Planning Consultant .Contract
Councilman Hollenhor.st reported that the Planning Commission recommends
termination of the Vlllageccontract with Midwest Planning and Researth,
as soon as possible, an~, further, that a contract agreement be made
with J. Darling and Assoc!ates for the planning consultant servlc/ils'of
Mr. Dick Shetler, effective July 2Q, 1972. Attorney Courtney advised
the Council to givaMfdwest Research an Immediate written notice of
contract termination.

Motion was made by Hollenhorst, seconded by Herrick, that Clerk AdminI-
strator write to Midwest Planning and Research, Informing them that
Arden Hills would like to terminate Its contract Immediately by the end
of July, and, if this Is n6t possible, that the contract, In any event,
be terminated by August 10, 1972, pursuant to ArtJcle 7, and, furth~.r,
that a bill be submItted to us for Plannlno Consultant services to that
date, and, further, that the Village Counell adopt the J. Darling con-
tract for RIchard Shefls,"'s services, effective July 20, 1972, siJbjec:t

Aftar discussion, the Council agreed to ab.ndon the sanitary sewer at
the property Ilna of Twin City Die Casting rather than paying anything
for an easement. They authorized the VI! lage Attorney to perform the
nacesRery legai work In the matter.

Motion was made by Herrick, seconded by Hollenhorst, that Resolution
No. 72-31, reletlngto apportionment of assessments relatIng to
Consolidated Sanitary Sewer Improvement Nos. 12 and 13, be approved
as submitted; motion carried ~nanlmous!y.

County En~lneer - Municipal En~lneersl Meetln~s
Engineer Christoffersen reported 8 request from the Ramsey County
Engineer to meet once a month with municipal engineers to discuss
matters pertinent to the the County Engineer's Pepertment end the
municipalities on any matter of general need or Interest. Engineer
Christoffersen stated ha felt that the meetIng would often be
mutuel!y beneficial to the Village and County, end said that his firm
would plan to send one porson to e meeting to represent all the
commun.l.tles for which they provide engineerIng consultant servIce;
Arden Hills would be ch~rsed on a pro-rata basIs, and, ,,~ a particular
meeting does not cover a subject pertinent to Arden HI lis, then no
representative wll! ~ttend for us.
The Council authorized attendance at the meetings for three months,
fee to bo pro-rated, and asked Mr. ChrIstoffersen to review It wIth
tham after that period.
Street Improvement No. .11..:2 .
Engineer Christoffersen reported that he wrote to Dunkley Surfacing
Co., water contractor, and McDonald & Associates, sanitary sewer
contractor, and requestodrepalrs to Floral Drive In accordance with
contract requirements. Both contractors have agreed to do the work
at the completion of the current union strike.
Mr. Christoffersen pressnted an Informal written report, dated July 10,
1912, listing estimated costs and assessment charges for James, Norma,
and Gale Circles, assuming all lots IIssessed 100%. Costs for storm
sewer are not Included In the estimate, be~ause no VIllage policy has
yet been established for assessing storm sewer costs.
The Council determlnac! to take Ii';') further BetLonon th.e proposed street
improvement for Floral Drive until the repair work has been done by
the water and 5~Wer contractors.
Motion was ma~e by Herrick, seconded by Dlmen, that ResolutIon No. 72-33
be approved authorizing the Village Engineer to prepare plans and
specifications for street Improvements for Norma, James and Gale CIrcles,
report to be ready for July 31 Council meeting and costs to be broken
down proportionately, and with curb and gutter to be' left off plans;
motion carried unanimously.

The public hearing for the Planned Unit Development has been reschl'duled
to August I, 1972, at 8:00 p.m. at the Village Hall.
Case No; 72-36, Northwestern Colfegs Building Permit
Request for Student Housing
The developer will appear before the Planning Commission on a prelim-
Inary basIs on August i, 1972; no public hearing has yet been scheduled.
Case No. 72-24, Midwest Relay Microwave Tower - Special ~se Permit
Councll~an Hollenhorst re~orted that the Planning Commission again
reviewed Cilse No. 72-24 on July 6, 1972, and l"IilconHrmed Its original
recommendations to the Co.uncll to deny the speclel use permIt for a
microwave tower permit, as outlined In the Planning CommIssion mInutes
o' June 6. ! 912.
The Coun~11 discussed aesthetic end safety factors of the proposed
tower end the tower's probab1e effect on nearby properties and on
the Village as e whole. All voiced concern as to safety.
Counc!lman Herrick stated he was concerned with the safety fector
end wondered If e 2-acre site would lend more safety then the pro-
posed I-acre site. He also stated concern for surrounding property
values and feJt that perhaps a larger site would be more desirable.
Atty. Memmer stated that the Village voiced objections to an earlier
a~pllcctlon made by the company, which proposed a 3-acre site.
A :illfety study on the proposed tower. pe rforme d by an I ndepen dent
engineer and paid by Mld~lestern Ralay Co. was discussed. Atty. Memmer
stated that Ellerbe end Associates specialize In this type of study
and that they ere a firm not Involved In anyway with MIdwestern Relay
Company's proposed microwave tower project. He said the report could
be prepared In one week.
Atty. Courtney advised that our Village engineering firm has been
contacted and are favorable to a safety study to be performed by the
Ell erbe Company.
Mr. Comts, Midwestern Relay, stressed the Importance of the tower In
relation to the total tower system, and said the time factor Is very
important to the Company; he said a great deal of money Is tied up
In the towers already built elsew~ere, and I" the equipment In storage
for the Arden Hills tower; that his Company Is under contract wIth
ABC, NBC and CBS. He requested CouncIl action on the Case tonight.
Atty. Courtney revle\1ed the calendar on the case file and remInded
the developer that the Village has caused na delay in the matter;
Atty. Memmer agreed to Mr. Courtney's statement.
Councilman Hollenhorst questioned future exp~nslon plans for the
facilIty. Mr. Comte stated that the size of the tower should remain
the same Indefinitely, but the size of the building llndamount of
equipment may forsaeabiy expand In the fut~~a.
Motion was made by Hollenhorst, seconded by HerrIck, that Ellerbe &
Associates be designated as the firm to perform II safety study of
the proposed tower, that Atty. Courtney submit the order to them for
the report, and thai' the repart be submitted to OLlr Village engineer
at Banister Short Elliott Hendrickson a~d Assot~ates, and that cost
of the report be paId by Midwestern Relay Co.; motion carried unanimously.
Councilman Herrick asked that the report shaw thadlfference of Impact
on safety of the tower on a I-acre versus II 2-acre site.
Mayor Crepeau stated that if the report Is done within II week, the
Council wl:1 be willing to SChedule a special meeting on the matter
during the week of Juty \'1.
