member Johnson moved and Committee Member Olson seconded a
motion to approve the meeting minutes as written. The motion carried (10-0).
3. REPORTS
A. Council Liaison Update
Council Liaison Rousseau said one member of the PTRC is leaving.
Chair Anderson confirmed she will not be returning for another term.
Council Liaison Rousseau thanked Chair Anderson for her time serving on the committee. She
said Chair Anderson had done a great job as Chair of the committee.

Chair Anderson said she has enjoyed serving the committee for six years. She just needs to find
balance. She is open to getting involved again, in the future.
Councilmember Jacobson said serving for six years is a big commitment. Being the Chair is a
lot of extra work. Her service is appreciated.
Council Liaison Rousseau said next year the Council Liaison for the PTRC will be
Councilmember Holden. She has a great wealth of knowledge about the City. There have been
some issues where she has been a little terse with some committees and commissions. Her hope is
Council will put a code of conduct into place next year. Councilmember Elect Weber has
watched some of the meetings, prior to being elected and she hopes he will move with some
urgency on this.
Council Liaison Rousseau said Council approved a 13.5% levy. One or two of the Council
Members wanted to delay the Parks Manager position until June and wanted to put the Park Master
Plan off until 2026. The Council was aware of the PTRC’s recommendation. New information was
brought to the full Council regarding Hazelnut parking lot. The details will be hashed out in
January. It is not clear what will happen there. The initial plan had $315,000 in the budget for that
project. The amount was cut to $100,000 or less. She doesn’t know what the means for the future
parking lot. The decision was made to continue with the Parks Master Plan at $75,000. Public
Works Director/City Engineer Swearingen had identified $100,000 as the need to accomplish
what we want to do with that. The Parks Manager position will start in March. The levy amount is
equal to $15.50/month per household.
Council Liaison Rousseau said Public Works Director/City Engineer Swearingen will start to
have discussions at Work Sessions where he can begin talking about a consultant. Then possibly
have that consultant attend the February PTRC Meeting. The PTRC can start to build priorities
around what is on that Master Plan.
Committee Member Olson asked if Council Liaison Rousseau had any feedback on how the
PTRC goals presentation to Council went.
Council Liaison Rousseau didn’t hear anything. She wondered if there was a particular area
where there was concern.
Chair Anderson updated that Councilmember Holden had mentioned focusing on the
Recreation part of PTRC. She thinks the PTRC can explore that. There are some challenges
surrounding budgeting and staffing. She thinks PTRC hasn’t discussed that very much because
they are aware there is no money, and Staff is limited. That makes it more difficult to implement
anything.
Council Liaison Rousseau said no other Councilmembers have echoed that concern regarding
recreation.
Chair Anderson doesn’t think anyone is opposed to it; it would just be nice to have some direction
from Council on what that looks like. She said since COVID, staffing and participation in the
programming has changed. She said they talked quite a bit about the Parks Master Plan. There
weren’t any strong objections to anything they discussed.

Council Liaison Rousseau said she would like some focus on the Committee Charter. She didn’t
think anyone else echoed that desire, either.
Chair Anderson said that is explicitly laid out in the 2025 Goals. She thinks there is interest, as a
group. She thinks the items brought up at the Work Session were mostly already encompassed in
the Goals list.
Committee Member Olson thanked Chair Anderson for bringing that discussion to Council and
she thanked Council Liaison Rousseau for her two years with the Committee.
Council Liaison Rousseau thanked the PTRC members for their volunteer service on the
Committee.
Committee Member Olson appreciates the level of engagement by Councilmember Rousseau.
They haven’t had that in the past.
4. UNFINISHED BUSINESS
A. Trail and Parks Projects Update
Recreation Supervisor Johnson said some members asked to see the conceptual design for
Highway 10. We are on pace for the updates for Arden Oaks and Freeway Parks. The only change
is the Hazelnut Parking. It was removed from the list but now it’s back on there. He doesn’t have
any new information about the ongoing negotiations. It is budgeted. Council agreed on an amount.
The City Attorney has updated the Volunteer Waivers. He said anyone who will be returning will
be asked to sign a new waiver. He thinks the biggest change is not allowing volunteers to use
chemicals.
Recreation Supervisor Johnson said he was asked how the Park requirements are calculated. He
doesn’t have an answer yet.
Committee Member Loosbrock asked if the Hazelnut Parking Lot could be planned for a time,
other than August when the State Fair is happening.
Recreation Supervisor Johnson said he hopes we won’t wait all summer. It will depend on the
scope of the project. If a lot of revisions need to be made, it will take longer. If they are just going
to patch it and add blacktop, it will be quick. The budget amount was cut.
Committee Member Loosbrock asked if the number of parking spots will be less.
Recreation Supervisor Johnson doesn’t know what the plan is yet.
Committee Member Jacobson asked for clarification if the budget is $100,000 and it was
originally $300,000.
Recreation Supervisor Johnson said originally $315,000 was budgeted, based on meetings with
the consultants. Councilmembers thought that was too much.

