Charles Crichton, Robert Woodburn, Absent - None, Also Present - Village Attorney James Lynden, Parks Director John Buckley, Building Inspector Larry Squires, Clerk Adminis- trator Charlotte McNlesh, Japuty Clerk Dorothy Zehm, APPROVAL OF MiNUTES Wingert moved, seconded by Feyerelsen, that Council approve the MInutes of the Special Counci I Meeting of May 19. 1975. as amended. Motion carried unanimously, BUSINESS FROM THE FLOOR I,O,O.F., St, Paul Lod!:le No.2 Mr. Vernon Smith requested that Council amend the Special Use Permit for 1174 Edgewater Avenue to permit a crushed rock parking lot, in- stead of the paved surface required, Smith advised that the Lodge has arranged to fence ~he property with a 4' chain-link fence, but prefers to retain the crushed rock parking lot, if possible, Smith explained that a large area of the parking lot is filled land. and wi II require some time to settle properly; parking lot is seldom used; neighbors (except neighbor adjacent to the south property line) approve of the crushed rock - no complaints as to dust from neighbors. In discussion of the parking lot ~creenlng requirement, some confusion was expressed as to what Is required. After discussion. Council agreed to visit the site and to defer consideration of the request until the Counc I I meet I ng of June 9, 1975. REPORT OF PARKS DIRECTOR JOHN BUCKLEY North Suburban Day Camp Program Buckley reported that the Parks and Recreation Committee recommends that Councl I authorize Vi Ilage support of the North Suburban Day Camp Program; suggesting $50.00 for each Arden HI lis chi Id attending -to be paid at the end of the program. Crichton s~ated that Village support of the program should probably not be a per person amount, but rather a fixed sum. After" discussion, Crichton moved. seconded by Wingert, that Council authorize Village of Arden Hills support of the 1975 North Suburban Day Camp Program in the amount of $137.50. Motion carried unanimousl~. . Summer Playground Program Buckley referred Council to the 1975 Summer Program Proposal, out- lining costs of six-week and seven-week programs, Buckley reported that the Parks and Recreation Committee recommends the six-week pro- gram, which allows $810,00 for craft supplies, program equipment, trips, etc. Counci I concurred that Buckley proceed with the program he considers to be appropriate, Shade Tree Disease pro~ram Buckley reported that 0-35 letters have been sent to property owners asking removal of diseased trees by June 2nd. Buckley reported that some residents have requested that the Village remove the diseased trees. Buckley suggested that If the Village contracts to have trees removed, It possibly could be done at less cost per tree, than If done on an individual basis, Buckley noted that a re-Inspectlon, by a Certified Tree Inspector, should be made in June to treat the diseased trees and to verify number and location of diseased trees for removal. (Buckley was requested to check new legislation re possible funding.) Three~quarter Ton PICkU~ Truck Buckley reported that I 75 Budget provides for purchase of a 3/4 ton truck with plow, for Parks and Recreation Department use; would also be used by Public Works Department to plow cul-de-sacs etc. ' After discussion, Counci I authorized Buckley to collaborate with Johansen In preparing specifications for a 3/4 ton,4-wheel drive, pickup truck with plow, for consideration by Councl I on June 9th. . Committee Recommendations re Park Sites Buckley reported that the Parks and Recreation Committee walked the area southwest of the Village Hall (between Highway 10. Hlgh~a~ 96 and east and west of Snelling Avenue) at its May meeting. and suggests that a 10-acre site in the southern portion of the triangle. west of Snelling Avenue, between Highways 10 and 96 Is the most suitable for aVI llage neighborhood park. Crichton noted that this proposed 10-acre park is In line with the Comprehensive Park Plan. providing the balance of the ~park acres (Floral Park - 22 acres) for the estimated 3.215 anticipated popu- lation in this north central portion of the Vii lage. Buckley reported that the Parks Committee asks Councl I consideration of the five items noted in the Minutes of the Parks and Recreation Comm,ttee Meeting of May 13th re the Ramsey County Open Space pro~osed Round Lake park and trai I , Summer Maintenance Employees Buckiey reported that he desires to hire Paul Schmaedeke, Frank Marson and Kathy Pince for park maintenance, as soon as they are available, at $2.50/hour for 12 weeks, 40 hours/week: will need a 4th person to assist the Certified Tree Inspector, After discussion, Crichton moved, seconded by Wingert, that Council authorize hiring Paul Schmaedeke, Frank Marson and Kathy Plnce, at $2.50/~our for summer park maintenance as described, subject to approval by the State Manpower Commission, Motion carried unanimously. Summer Program Supervisor Buckley referred Councl I to his memo of 5/23/75 re employment of Summer Program Supervisor for 1975., Wingert moved, seconded by Feyerelsen, that Council authorize the employment of Dean Ekegren as Program Supervisor for the 1975 Summer Program, at $IOO,OOiweek plus 15(/mlle, from June I to August I. Motion carried unanimously. It was noted that Village acquIsition of a road easement along the east side of Flaherty's'Arden Bowl would be necessary, This matter was referred to Lynden for his report to Councl I as to procedural recommendations to Implement the proposed one-way loop. In discussion of the proposed Connelly Avenue one-way loop street, Counci I concurred that Connelly Avenue should be curbed along both sldes, and lighting should be Improved In this area, . ~ No. 75-20. Cardiac Pacemakers, Inc, Feyerelsen reported that he has been negotiating with Cardiac Pace- makers. Inc. re park dedication with respect to the Cardiac Pace- ma~er's Inc. proposed 9-acre development on County Road F and Hamline Avenue, advising that It Is anticipated that this matter can be resolved by the Councl I meeting on June9th, Case No. 75-21. Judith Tacheny - Sldeyard Variance Wingert moved, seconded by Feyereisen, that Council approve the 4' sldayard variance and I' aggregate sldeyard variance, for construction of a garage at 1385 Forest Lane, Motion carried unanimously, REPORT OF CLERK ADMINISTRATOR CHARLOTTE MCNIESH Off-sale Liquor License, Kenneth Streeter - Arden Plaza McNl.,sll referred Council to letter from Lynden (5/27775) re application and bond submitted by Kenneth Streeter for an Off-sale Liquor License at Arden Plaza, McNlesh advised that the Police Department has completed Its Investiga- tion aBd approves the applicant, Crichton moved, seconded by Wingert, that Council approve issuance of an Off-sale Liquor License to Village Liquors North, Inc" subject to corrected application as noted by Attorney Lynden. McNlesh reported that Mrs. Ida Adair has completed her 6-month pro- bationary period, and recommended that Councl I approve her employment as a ragular permanent employee at $2,aO/hr, effectIve June I, 1975. Crichton moved, seconded by Feyereisen, that Council approve the employ- me~t of Ida Adair as a regular permanent employee at $2,80/hr, effec- tive June 1, 1975; salary to be reviewed when Vi Ilage salaries are next r,vlewed by Council, Motion carried unanimously. Hunters Park Fourth Addition - Change In Water Utility Easement Council concurred that the requested easement change be referred to the Public Works Committee and Village Engineer for their recommenda- tions for Council consideration at meeting on June 9th. ~~et Calendar for 1976 McNiesh referred Council to proposed Budget Calendar for 1976, asking that Council advise her of any changes prior to distribution of the calendar to the various Committees next week, , -5- .
