Co~nc!lman Henderson reported on a Joint meeting held of the Council,
Department heed~ cnd Finance Committee members concerning the annual
budget end tax levy. He com~nded the newly formed ;-Inence Committee
subcommIttee consisting of Ches. Crichton and Robert Nethercut and
esked Mr. Crichton to detail to tho Counci I reoommendatlons made by
the subcommittee and endorsed by the Finance Committee.
Mr. Crichton reviewed his subcommittee's recoMmendatIons In detail,
presentl~g propo~als A end e, stating that Proposal A will provide a
budget and lev, equal to the 1"ax levy limitation with no penalties;
Proposal B provides additional ohanges to the budget end still provl48s
for a t8~ levy w,th no ponalties. He reported the Finance Commlt1"ee
recolllmendatlon tllat the Couno! i adopt the 1973 proposed budget end
tex levy 85 a~ended in Propose, A with such additional ohanges In
Proposal B that the Counoll fInd appropriate.
The Counc!1 reviewed recommendations In detail end amended Proposel B
as ettached.

publicity be given th.t 1"he Village Hall will be open 1"hree evenings,
October 13, 16 end 17, for voter roglstratlon.

WHEREAS: the purpose of Cleaner Air Week Is to promote a unIted
educe1"lonal program for cleaner air and to help build
a better, stronger Amerlce; and
.
WHEREAS: air pollutIon Is a serious community problem brought about
through IndustrIal expansion and IncreasIng population,
and since Industry and populatIons give every Indication
of continuIng to Increase at an Impressive rate; soot,
smoke, flyash and noxious fumes end gases promise to
become a ~reater hazard to the health and welfare of the
community; as well as a source of grave economic waste;
and
WHEREAS: In these days when the Nation's security Is threatened,
air pollution abatement assumes Incroaslng Importance In
Its prevention of wast. of materiels and energy, Its
cuttIng the cost of fuel, factory upkeep and maintenance,
and Its reduction of Illness and absenteeIsm; and
WHEREAS: the halerd of air pollution can be greatly diminished
through Intelligent action Inyolvlng engineering equip-
ment, research, education and personal conscience; and
WHEREAS: with some of the mechanical means already available
combined with the enlightened attitude of Industry, air
pollution control Is forging ahead, but these measures
must be contInued and further measures Instituted to wIn
the race against air pollution: and
WHEREAS: tobacco smok& is 8 major contributor to pollution of the
Indoor environment ceuslng greys discomfort to the non-
smoker Dnd rosultlng In a sIgnIficant hazard to the health
of both smoker end non-smoker alike: and
WHEREAS: for these rellsons thO) abatement of air pollution In all
Its \'!Srlous .forms Is of utmost concern to American citiZens;

these Coune! I Ch~mbers during the periOd of October 15
to Cctober 21, 1972. And be it further resolved that
tbls Council requests that al I citizens coopera1"e fully
in the observance of this week end undertake a yeer-
round campaign to abate destructive air pollution fro~

The undersigned, Clerk-Administrator of the Vi Ilage of
Arden Hi lis, does hereby certi fy that this Special Use Permit
~ is granted pursuant to the provisions of Ordinance No. 99
of Arden Hills in accordance with a public hearing duly held
by the Planning Commission on Tuesda.Y_L~'<?Q1~J:n!J~2...-1972, and
subsequent approval thereof by the Arden Hi lis Counci I on
S e l' t eJ:n b e r--EJ__JJU2.
Permission is accordingly given for the use of said
property for the operation of aU-Haul trai ler and truck rental
operation as described, and in accordance with plans submitted
with Case No. 72-33, at 3833 North Lexington Avenue, which
property is legally described as follows, to-wit:
The East 265 feet of the North 283 feet of the
Southeast Quarter (S.E. ~) in Section 27, Town-
ship 30, Range 23, subject to roads.
This permit is issued on a trial basis for six months
from date of approval; date of review to be March 25, 1973.