Chair Anderson wondered if after meeting with the consultants they don’t think it will cost as
much as they originally thought, or if it was just a way to cut the budget.
Council Liaison Rousseau said it was implied that two members of Council knew something that
would make it less than $100,000 but they didn’t share the reason.
Recreation Supervisor Johnson said he thinks it’s probably didn’t want it on the public record,
for negotiations.
Council Liaison Rousseau thinks they will meet with the church again in January. We hope to
have a better understanding of what’s happening in a few weeks.
Committee Member Jacobson isn’t sure what the Hazelnut Parking Lot project is. She said the
church has a huge parking space. Is the City is trying to get a portion of t hat space? The church
will still be there they just don’t need that much parking.
Recreation Supervisor Johnson said only the people at the meetings know the full discussion.
Chair Anderson thinks the church and the City both use it and so they’re decidi ng who is
responsible for the total cost.
Recreation Supervisor Johnson said the church owns the parking lot. They are discussing an
agreement.
Committee Member Olson asked if the ice rinks have opened.
Recreation Supervisor Johnson confirmed they opened on Monday.
Committee Member Jacobson pointed out she was looking through the historical information
and saw that Hazelnut Park used to be called Hazelnut Patch.
Committee Member Dietz asked if there were any updates on the Great River Greening projects.
He heard they could start working on Floral Park next month.
Recreation Supervisor Johnson doesn’t have an update. He will ask Public Works
Director/City Engineer Swearingen for an update. He should know what the timeline is.
Committee Member Dietz said there was a time when PTRC was in the loop. He asked a question
and then the updates ended.
B. Work Group Updates
Committee Member Seemann updated that she and Council Liaison Rousseau met with the
Natural Resources Department for Minnetonka last week. They were discussing using volunteers
and Natural Resources Management. They answered questions about their Habitat Stewards and
their Adopt-A-Park program. She wanted to share the information with the PTRC and hopes to
discuss it at the next meeting.

Council Liaison Rousseau said the Adopt-A-Spot program is what encouraged us to look for
more information.
Discussion ensued regarding how many Staff Minnetonka have vs. Arden Hills.
Chair Anderson thanked them for gathering the information. She asked if anyone has questions.
This will be added to the January meeting agenda.
Council Liaison Rousseau said Public Works Director/City Engineer Swearingen mentioned
that Little Canada may have a similar Adopt-A-Spot program, too. That is a community of about
10,000. She recommended that Recreation Supervisor Johnson ask about that so it could be part
of the January discussion.
Committee Member Dietz said he met with the Rotary Club of Shoreveiw and they requested a
priority list and time line to complete the projects at Floral Park. He thinks they will start in March
of 2025. They thought they could send 5 volunteers twice a week. Potentially some high school
students could help. He’s hoping there will be one large project and will try to have information
to the City to help promote that.
Chair Anderson asked if he was trying to coordinate this group to work with Great River
Greening.
Committee Member Dietz said that came up during the meeting and they just wanted to know
what is happening. They work in the park all year long.
Recreation Supervisor Johnson said the only details he has from Staff is the beginning projects
will be through contractors. No dates are known yet.
Council Liaison Rousseau asked if Committee Member Dietz will copy Public Works
Director/City Engineer Swearingen and Recreation Supervisor Johnson on any
communication. She thinks Staff could use help. He will bring a motion to the Council once the
application is received. Council will talk about it. If we go with Shoreview’s template, the season
is May through October.
Chair Anderson asked for other updates.
Committee Member Johnson, along with Committee Member Jacobson met with Public
Works Director/City Engineer Swearingen they confirmed that he has everything he needs for
the rain garden projects to provide to the new Parks Manager so he/she can include them in the
GIS and the rain gardens will be a part of the discussion to coordinate all upcoming projects. There
is nothing more her group can do for now.
C. 2025 Work Plan Discussion
Chair Anderson had planned to update on what was discussed at the City Council Work Session.
She touched on it earlier and doesn’t have anything else to add. She asked if anyone had questions.

