MINUTES OF SPECIAL COUNCIL MEETING
Village of Arden HI lis
Monday, August 18, 1975 - 7:30 p.m.

The meeting was called to order by Mayor Crepeau at 7:35 p.m.
Roll Call
Present - Mayor Henry J. Crepeau, Jr., Councilmen Charles Crichton,
James Wingert, William Feyerelsen, Robert Woodburn.
Absent - None.
Also Present - Planner RIchard Fredlund, Clerk Administrator
Charlotte McNiesh, Deputy Clerk Dorothy Zehm.
Case Nc>. 75-23
Mr. Pat Flaherty and Mr. Max Goracke presented an amended site plan
of the Connelly Avenue area, depicting changes in Flaherty's parking
areas (to accommodate 257 stalls), delineation of realigned one-way
road right-of-way, pondlng areas, proposed landscaped areas, change
of access to adjacent properties; all based on preliminary grading
-studies.
In discussion of drainage, Goracke noted that the proposed ponding
area will hold approximately 6000 cu. ft. of water (I" to 2" rainfall); .
does not know what else drains into the site, but site wi II contain
the extra run-off which the amended parking lot construction will
contrlbut~, as well as the run-off from the McDonald site; proposes
to lower the catch basin and install a pipe restriction to allow water
to funnel out slowly; also agreed to mound west property I ine to 927
contour (instead of 926 as shown) to prevent run-off of heavy rain
to the west and north of the site.
Flaherty agreed to curb Connelly Avenue on all the Flaherty-owned sides
of the road.
Flaherty noted that Shaw Lumber Company has expressed opposition to
the proposed changes presented earlier (plan dated 8-7-75); have not
seen the amended plan presented to the Council tonight.

Af':'rf.urther discussion, Woodburn moved that the motion be amended to
permi~ Flaherty to proceed at his own risk, after consulting with
Attorney Lynden as to probable feasibility, after landscape and grading
plans are submitted. Wingert agreed to the amsndment and motion, as
amended, carried unanimously.
In discussion of costs of project to be borne by the Vi llage, Goracke
stated that It is their Intent that the VII lag. Attorney and Engineer-
Ing fees, signing and striping of streets and delineation of road
rlght-of-~Iay, except on the Flaherty-owned sid&s of Connelly Avenue,
be borne by the Village; Flaherty wi II pay costs of balance of project,

1976 Proposed Budget
McNlesh referred Council to charts and graphs to be added to the Pro-
posed 19768udget; reporting that the Finance Sub-committee has sched-
uled a meeting on Tuesday, August 19th at 7:30 p.m., at which time they
will receive the Proposed 1976 Budget. Chairman Hanson has requested
guidelines and recommendations from the Council for their considera-
tion In review of the budget.
After discussion it was noted that the consensus

Crichton moved, seconded by Feyereisen, that Counci I approve Resolu-
tions No. 75-36, 75-37 and 75-38, as submitted. Motion carried
unanimouSly.

BUSINESS FROM THE FLOOR
Status Report - Roger Rei ling
Reiling advised that he has not received approval of gas allocation
from the Federal Energy Administration; if he cannot get gas, he Is
not Interested In making extensive alterations to his grocery storel
servIce statIon at 3151 Lake Johanna Boulevard.

Reiling said he stili has gas In the tanks, and asked Council's
permission to try dispensing gas for a few months (with new dispens-
Ing equipment>, pending a possible change in the gas allocation
situation; If he re-opens the grocery store In a few months, store
wi I I be In service station area of building, as proposed earlier,
not In former location.
Council deferred action to September 8, 1975 Council meeting.
COMPREHENSIVE PLAN REVIEW
Counci I continued Its review of the Comp~ehensive Plan, starting on
page 30, Residential Land Uses.
Wingert referred Council to his memo of June 17, 1975, whJ~h he pro-
.posedas substltufe- w.ordlng for the Residential Land Use section;
noting that net acre, according to the proposed amended Zoning Ordi-
nance means the exclusion of 100% of streets, 2/3 of water acreage,
2/3 of swamp acreage, 2/3 of low load-bearing solis of less than 15 psf
and 1/2 of slopes that drop at rate of 12% or more per 15 feet of
distance.
After considerable discussion of the Counci lIS intent re permitted
land use in R-I andR-2 low density areas, the description of "low
density" was amended to read as follows:

As can be seen on the Plan map, the largest amount of resi-
dential land has been allocated as low density. The density
in these areas is intended to remain conslstant with present
densities permitted in the zoning ordln~nce for "traditional"
lot and block developments. These units loll I I ordlnari Iy be
Traditional, single-family residences, and each on a 14,000
or 11,000 sq. ft. lot, respectively.
For developments where a Special Use Permit is appropriate,
net acreage shall be defined in such 3 way as to partially
exclude lakes, swamps, soils of poor bui lding suitability,
steep slopes, and public rights-of-way for roads or streets.
The density could not exceed 3.11. dwelling units per net acre
of land In the R-I districts nor could It exceed 3.96 dwelling
- units per net acre In the R-2 dlstric'ts.

"Medium density" was amended to read as followl:
bl Medium Oensity
The areas of medium density residential development include
both the proposals that have been app~oved and araas of
future development which meet the pol icy statements presented
earlier In this report.
Houses In this area would be on individual lots of not less
than 9680 sq. ft.
For developments for which a Special Use Permit is appropriate.

High Oenslty was amended to read as follows:

High density developments will be permitted only through
the Special Use Permit procedures. Dwelling units will not
exceed 12 units per net acre in these areas.

Council deferred the re-wordlng of this section, pending antici-
pated map amendments.
Page 3, under Community Development Goals, was amended as follows:

Comprehensive Plan 1974 - land Use Map
tn review of the Land Use Map 1974, Councl I referred to:
I. Letter from Cheryl Grudnoske (8/18/75), requesting that
the southwest corner of Haml ine Avenue and Hishway 96 be
considered for commercial rather than residential use.
2. Petition (8/14/75) submItted by Round Lake residents contaln-
'ng approximately 33 signatures, re land-use suggestions
for the Round Lake area.
3. Former PrelIminary Plat prop6sal, submitted by Joe Bussard
with Case No. 70-23.
4. Exlstlngtand use In Arden Hills, as well as review of
proposed and existing land use along the Shoreview/Arden
Hills boundaries, described by Shorevlew Planner Francis
Chichester.
After discussion, Planner Fredlund was requested to amend the Land Use
map, a.s discussed, and to prepare appropriate word descrIptions for
InclUSion in the Comprehensive Plan.

Wingert moved, seconded by Woodburn, that Sept~mber Council meetings
be scheduled at 7:30 p.m. at the Village Hall as follows:

Motion carrIed unanimOUSly.
Ordinance No. 186
Councl I authorized Attorney Lynden to amend Ordinance No. 186, to
provide that the cost of "mechahlcal ~oans" to control spread of
tree disease, be borne by the property owner; Village to bear cost of
chemIcal treatment only.
