Courtney, Engineers Donald Lund and Donald Christoffersen Approval of Minutes .j The minutes of the Rogular Council llIeetlng of October 30, 1972 were i approved as amended. The minutes of the Special Council meeting of November 8, 1972 w,re approved as submitte~. REPORT OF VILLAGE ATTORNEY VINCENT P. COURTNEY ~mendment to Ordinance No. 151 The final draft of the ordinance was reviewed by Attorney Courtney and changes requested by the Council were noted. The Counci I determined that events such as school carnivals, etc. will be regulated by permit Instead of license; perllllt requlrelllents to be detal led In a Councl I resolution. Clerk Administrator to pre- pare a list as discussed earlier by the Council. Motion was made by Herr-Ick, seconded by Olmen, that AN ORDINANCE AMENDING ORDINANCE NO. 151 BY ESTABLISHING AN AMENDED TABLE OF LICENSE FEES AND IMPOSING CERTAIN INSURANCE REQUIREMENTS be approved as alllended, that this be considered as a third and final reading, and the Ordinance be adopted as read. Motion carried unanimously~ Ordinance ReQulatlnQ Foods Attorney Courtney reviewed the final ordinance draft and noted changes which were made at the request of the Council. After discussion, the Council determined that smal' roadside stands i sel ling apples, vegotables. etc. wi Ii be regulated by permits established. by Village resolution. Lex I n~ton Avenue Improvement Utilities Superintendent Johensen is attending the public he.rlng tonight on the proposed Lexington Avenue Improvement, and will submit a report to the Plennlng Commission for their meeting of Nov. 14, 1972. Public Works Maintenance Oepartment Councilman Herrick reported that he feels that the relationship between . the Public Works Superintendent and employees of that department Is the best It has ever been In the Ylllage, that the department has very much Impr~ved since Superintendent Johansen has been on the Job, and thet ell persons working with him respect and like him. REPORT OF COUNCILMAN HERRICK - Parks and Recreation, Human Rights LexinQt~n Avenue Improvement Councilman Herrick inquired es to the Council's feeling regarding the proposed Lexington Avenue Improv.ent as It r~lates to Ingerson Park. The County has requested a Village resolution stetlng we feel that the Lexl ngton Avenue Improvement will not be detrimental to our park. They need this statement to ellow them to quellfy for federal funds to finance the project. The County wi II provide Ingress end egress to our perk, If they receive the resolution; The Council asked that County Engineer Anklan, or his representatl~e, appeer before eny YII_ lege committee or Council meeting to let us know exactly what they wen~ In such resolution. REPORT OF MAYOR HENRY J..CREPEAU, JR. - General Government Public Safety Open Spaca Mayor Crapeau reported he attended a meeting on November 6, at the Court House regardl n9 the Ramsey County Open Space Program. County representatives will present the Schmidt Park supplement plan for open space acquisition In Arden Hills at the Council meeting of November 27. 1972, at 8:00 p.m. All Planning Commission and Parks and Recreation Committee members are to be invlt!d to attand. REPORT OF CLERK ADMINISTRATOR LORRAINE STROMQUIST Sale of Christmas Trees Motion was made by Herrick, seconded by Henderson, thOlt Resolution . No. 72-56 be approved to establish 8 permit requirement for the sale of Christmas trees in the Village of Arden Hllis, and that the fee for such permit be $15.00. Motion carried unanimously. Claims Motion was made by Hollenhorst, seconded by Herrick, that the claims be approvod a5 submitted. Motion carried unanimously.