Chair Anderson said that would be a question for the entire group. She asked members if they
want to continue with the work groups. Is there anything Committee Members would like to be
done differently next year. She thought the works groups were helpful but wondered if there is a
more effective approach.
Committee Member Jacobson thought the work groups were very helpful. They identified a goal
and worked with the City to get the information needed. They were surprised at how few rain
gardens there are outside of her own neighborhood. There are about 50 rain gardens in Arden Hills.
Chair Anderson asked if they are primarily in Committee Member Jacobson’s neighborhood.
Committee Member Jacobson said there are some other neighborhoods that have some.
Discussion ensued regarding the areas where rain gardens are. It’s tied to the watershed.
Committee Member Jacobson said that Public Works Director/City Engineer Swearingen
shared that the neighborhood she lives in is an older part of Arden Hills. When the streets had to
be redone, they were done at a time when there were requirements for Arden Hills to provide best
management practices for stormwater. They got credits for having rain gardens, so they were
advocating for them. She thought it was helpful to work with that work group. She would like to
identify more work groups for the upcoming year.
Committee Member Johnson would like to plan luminary and wants to stay in that work group.
Council Liaison Rousseau said the biggest concern is making sure there is not quorum.
Committee Member Johnson said she doesn’t want to overstep her bounds. If she is supposed to
work on rain gardens, is it okay for her to work on something else?
Council Liaison Rousseau said as long as there is four or fewer people at a meeting or on an
email, it’s okay. After Youth Committee Member Acosta’s term ends in August, it would need
to be three or fewer, if no one else joins the committee.
Chair Anderson said maybe PTRC doesn’t want to have broad categories. Maybe members can
choose which goals interest them.
Committee Member Jacobson doesn’t think it needs to be fixed. There is nothing more for her
work group to do on rain gardens. She said community events are on the list.
Committee Member Johnson said she doesn’t need help planning the event. She’s happy to do
it.
Chair Anderson asked if she is hoping to make it a City event.
Committee Member Johnson said maybe someday. For 2025 it would be structured the same as
previous years.
Chair Anderson said PTRC can look at the work group lists and the Work Plan. In January
members can say what they are interested in. Some of the items have been started. If there is

interest in assisting with those on-going and as-needed projects would be a good think to thing
about going into 2025.
Committee Member Jacobson would like to discuss it now. Some members already have items
they want to focus on.
Chair Anderson looked at the list and said rain gardens are done. She said the item listed a
enhance and create community events would be Committee Member Olson.
Committee Member Olson confirmed, along with Committee Member Rogers.
Chair Anderson asked if Committee Member Johnson wanted to be involved in that.
Committee Member Johnson said she has interest in that but doesn’t need it to be the only thing.
Chair Anderson said she can be an involved as she wants to be. The idea is to narrow down the
list so that people that know they won’t have the time or capacity to work on a lot of projects can
identify their primary interests.
Council Liaison Rousseau asked if Youth Committee Member Acosta is interested in
community events.
Youth Committee Member Acosta confirmed she is interested.
Chair Anderson said that Committee Member Rogers seems to have a good start on the
handbook. She said everyone will be involved in the final version but asked if anyone else is
interested in the development of the handbook.
Chair Anderson said the next item is park improvements at Freeway Park. The item is intended
to work on the upper portion of the park and make it more appealing. She said this is something
PTRC wanted City Staff to prioritize.
Committee Member Jacobson said her vision for the upper part of Freeway Park would be more
dynamic than it is now. She thinks the lower portion of is cool the way it is. It has a playground
and other facilities for the neighborhood. She passed a hockey rink in Mendota Heights. They had
boards up, but it was a hard surface rink. So, they flood over the concrete or asphalt. They striped
the hockey rink with pickle ball courts. She isn’t saying that’s the solution here but that would be
another way to use that park. She is interested in working on that work group.
Committee Member Olson said the historical documents had information regarding using the
hockey rink as tennis courts in the 1970s. The idea has been out there for 50 years. PTRC has been
shut down a few times.
Chair Anderson thought this issue came up during the work session. The PTRC wants it known
this is a priority. PTRC thinks it is important to improve it. It is in the center of the city and it’s a
first impression on that busy corner. She felt Council agreed. It is worth exploring what can be
done. From a budget perspective, it’s a challenge.

