MINUTES CITY OF ARDEN HILLS, MINNESOTA SPECIAL CITY COUNCIL MEETING DECEMBER 4, 2000 5:30 P.M, - CITY HALL CONFERENCE ROOM CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor Probst called to order the Special City Council meeting at 5 :30 p,m., for the purpose of interviewing candidates for Planning Commission vacancy, Present: Mayor Dennis Probst; Councilmembers Beverly Aplikowski; David Grant; Gregg Larson; and Lois Rem, Also present: City Administrator, Joe Lynch; City Accountant, Terry Post; Planner, Jennifer Chaput; and Planning Commission Representative, Stephen L. Baker. PLANNING COMMISSION INTERVIEWS Mayor Probst gave all overview of the purpose of the meeting, and stated that approximately . fifteen minutes had been allotted for each of the eight candidates applying for the Planning Commission vacancy. Those interviewed were Roger Aiken; Jennifer Marrone; Warren Pakulski; James Smith; Cathy Smithknecht; Michael Stephens; Linda Swanson; and Clayton Zimmerman, respectively. Council thanked all who interviewed and indicated that a decision would be made at the next regular City Council meeting scheduled for Monday, December 11, 2000. Further discussion ensued, ADJOURNMENT Mayor Probst adjourned the meeting by consensus at 7:43 p.m, J~~ City Administrator . --- . MINUTES CITY OF ARDEN HILLS, MINNESOTA TRUTH-IN-TAXATION PUBLIC HEARING - 2001 BUDGET DECEMBER 4, 2000 7:30 P.M, - ARDEN HILLS CITY COUNCIL CHAMBERS CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor Dennis Probst called to order the Truth-In- Taxation Public Hearing - 200] Budget at 7:45 p.m. Present: Mayor Dennis Probst, Councilmembers Beverly Aplikowski; David Grant; Gregg Larson; and Lois Rem. Also Present: City Administrator, Joe Lynch; City Accountant, Terry Post; Planner, Jennifer Chaput; and Public Works Director, Dwayne Stafford. Three members of the public were in attendance, ADOPT AGENDA MOTION: Councilmember Grant moved and Councilmember Aplikowski seconded a motion . to adopt the agenda for the December 4, 2000 Truth In Taxation public hearing as submitted, The motion carried unanimously (5-0). MAYOR - MEETING OVERVIEW AND PROCEDURES Mayor Probst reviewed the purpose of the Truth in Taxation hearing, and briefly reviewed some of the accomplishments of the City in the year 2000, including the City Hall construction start and planning efforts for the City's Fiftieth Anniversary celebration in 200 I. City Accountant Post then summarized the information contained in sheets I - II contained in the Truth in Taxation hearing packet available at the meeting, Mayor Probst then opened the floor for questions from the City Council. COlmcilmember Grant inquired what the revenue from "Fees and Fines" consisted of. Mr. Post responded that the majority of the money is from code enforcement efforts and fines from motor vehicle violations shared with Ramsey County and the Minnesota State Patrol, depending on the type of violation and division of law enforcement involved, . . ARDEN HILLS TRUTH IN TAXATION MEETING 2 PUBLIC COMMENTS Mayor Probst opened the meeting for public comments and/or questions, There were no comments or questions from the public. Mayor Probst asked if anyone had any other comments or wanted to discuss other budget-related items not on the agenda, There were no comments or questions from the public, CANCELLATION OF CONTINUATION HEARING MOTION: Councilmember Aplikowski moved and Councilmember Grant seconded a motion to cancel the proposed continuation ofthe Truth-In-Taxation public hearing- 200 I Budget, scheduled for December 11, 2000; and to bring the recommendation forward to set the final tax levy for Arden Hills on December 11, 2000 at $1,996,000, The motion carried unanimously (5-0), ADJOURN MOTION: Councilmember Aplikowski moved and Councilmember Rem seconded a motion . to adjourn the Truth in Taxation public hearing at 8:14 p.m, The motion carried unanil sly (5-0).
