Crepeau, Jr., Councilmen Charles Crichton, James Wingert, Robert Woodburn. Absent - Councilman William Feyerelsen. Approval of Minutes Wingert moved, seconded by Crichton, that the Minutes of the Regular Counci I Meeting of July 14, 1975, be approved as amended. Motion carried unanimously. Crichton moved, seconded by Woodburn, that the Minutes of the Special Counei I Meeting of July 21, 1975, be approved as amended. Motion carried unanimously. BUSiNESS FROM THE FLOOR None. REPORT OF VILLAGE BUILDING INSPECTOR LARRY SQUIRES Gas Connection Permits - Arden Manor Squires reported that Heating Inspector Pakoy has indicated that gas Instal lations of mobile homes should be tested prior to hook-up by N.S.P.. to detect leaks which may occur in transit. Squires said a meetIng wi I I be scheduled with Mr. Pakoy, Mr. Walters (Director of Mobile Homes Association), a member of the Minnesota Building Code Department and himself to set up criteria for permits and testing. McNiesh reported that N.S.P. will not make gas connections at Arden Manor unless gas installations have been approved; suggested that an interim solution might be approved untl I spoclfic testing criteria are established - people are waiting for gas hook-ups. Mr. Bernerd F~ber stated he is a State licensed gas Installer and has taken permits for two gas connections In Arden Manor; suggested that card be given to N.S.P. by Arden Hils (as in done in o'ther munl,cipali- ties) which IndlI:at.e.s..lnstallatlon has been approved by the Gas Inspector-. "'"S"qu'rres agreed this would be satisfactory until uniform testing criteria are determined. Councl I concurred with this Interim procedure, and Squires Indicated that testing recommendations should be available with- in a month. REPORT OF VILLAGE ATTORNEY JAMES LYNDEN . . Case No. 74..,.+. Pemtom - Approv.a I of Regl stered Land Survey: of Tract A Lynden referred Council to his letter of 7-17-75. Crichton moved, seconded by Wingert, that Counci I approve Registered Land Survey No. 296, which cov.rs the area designated as Tract A, Townhouse Villages North. Motion carried unanimOUSly. Personal SerVice 'Agreement - Vi Ilage Inspectors Lynden referred Council to his letter of 7-28-75 and attached Little Canada Personal Service Agreement. After discussion of recommended changes to the agreement form, Crichton moved. seconded by Wingert, that Council authorize execution of the Agreemen~ as amended, by the Inspectors, Mayor and Clerk Administrator. Motion carried unanimOUSly. Ordinance re Building Code Lynden reviewed the ordinance adopting the State Bui Idlng Code, In Its ent I rety, not I ng changes to be I nporporated in f I na I. draft and y i v I ng the ordinance Its second reading. In discussion re Exhibit "B" It was noted that It Is Coul1cll's Intent that the Vi Ilage acquire area shown In "purple". Crichton moved, seconded by Wingert, that Council authorize issuing check to person~s) specified by Attorney Lynden; check to be in the amount of $10,712.00, less 22.4% of taxes (noted In item 61 of letter of 7/28/75), plus penaltIes due and owing as of date of closing. Motion carried unanimously. . . Diseased Shade Tree Prevention and Control Prog~ It was noted that certain property owners have refused to permit the treatment of tr~es because adjacent shrubbery If ill poss I b IY"be destroyed; also some groves of diseased trees are so extensive in number that It is too costly to the property owner to treat and/or remove the infected trees. After discussion, matter was referred to Tree Inspector and Village Attorney to resolve. REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN Allied Blacktop Company - Sealcoatlng Project, Aopllcatlon for Pay- ment No. I Christoffersen referred Counci I to his letter of July 16, 1975, and attached Application for. Payment No. I, recommending payment as re- quested. Woodburn moved, seconded by Crichton, that Councl' approve payment of Appl icanon for Payment No. I, in the amount of $13,215.72. Motion carried unanimously. Status Report on Nursery Hill Improvements Christoffersen reported that Nursery Hi I I road repairs have been made, but to date a request for payment has not be.en .sllbmitted. Christoffer- sen- describedttie repa.irs made to the road, and advised that further erosion of the road Is not likely. Bethel Master Meter Christoffersen reported that Contractor Is scheduled to do remaining work on Bethe1 Master Meter installation on August 4th. REPORT OF VILLAGE TREASURER DONALD LAMB Investments Treasurer Lamb reported the following investments: $195,000 @ 7% for 180 days on July 22, 1975, In Northwestern National Bank of St. Paul. $175,000 @ 7.4% for one year on July 25, 1975 in First National Bank of St. Paul. . . CrIchton moved, seconded by Wingert, that Council ratify the Investments as reported. Motion carried llnanimously. Newsl!!!22: Proposal - Dave Locey Mr. Locey referred Council, to his lattar of July 18, 1975 and to copies of Rosev I II a's News Letter. After discussion, Locey agreed to meet with Arden Association Board Members to see If the Association will publish the newsletter if it is financially supported by the Village, and to advise Council of the Association's decision.
