Minutes of Regttlar Council Meeting Village of Arden Uills ' Monday, June 11, 1973, 8:00 p.m. Village Hall Call to Order Mayor Henry J. Crepeau, Jr. called the meeting to order at 8:00 p.m. !!!ll Call Present: Mayor Henry J. C;repeau, Jr., Councilmen Ron Uerrick and Stan Olmen . Absent, Councilmen John Hollenhorst and Charles Crichton Also PreS<!lnt: Engineer Don Lund, Treasurer Richard O'Kelly, Parks Director John Buckley, Acting Clerk Administrator Charlotte NcNiesh, Deputy Clerk Dorothy Zehm Approval of Minutes The minutes of the Regular Council Meeting of May 29, 1973, were approved as presented. BUSINESS F1l.OM THE FLOOR None. REPORT OF VILLAGE ATTORNEY JAMES LYNDEN (absent) Union Contract Letter Mayor Crepeau reviewed Attorney Lynden's letter of June 7. 1973, regarding the Unf.on Contract, noting a resolution Bnd executed contract are required. Attorney to report further at June 25th Council Meeting. REPORT OF VILLAGE ENGINEER DON LUND SealcoBting Bids Engineer Lund reviewed the three bids received and reccmmended that the Council award the bid to the low bidder - Allied Blacktop Co., in the amount of $9,640.00. Other bidders were: Bituminous Roadways, Inc. - $9,960.00 and T. A. Schifsky & Sons, Inc. - $13,720.00. Olmen moved, seconded by Herrick, that the Council concur with Engineer Lund's recom- mendation and award the bid to AllIed Blacktop Co.; motion carried unanimously. Highway Department Pl~ns, 1-35~ Engineer LU;1d repurted that thE< I.-35W Highway plans submitted to the Village are for proposed changes in signs; the Highway Department is asking for comments at this t~.lIle. \. The Council members werc requested to r",fer any qu<!stions they have regarding the proposed sign changes to either Don Lund or Char.lotte Mcliiiesh. County Road E - Water Break Engineer Lund reported that o1\ly one 1>i6 has bean received. Shafer Contracting and McDonald have not responded to Banister's June 1 invitation to bid. Afcer discussion, Engineer Lund was requested co cont~ct the County regarding the possib~,lity of the, County making the necessary repairs. Bussard Plat - Utilities and Road Plans and ificationa Engineer Lund reported that he received Che roa and utilities plans and specifica- tions for the Bussard .\adition late in the week nd haa not had time to prepar.e a written report. Council Meeting ~iuutes -2- June 11, 1973 The following points ware noted: 1. No provision for sealcoating the road has been included in the plans. 2. The 30' wide paved road would require variance approval. (34' required by Ordinance No. 98) 3. The stom drainage has been channeled to run toward the Lametti property - no ponding area is provided on the Bussard property. 4. No gate valve is indicated ahead of the proposed hydrant. The Council tabled the matter, requesting Engineer Lund to check with Carley Engineering regardiug the drainage plans, and to alert Attorney Lynden to the proposed drainage situation. . RIlPORT OF VILLAGE TRBASlllUlR RrCHAIID O'I<ELLY Treasurer O'Kelly reported that $165,000 in C.D.s matured today at Sl:f%; re-invested $145,000 in C.D.s at 7.70% for three months. He reported an anticipated increase in interest rates into the fall of 1973. REl'ORT OF COUNC:rLHAN JOHN HOLLENHORST - Planning and Zoning, Human Rights (absent - report by James Wingert) Case No. 73-25, Presbyterian Homes - Fence Variance Mr. Wingert reported that the Board of Appeals and Planning Cowrlss1on recOllllllends Council approval of the 6' chain link fence along portions of the Presbyterian Homes property lines, as requested. Herrick moved, seconded by Olmen, that the Council concur vith the recommendations of the Board of Appeals and Planning Commission and approve the issuance of the Buildi.ng Permit for the 6' chain link fence. as requested; motion carried unanimously. Case No. 72-35, Pemtom - Preliminary Plst. Townhouse Villages at Arden Hills, Third Addition After review of the Planning Commission's re~ommendations to the Council. Herrick moved, seconded by Olmen, that the Council approval of the Preliminary Plat of Townhouse Villages at Arden HUls, Third Addition; the addition of the "I" IIIOdel, as described, the.overall plan, including the "y" turn around a as recOllllllended by the Fire Chief and as shown on the amended site plan, dated, May 3, 1973. Motion carried unanimously. Case No. 73-7. Mrs. Farkas - Lot Split Request After review of the Rdgistered Land Survey, depicting the proposed lot split. Olmen moved, seconded by Herrick, that the Council approve the lot split requested, sub- ject to a 30' wide road easement ahutting the south property rather than the 25' wide road eaSell.lent shown. ~lotion carried unanimously. Bethe1,College Street Light Request Wingert reported that the Planning Commission recommends Council approval of the lights requested by Bethel College; Village to be re-imbursed by Bethel College .for all costs involved. . After discussion, the Council cvncurred with the Planning Commission's recommendations to approve the street light installation and requeGted Mrs. McNiesh to write to Bethel College advising of the Council's action and suggesting t.hat aesthetic entrance lights be considered. REPORT OF COUNCILMAN CHARLES F. CRICIITON .. Finance, Ordinance REview (absent) Federal Revenue Sharinl Mayor Crepeau reviewed a suggested schedule of Village spending of Federal Revenue Sharing funds for the first half of 1973 as prepared by Councilman Crichton. -2- Council Me~ting Minute9 -).;, June 11. 1973 Herrick moved, uec~nded by Olmen, that the Council accept the following schedule: Dog Ordinance Enforcement. REPORT OF COUNCILMAN STAN OLMEN - Pul>1ic Works No report. REPORT OF COUNCILMAN RON HERRICK - Parka and Recreation Village Rall Site Improvement Herrick reported that t100 bids have been receivecl for blacktopping and curbing. After discussion, Berrick moved, seconded by Olmen, that the Council award the bid to tbe low bidder, Total Asphalt ~pany, in the amount of $3,772.00, for asphalting and curbing: items No.5 (tenace) and tlo. 4-1 (poured curb) to be eliminated fr_ the bid. Motion carried unanmously. Perry Park Herrick reported that Porry Park is being used every evening by men, womeD and children. Valentine Park Herrick reported that the infield is in at Valentine Park; the field is now playable and a game is schedUled there on Wednesday. State Youth Employment Progr~ Harrid'. expressed interest in the ne~ State Youth Employmel1t Program. The Council requested C. McNiesh to attend the meeting regarding t.his program on Tuesday, June 12, and to report to th~ Council regarding the contract involved - limitations and conditions, etc. i llEPORT OF MAYOR liE!lf!.'f J. CREPEAU, JR. - General Government, Public Safety ManholE Survey, Mayor Crepeau briefly reviewed Mr. Johansen's r~port regarding the immediate need to raise 19 to 20 ~li1Uholes, reporting that this work has been started. .Fullt~e Police Officer Mayor Crepeau recommended the a~poiu~~ent of James D. LaValle as e full time police officer ae of July 1, 1973 at $5.16/hr. Herrick moved, seconded by Olmen, that the Council approve the appointment as recommended; motion carried unenimously. ....3- . .
