for 25 years; his most recant establishment being the Mermaid Cocktail
Lounge In Moundsvlew, ~1~P' He said he has maintained a "clean"
police record and good with the municipalities in which his
e~tabllshment5 were locatad - namely Minneapolis and Moundsview.
Mr. Goldberg stated that the cons'rruction of the proposed restaurant
Is dependent upon his obtaining the On-sale Liquor License.
After discussion, C. Crichton moved, seconded by R. Herrl ck, that the
Counc I I app rove i"he On-sale Liquor License for 1974, for Estb'en, Inc.
Motion carried unanimously.

discussion re the liability of the \l111<:lge for payment of repal r work -,
done during the guarantee period, C, Crichton moved, seconded by R.
He r r I c k , that the Coune! I dissapprove payment of the $2700.00 requested.

- Attorney Lynden ,'eviewed the status of the Joint Powers Agreement,
advising that the matt... f<ll led to get on the Ramsey County Boa,rd
Agonda; therefore, Ramsey County wi Ii commIt 1974 funds for this
project, rather than making payment i r 1973.
In discussion, It was deemed advisable that Arden Hills engineer the
project, and the Counc i I authorized Attorney Lynden to prepare the
Joint Power"s Agreement.

1974 Fire Protection Contract
AttOrney Lynden referre.r-tClihls letter or December 26, 1973, stating that
he has no objections to ~he 1974 contract and recommends Council adop-
tion of Resolution No. 73-42, which he read in Its entirety.
In discussion, the Council requested Clerk Administrator C. McNlesh
to obtain assurance from the Lake Johanna Volunteer Fire Department
that it '11/ II continue to serve Arden HII Is In the fIne fashion It
has, protecting lives and property in Arden Hills.
Herrick-moved, seconded by Crichton, that the Council adopt Re.olu~
tlon No. 73-42, RESOLUTION APPROVING 1974 FIRE PROTECTION SERVICE
. AGREEMENT AND AUTHORIZING EXECUTION THEREOF. Motion carried unani-
mously.

Attorney Lynden advisod that a ~~aring has been sCheduled on Tuesday,
January 8, 1974, at 10:00 a.m. at the Capp Towors, S1'. Paul, re arbi-
tration of Union/Village contrac-t.
The Council requested Attorney Lynden Bnd Councilmen Crichton and Olmen
to appear at the hearl~g on behalf of the Village.

Attorney Lynden referred to his letter of De~ember 26, 1973, re
registration of Griffis, Inc. property, reco~1mendlng Village approval
of the request.
Crichton moved, seconded by Olmen, that the Council approve the
property registration as requested and authorizo the Mayor and Clerk
Administrator to execute same. MotIon carried unanimously.

,A Special Council Meeting was scheduled on Wednesday, January 2, 1974,
at 5:'30 p.m. at the VII!ag,~ Hall, at which time required oaths of office
wi If be administered, Committee and Vi Ilag& appointments wi II be made
and 1974 Salary SChedule approved.

Engineer Lund was requested to submit his recommendations re this pro-
posed transfer, for Council consideration at the next Regular Council
Meeting.

ceived, stating that this machine Is operated by State Services for
