No further action taken by Council. lexln~ton Avenue Street Im,rovement Mr.floyd Snyker, Asslstan' Ramsey County Engineer, presented prelim- Inary plans fo~ the Improvement of lexlngton Avenue, from County Road o to Co~nty Road E. P~oposed construction Is to be done In about five yoars, He reported that the Improvement project Is entIrely dependent upon State Highway funds, and that no Federal Urban Highway Funds are available now, but may be In the future. The plan proposes four traffic lanes on Lexington Avenue with raised medians along the center. The grade Is to be Dowered at County Road D, the road straightened, and a hump removed, and traffic signal lights ar~ to be placed at the Intersection of Lexington and County Road E. Some 1JJodltlona9 Janel right-of-way Is needed for the sIgnal light Instal- lation. A rlght-ot-way diagram was reviewed by Mr. Snyker and given to Mayo~ Crepeau. Traffic projection fIgures of the Highway Department were quoted by Mr. Snyker. The figures are on tile at the VIOiage offIce. Mlnu~es of Council Meeting Page two March 13, 1972 Assessments On Federa~ Property Attorney Courtney reviewed his letter, dated March 13, 1972, which Informed the Council that the Village has no authority to assess federal property such as the arsenaB. He recommended that the Council consider amendments to the utility ordinances, providing for deferred assessments In the event such property Is subsequently connected to the municipal system. The question, and Attorney Courtney's written opinion, were referred to the Utilities Subcommittee of the Finance Committee. Clerk Administrator was directed to Inform the NaegeYe Sign Co. that the Council has determined that the signs are non-conforming to Village Ordll'lanca and that the applications for licenses and permits have been denlad and that the billboards should be removed from the property on or before October I, 1972. All permit or license fees on deposit for Naegele for such billboards to be refunded. A discussion followed concerning access roads to the mobllo home park and to the Kleldon property. A diagram was studied of the proposed mobile home street plan, showing access roads and changes d~e to a planned claslng of the service lane north of the Big Ten Supper Club. Attarney Courtney stated he fe~t that the Kieldon praperty should continue to be served by a pub!lcaccess, Instead af an access ease- ment as proOposed by Suburban Engineering, Inc. After discussion matlon was made by Hollenhorst, seconded by Hendersan, that the access road to the Kleldon property be a dedicated public right- of-way. Motlan carried unanimously. Lexington Avenue Engineering Study Engineer Lund reported that the proposed County Improvement of Lex- Ington Avonue may require some eventue~ Engineering studies, particu- larly roiatlng to turn lanes at Arden HIOO~ access poInts. f!pposeU for Engineering Services - Water Improvement No. 72-1 T~s Council briefly discussed a proposal for engineering services for Water Improvement No. 72-1, as submitted by Engineer lund. Special Use Permit Councilmen UoDlenhorst announced that 8 public hearing will be held on March 20, 1972, by the Planning COtlImlsslon, on the proposal of Indoor Tennis, Inc. to build a private tennis club In the Ylllage. He asked that the Ylllage Engineer's report on the plan be ready for Planning Commission consideration at that tlllle. . Cas. No. 72-02. Aftar further discussion, Council directed Clerk Administrator to write to Highway District Engineer Merritt requesting the foilowlng: ~. Henderson reported that the Committee felt that an Insurance sub-committee and the Vlllag0 Onsurance Agent could substitute for some of the services of the Insurance Consultant. They repol"ted that they hl:t the Pemtom project will Increase drainage across the McClung property and ~~~herefore. the Femtom corporation should beer some of the cost for ~.~ ~uch run-off. The McClungs requested that the V!llage Engineer ~. make a study of anticipated drainage of the Pemtom project plus future deveiopment areas to the east, to determine what the antici- pated runoff will be If such projects are burlt. They suggested an appor-non.ent s~hedule of costs so that the McClungs would not . eventually Debr the full brunt of such costs when their property Is developed In the future.