Committee Member Johnson said Lindy’s roundabout is full of trash and it looks horrible. She
said the Ramsey County website has a place where you can put in a complaint. She thinks if more
than one person complains they may have a better chance at the County resolving the issue.
Chair Anderson said this was discussed at the Work Session. The Council agrees it’s a mess but
it is not the City’s issue to resolve. It’s a County roundabout. The item is on the PTRC list so
members can monitor and communicate with community members about who is responsible for
this location and how they can advocate for change. The Council is not the place for that; not
because they don’t want to. It’s outside their scope to make any change.
Committee Member Jacobson said maybe that could be a small work group who keeps in contact
with Ramsey County and keeps on them until they implement a change. That may be more
effective than complaints through the web site. Direct communication may help get to come
concrete answers. She would be willing to be in a focused work group like that.
Committee Member Johnson said there are residents who are hyper focused on this.
Committee Member Jacobson would like to learn the status of individual neighborhoods. Her
neighborhood is landlocked. There are not trails. There is a dirt trail along the high-speed highway.
She would like to focus on why there isn’t a trail there, just for safety reasons. Cars go by at 70
mph. There is no way for residents in her neighborhood to walk out of their neighborhood. They
have to drive to another location to walk.
Chair Anderson walks that area. She and a friend had discussed the possibility of boardwalk
portions through the marsh area that could meet up with Johanna Marsh Park, without having to
go to that corner. That would make it safer. When you get off the dirt trail and into the
neighborhood it’s dangerous. Instead of going all the way down to that corner, there could be a
cut-through to Lake Johanna Marsh Park. She said there is one in Roseville.
Committee Member Jacobson said that is a good thought. She was thinking about a trail that
would take you all the way to Lydia, not just Glen Hill.
Committee Member Johnson said Roseville is interested in that.
Chair Anderson said it sounds like Committee Member Jacobson wants to be involved in
identifying future trail projects.
Committee Member Jacobson confirmed. Along with Freeway Park and Lindy’s roundabout.
Committee Member Loosbrock said Public Works have said they would be supportive of having
a plan for planting at Cummings Park, if PTRC approved it. She was hesitant to do that because
the invasive species need to be dealt with first. If she knows there is a plan to deal with the
invasives, she would be willing to put together a planting plan for the fall.
Recreation Supervisor Johnson will ask Staff.
Council Liaison Rousseau asked what if the City isn’t going to deal with that.
Committee Member Loosbrock said it will have to wait until later.

Council Liaison Rousseau said with the new volunteer policy changes, someone from the City
would have to be there for any invasive species removal, if pesticides are needed.
Recreation Supervisor Johnson said there will be the new Park Manager position but there is
also going to be a Parks Lead in the Public Works Department. It will an internal employee who
will be promoted.
Council Liaison Rousseau said this would be a staff person who will be more focused on the
parks. They would also manage the Great River Greening projects.
Recreation Supervisor Johnson said they would oversee the part time seasonal staff in the
summer.
Chair Anderson asked if Committee Member Seemann is okay continuing with the Invasive
Species Initiative.
Committee Member Seemann confirmed.
Committee Member Dietz is interested in Great River Greening.
Chair Anderson said no one is stuck in any one role. She asked if anyone else had interest in a
certain work group or goal. Keep communicating your interests.
Discussion ensued regarding volunteer coordination. Committee Member Loosbrock is happy
to be the contact person for all volunteers and projects.
Chair Anderson said the goals list is not locked in. PTRC can add items at any time.
Council Liaison Rousseau agreed. She said it’s an organic process based on committee members
interests and as things change, sometimes you have to make adjustments.
Chair Anderson will write a summary surrounding this discussion. The next Committee Chair
can have the information and PTRC can continue the conversation in January.
5. NEW BUSINESS
A. Code of Conduct
Chair Anderson said Committee Member Rogers recommended there be a Behavior Code of
Conduct included with the orientation documents when someone new joins the Committee. She
did some research on a variety of park and rec programs in surrounding communities. This may
be a good discussion for January, as well, since Committee Member Rogers couldn’t attend
tonight’s meeting. There is a draft of the Code of Conduct and it may make sense for PTRC to
recommend Council address it as soon as possible.
Committee Member Olson asked if this is for PTRC members only or for all committees and
commissions.

