Call to Order
Meeting was cal led to order at 5:30 p.m. by Mayor Crepeau.
Roll Call
Present - Mayor Henry J. Crepeau, Jr., Councilme~ Charles
Crichton, Ron Herrick and Stan Olmen.
Absent - Councilman John Hollenhorst.
Also Present ~ Attorney James Lynden, Planning Commission Members
J. Wingert and R. Woodburn, Clerk AdmInistrator
C. McNiesh.
. Certifica1-ion of Election, November 6, 1973
Herrick moved approval of the attached minutes of the election
declaring Henry J. Crepeau, Jr. elected Mayor for a term of two
years and Wi I lia~ Feyerelsen and James Wingert elected Council~
men for a period of three years. Motion seconded by Olmen,
carried unanimously.
Village Planner Contract
J. Wingert noted that the present Village agreement for plan-
ning services Is with J. Darling I Associates, and that R. Shetler
Is no longer affiliated with that firm. Shetler Is now working
independently out of his house, and would like to enter Into an

WIA!jert. Shetler advised the p~J.~~; ~ thaT he' planned 'TO use
office fac! I itles of Carl Dale for typing etc., and felt he could
complete the Long Range Plan and serve as technical planning
advisor though working alone.
In reply to Council questions re the status of the Long Range
Plan, Wingert said preSentation of the Comprehensive Plan was
scheduled for October 30th; that meeting was cancelled since Plan
was not ready for presentation; the matter is on the Planning
Commission agenda for November 8.
Discussion followed re advisability of having Shetler finish the
Long Range Plan, and the Village need for technical planning
services.
After discussion Herrick moved, seconded by Olman that the J.
Darling & Associates contract with the Village be terminated
as of November 19, 1973. Motion carried unanimously.
Crichton moved that proper arrangements be made with Shetler
and/or J. Darling & Associates for payment of the contractual
agreement for the Long Range Plan when al I phases of the Plan
are satisfactor'ily completed, total cost of Long Range Plan not
to exceed $9,000.00. Herrick seconded, motion carried unani-
mously. Mayor Crepeau appointed a committee, consisting of
Lyndon, Wingert, Woodburn and McNiesh to meet with Shetler and

Counc!l directed the Administrative office to contact planners
and advise that Arden Hills is Inviting written proposals for
Village planning services. (Clerk to invite proposals from
J. Darling & Associates and from R. Shetler as well as other
planners).

For the Interim pet-Iod It was the consensus that R. Shetler",be
retained on a month to month basis as technical advisor.
Johansen Sick Leave
Th~ status of Johanson's accumulated sick leave and the Village
total disability insurance coverage was discussed. Herrick
moved, seconded by Dlmen that Johanson's sick leave be extended

unti I November 19th, date disabiliTY insurance becomes effective,
and thereafi'er up to December 3, I VI I lag& extend sick leave to
cover the 40% of his salary not covered by insurance. Motion
carried unanimously.
Actln~ Public Works Supervisor
Dlmen moved that Clerk Administrator b. appointed Acting Public
Works Supervisor and that Council authorize employing W. Karth
for emergency plowIng and sanding at $2.50 per hour. Motion
seconded by Crichton, carried unanimously. Council requested
Buckley to assist Clerk.
. Vendln~ Machines
Cr I chton moved, seconded by Herrick that the Council refer to
the Finance Committee the matter o'f licensing certain types of
vending machines to determine if tOl3se were Intended to be
, II censed. Motion carried unanimously" Clerk was advised That
Counc 1 I intent i s nOT to nsquir'e 1973 licenses fo r those in ques-
tion.
Park 01 rectol"
Buc:, I ey' s letter of October 19, 1973 to the Council was reviewed
and will be cons.lder13d by Couf\ci I in salary determinations for
1974. Herrick stated that the Comprehensive Park Plan has beon
submitted for Counc i I app rova I , that Buckley has secured many
volunteers to assist In park maintenance and program develop-
ment, and has been doing considerable outside work formerly done
by Public Works Department. Crichton noted that Buckley is
highly qual jfled and the Vii lage needs this type of man at this
time.
Committee Appointments for 1974
Mayor Crepeau advised that 1974 appointments to Committees and
Commissions wiil be made in the near future and requested
Counc! Imen' s rocommendations.

Crichton moved approval of the following .resolution:

Seminar - Sexton
Request to attend Seminar on December 2 - 7 was tabled pendIng
clarification of cost.

Clerk Administrator was directed to.submit claims
Incurred while attending necessary meetings, seminars etc. on
