Attorney lynden recommended that the Councl! grant the vacations of
portions of Prior AV9nIJ8 and Mounds Avenue, end reed. in Its entirety,
R050lwtlon No. 13-~3.
Hollenhorst reported that ho he9 bGon advised that the company
which constrlJct~d "mowlilas", the type of mobile ho.es Mr. AdaMs
had proposed to !ocate In the enlarged Arden Manor moblDe ho.e
park, has beGn closed. He slJggest$d that the Council withhold
the vacation of these streets until Mr. Adems can find a slmller
mobile ho..whlch wou~d be comperab!e to the "movIIDa-, which was

Mr. Adams state~ that he Intends to substitute mobile homes very

SPECIAL USE PERMIT--Case No. 71-21
.
The undersigned, the Acting Clerk-Administrator of the
Village of Arden Hills, does hereby certify that this Special
Use Permit is granted pursuant to the provisions of Ordinances
No. 99 and No. 147 of the Village of Arden Hills in accordance
with a public hearing duly held by the Planning Commission on
Tuesday, August 3, 1971, and subsequent approval thereof by the
Arden Hills Council on January 31, 1972 and February 12, 1973.
Permission is accordingly given for the development, oper-
ation, and use of the following described property for a mobile
home court consisting of 200 "movilla type" mobile home lots to
be constructed by the developers in accordance with plans sub-
mitted to the Village on December 29, 1971 under Case No. 71-21.
The property to which this Special Use Permit applies is legally
described as follows, to-wit:
Lot 25, Block 4, and Lots 1, 2, and 3, Block 5, Mounds
Center; and
Those portions of Prior Avenue and Mounds Avenue vacated
by the Council of the Village of Arden Hills on February
12, 1973 pursuant to its Resolution No.1.?-/~ and described
as follows, to-wit: Prior Avenue between 1tS intersection
with the Westerly right-of-way line of State Trunk High-
way No. 10, and the South line of the Northwest Quarter
of the Southwest Quarter of Section 16, Township 30, Range
23, and all of Mounds Avenue lying within the Northwest
Quarter of the Southwest Quarter of said Section 16,
Township 30, Range 23, lying Easterly of Interstate High-
way 35W; and also all of the sanitary sewers and appurten~
ances released and relinquished by the Council of the vil-
lage of Arden Hills to Twin Parks, Inc., a Minnesota cor-
poration, and James L. Adams and patricia Adams, husband
and wife, pursuant to the aforesaid Resolution adopted
thereby on February 12, 1973 and legally described as fol-
lows, to-wit: All of those sanitary sewers and appurten-
ances lying within the rights-of-way of Prior Avenue and
Mounds Avenue in the Northwest Quarter of the Southwest
Quarter of Section 16, Township 30, Range 23, lying Easterly
of Interstate Highway 35W; and

That part of the Southwest Quarter of the Southwest Quarter
of Section 16, Township 30, Range 23, which lies Easterly
of the proposed State Trunk Highway No. 394, except that
part lying within the East 240 feet of the West 1193.07
feet of the South 263.65 feet of said Southwest Quarter
of the Southwest Quarter and excepting therefrom the South-
erly 200 feet of said tract; and

That part of the North half of the Southeast Quarter of
the Southwest Quarter lying Westerly of the center line
of State Trunk Highway No. 10, subject to the right-of-
way of said Highway No. 10 and except the Northeasterly
225 jeet of that tract lying North of the South 33 feet

at right angles from a point on the center line of said
State Trunk Highway No. 10 and 900.2 feet Northwesterly

scribed as follows: Beginning at the South Quarter cor-
ner of said Section 16 and measuring North along the cen-
ter I ine of said Section 16, a distance of 492.9 feet to
the center line of said State Trunk Highway No. 10, thence
Northwest along the center I ine of said Highway No. 10,
North 38 degrees 22 feet West a distance of 1447.40 feet
to the point beginning of the tract to be described; thence
to the left at right angles a distance of 250 feet; thence
to the right at right angles a distance of 238.1 I feet,
thence to the right at right angles a distance of 250 feet,
thence to the right at right angles a distance of 238. I I
feet along the center line of said Highway No. 10 to the
point of beginning; and except that portion of said prop-
erty taken and a part of the right-of-way of said Highway
No. 10; and
The West 420 feet of the Southeast Quarter of the South-
east Quarter of the Southwest Quarter of Section 16, Town-
ship 30, Range 23, Ramsey County, Minnesota, subject to
State Trunk Highway No. 96, except premises described at
Entry No. 17 hereof, and the West Ha I f of the South Ha I f
of the Southeast Quarter of Section 16, Township 30, Range
23, according to the United States Government Survey the~e-

This permit is issued subject to all the requirements and
conditions set forth in Ordinance No. 99, the Zoning Ordinance,
and Ordinance No. 147, the Mobile Home Court Ordinance; subject
to the requirements and conditions of M.S.A. Sections 327.10-
327.28 and the Regulations of the State Department of Health;
subject to the obtaining of proper Bui Iding Permits and such
other Permits as may be requi red under the Village Bui Iding Code;
and subject to the following special conditions:

I. Compliance with recommendations made by Planner
Richard Shetler dated January 31, 1972, as am-
pi ified and expanded by the Planning Report of
Planner James P. Uttley of May 18, 1972.
2. Compliance with the staging plans as set forth
in specifications dated January 4, 1973, sub-
mitted to and approved by the Vi I lage Engineer
and substantial completion of each stage by the
completion dates specified therein; in the event
that substantial completion of any stage has not
been made, as of the completion date specified,
then this Special Use Permit shall be voidable at
the d i scret I on of the Counc i I.
3. Compliance with utility and road recommendations,
pertaining to water main, sanitary sewer, storm
sewe r, and roadways, made by the V i II age Eng i neer
in his report dated February 14,;1972.

4. Receipt by the Village of a Performance Bond
in the sum of $27,951.18, on which both the
contractor and the developers appear as prin-
cipals, to insure completion of landscaping
in accordance with the staging plans: herein-
above mentioned,
5., Receipt by the Village of a Performance Bond
in the sum of $289,198.00, on which both the
contractor and the developers appear as prin-
cipals, to insure completion of the over-all
construction of the project in accordance with
the staging plans hereinabove mentioned.