Chair Anderson believes the draft is specific to PTRC but she is aware that the eventual goal
would be to have a Code of Conduct that covers all of them.
Council Liaison Rousseau said there is a gap for code of conduct, as well as the process for
committee and commission members to follow if there is an issue. She asked one person from
each committee and commission to provide additional feedback. Legal has looked at it. It has
been sitting there for months waiting for it to be scheduled for a work session.
Chair Anderson asked if it would be beneficial for PTRC to have one specific to this
committee, outside of the general one.
Council Liaison Rousseau can bring it to Council. She could say PTRC has been waiting for a
year for Council to put a code of conduct in place and that PTRC has moved forward with
adopting their own code of conduct. She could ask if Council would prefer to put in place their
own code of conduct that would supersede that one.
Committee Member Olson thinks that is a good idea. The biggest piece is what are the next
steps. If someone isn’t following the code of conduct, what do we do. She wondered where it
goes after you report it.
Council Liaison Rousseau said she and Mayor Grant would take it to the Personnel
Committee. The committee would decide if the issue can be addressed then and there, or if it
should be heard before the full council. She will forward the draft that she has.
MOTION: Committee Member Olson moved and Committee Member Johnson seconded a
motion to table the Behavioral Code of Conduct until the January meeting. The motion
carried (10-0).
B. Chair Discussion
Chair Anderson asked if anyone was interested in the PTRC Chair position.
Council Liaison Rousseau asked if there are two people willing to partner up.
Chair Anderson said the role of being Chair doesn’t take a lot of additional time. There are
committee members who are dedicating much more time to their various projects than what the
Chair position is. She is not continuing in the role because of changes in her personal life. The
time commitment isn’t the issue.
Recreation Supervisor Johnson said Staff puts the agenda packets together. The chair would
just need to forward the information to Staff, when a PTRC member sends their individual
information to the Chair.

Chair Anderson said the attendance at Work Sessions is minimal. She is happy to be a contact
as the new person is getting familiar with the role.
Committee Member Johnson asked what happens if not one volunteers.
Committee Member Jacobson asked if Council Liaison Holden could do it.
Recreation Supervisor Johnson said the Council Liaison can’t do it and there can’t be a
rotating Chair. There has to be one dedicated person per City Code. There can be a Chair and a
Vice Chair.
Discussion ensued and committee members were polled as to whether they were willing to
volunteer. The Committee decided to move on to the next topic and return to this discussion at
the end of the meeting.
C. Member Terms
Recreation Supervisor Johnson said Chair Anderson, Committee Member Nelson won’t be
returning. He said Committee Member Dietz’ term is up but he will be signing on for another
term.
Chair Anderson asked if there are term limits.
Recreation Supervisor Johnson said each term is three years. You can serve for three
consecutive terms. Technically, if the Committee is not full, a termed-out committee member can
come back.
Discussion ensued regarding term limits and returning after a break. There are five members
whose terms are ending in 2025.
Council Liaison Rousseau thanked Committee Member Nelson for serving for nine years. She
reminded him and Chair Anderson that they can volunteer on individual projects as their
schedules allow.
Committee Member Johnson asked how many openings there will be on the committee after
the outgoing members leave.
Recreation Supervisor Johnson said there can be up to 13 members, including the Youth
Committee Member.
Council Liaison Rousseau said she didn’t realize Committee Member Nelson was leaving.
That will change the number of people needed for a quorum.

Committee Member Jacobson asked for confirmation that the maximum number of committee
members is 13.
Committee Member Johnson asked if something would be put in the newsletter regarding
recruiting for the committee.
Recreation Supervisor Johnson said he did include the openings in the guide. He said Staff
posts about openings on social media, periodically. He can request that Senior Communications
Coordinator Cardona post about this specific committee’s openings.
Council Liaison Rousseau outlined the openings on other commissions and committees.
D. Trail History Information
Recreation Supervisor Johnson was asked to share the historical information. It is difficult to
read. The information regarding the parks and trails back in the day. It’s interesting to see the
different park names.
Discussion ensued regarding information in the historical information. Recreation Supervisor
Johnson said the information is online and will be attached to the agenda for tonight’s meeting.
Continued Discussion Regarding Electing a Chair
Chair Anderson asked if anyone had thought about it and would like to volunteer. She will talk
to Committee Member Rogers to see if she has interest. The Chair discussion will continue at
the next meeting.
Council Liaison Rousseau said someone will have to run the January meeting.
Discussion ensued regarding upcoming meetings and how years previously, the first couple
meetings were moved around due to holidays and other meeting needing to be rescheduled for
the PTRC usual date.

