Prosent: Mayor Henry J. Crepeau, Jr., Councilmen Charles Crichton, StenleyOlmen (left 8:30 p.m.), Ronald Herrick and John Hollenhorst (arrived 8:35 p.m.). REPORT OF VILLAGE ATTORNEY JAMES LYNDEN Uniform Franchise Ordlnanc~ . Attorney Lynden reco~mended Councl! adoption of tho ordinance as sub- mitted, except to change the heading to conform with the standard form for ~illage ordinances. Mayor Crepoau stated the Greater Metropolitan Federation had planned to have representation at the meeting regardIng the proposed ordinance. After discussion, Crichton moved, seconded by Herrick, that the Councl I approve the lot spiit variance and the Registered Land Survey, as sub- mitted, and authorize the Mayor and Clerk to oxecute the deeds Involved and the Registered Land Survey. Motion carriad unanimously. REPORT OF VILLAGE ENGINEER DON LUND (Absent - report by Councilman Olmonl S0 a i co,! t j n ~~,gs1l..~1.2~, Councl iman Olmen presented specifications fOl" tho sealcoatlng of approximatoly one-fourth of the Village streets, and moved that the Council approve the specifications and authorize advertisement for bids; bid opening to be at 11:00 a.m., friday, June I, 1973, at the VI! lago Hal I by the Clerk and Vi Ilage Engineer; motion was seconded by Herrick and carrIed unenlmously. . Mr. Herrick said that the contractor should ba allo~ed to set the completion date. Case No. 73-20, Dennis Boldt - Sldeyard Variance Request Hollenhorst moved. seconded by Herrick, that the Councl I concur with the Board of Appeals and Planning CommissIon recommendations to approve the 5t' sideyard variance as requested. CRICHTON - Flnanca and Ordinance Review finance Committee Councilman Crichton reported that the Finance Committee did not meet 'j-his month; therepor'r<:rf Mr. Buckley's Insunlnce Is pending, but was not ready for the meeting. f!deral Revenue Sharing Crichton advised the Counci I that a determinatIon must be made by June 20. !:'973, as to how the Arden Hills Revenue Shal-ing money for tho first 6 m6nths wilL be used (about $10,0001. He said he wIll have a repert for the next Counci I meeting and asked that the Council be thinking about how the money should be used. REPORT OF COUNCILMAN RON HERRICK - PHKS and Recreation . VBlent!na-Park DrainaR~ Councilman Herrick referred the Councl I to the Parks and Recreation minutes of May 8, 1973, and suggested that Mr. Buckley, Bud Johansen, the agricultural proTe!?sor f'"om the UnlverslTV of ~linnesota and a representative from the Ramsey County EngIneer's office meet re this drainage problem and report to the Counct I as soon as possible. Warming House Donation Councilman Herrick advised that the Parks and Recreation Department would like to move the library building, donated by Ramsey County, to Valentine Psrk to replace tho present warming house. He said the. mtimated cost of moving the structure Is $300.00 (maximum). Councilman Herrick reported that the HIghway Department Intends to relinquIsh the 60' wide easement which runs diagonally north from Hamline Avenue and County Road F to Highway 96 and Lexington Avenue. He SOlid the Parks'and Recreatlon.Committee would like 'to obtain this easement for a !ineal pel-;' and also to retain this area as the boundary between the l-l and R-I zones. CREPEAU, JR. - General Government and Public Safety Part-time Temporarv Patrolman HerriCk moved, seconded by Hollanhorst, that the Council approve the employment of Mr. James LaValle as a part-time temporary patrolman at $4.90/hr effective May 4, 1973; motion carried unanjlmously.