SUBJECT: Trail and Parks Projects Update
Previously Discussed Items:
• Proposed Lake Johanna Blvd Trail
o Lake Johanna Blvd Trail Preliminary Design Report was completed by Ramsey
County on October 2022.
o City Council adopted resolution 2023-023 which is the local match commitment
of $2 million for the project (Total project cost estimated $9.5 million).
o Ramsey County presented in November 2023 about the project corridor with City
Council.
o Ramsey County applied for the Met Council Regional Solicitation “Multiuse
Trails and Bicycle Facilities” grant for $5,500,000 in 2023/2024. The project did
not score well in its category but funding is still being pursued.
o Within Ramsey County’s Transportation Improvement Plan they have scheduled
the following timeline:
RFP for Planning/Design contract: October 2025
Planning/Design Phase: 2026-2027
Construction: 2028
• Arden Manor Park Hardcourt Construction – City staff has applied for the DNR Outdoor
Recreation Grant Program to pursue funding for this project. The project was not
awarded any funding. Council direction is to continue to pursue grant funding which will
likely result in 2025 construction. More about the grant application status will be known
in early 2025. Staff is planning on applying for the CDBG grant if it is available in the
spring.
New/Updated Items:
• Hazelnut Parking Lot Status Update: Cost-share and maintenance responsibility
negotiations continue with the Church representatives. The City has the parking lot
resurfacing project budgeted for construction in 2025. Actual timing is dependent on
Agreement renewal.
• Proposed Old Highway 10 Trail, City staff is working with a consultant to pursue grants
and state bonding funds. Estimated project cost is now projected to be $4.5 million. If the
project becomes fully funded, construction is anticipated for 2026.

o Met Council Regional Solicitation – SRTS: $1,000,000 (City was awarded this
grant)
o MnDOT – SRTS: $1,000,000 (City is reapplying for this grant currently,
award date April 30, 2025)
o State GO Bond funds: $1,650,000 (pursuing)
o Ramsey County contribution: $700,000
o Remainder to be paid through Municipal State Aid and PIR Funds
Staff will bring this item to a City Council Work Session discussion, likely at a May
Work Session.
• The 2025 Parks Project (Arden Oaks Park & Freeway Park), 90% Plans and
Estimates were presented to Council on 1/13/25. The play structures now have been
ordered and prices locked in from the vendors per Council direction in line with the
survey results from resident users.
Next steps are:
o February 2025 – Approval to bid project by Council
o March 2025 - Award construction contract
o Summer/Fall 2025 – Construction
• Council has negotiated with a private developer as part of the PUD for the site for a
trail to be added along the west side of Snelling Ave from Highway 96 all the way
down to Royal Hills Park. This work could potentially take place in the next year and
would be owned and maintained by the City once completed.
• Hamline Avenue Trail connection with Roseville – Lake Josephine
o Arden Hills staff is coordinating trail improvements with the City of Roseville
for a trail connection along the west side of Lake Josephine with anticipated
construction in 2026.
An open house event is expected to be held March/April 2025, hosted
by the City of Roseville.
• County Rd E Trail connection
o City staff is coordinating with Ramsey County to construct a new trail
segment along the south side of County Rd E from the Elmer Anderson Trail
to Lake Johanna with anticipated construction in 2026.
• MN-51 Trail Improvements
o City staff is coordinating with MnDOT to construct a new trail segment along
the west side MN-51 (Snelling Ave.) from Lydia Ave in Roseville to connect
to the existing trail on Old Snelling Ave with anticipated construction in 2026.
• County Rd D Trail connection
o The City of Roseville is coordinating with Ramsey County to construct a new
trail segment along the south side of County Rd D from Cleveland Ave to
Lake Johanna Blvd with anticipated construction in 2026.
• Staff has been working on the annual Street Maintenance project for 2025. This work
includes trail fog seal maintenance along the trail of Valentine Parking lot and
repaving a segment of trail from Highway 96 to Arden View Drive.
• Staff will be working with a consultant to implement Hardcourt Improvements within
Hazelnut Park.
• The pavilion roof at Cummings Park is due for replacement. That work will be taking
place in the Spring/Summer of 2025.
