BUSINESS FROM THE FLOOR Mr. David Locey - Arden Association Dave Locey, spokesman for the Arden Association, proposed that Councl I consider Instituting a committee for publication of a Vi Ilage news- letter; suggesting that present standing commltteess have a liaison to this committee to relay news of meetings; committee to dQvelop cri- teria for reporting of news. Locey proposed that letter be published eight Ing four to residents with util ity billings). for 1400 copies as follows: times per year (s9nd- Locey estimated cost I. Locey submitted copies of newsletter~ p~epared by other murlcl- palltles. Council agreed to consider the proposal, and deferred action to the May 19, 1975 Counci 1 meeting. REPORT OF PARKS DIRECTOR JOHN BUCKLEY Sp,ecial Meeting, May I, 1975 Buckley reported that the Parks Committee has scheduled a public meeting a'-t 8:00 p.m. on May I, 1975, at the Village Hall re Ramsey Coun.ty Open Sllace's proposal for a park and hiking trail at Round Lake; notices of the meeting have been mailed to Round Lake property owners and the four newspapers. . Equipment Needs Buckley referred Councl I tD his memo of April 25, 1975, re landscape equipment needs and bids obtained, recommending that Council accept the low bid for both the Scarifier Scraper and the Landscape Rake. After discussion, Crichton moved that Council authorize the purchase of the MF 18 Model 73-73'" wide (L-Z Manufacturer) Scarifer Scraper at $638.00, and the Ford 760 Series 8' wide (Midway Tractor) at $425.00. Motion was seconded by Wingert and carried unanimously. After discussion, Woodburn moved, seconded approve employment of summer personnel, as unanimously. .J , by Wingert, that CounCI I presented. Buckley notified Counci I that an Assistant Tree Inspector may be needed to assist the Tree Inspector in treating diseased trees noted in the June tree survey. ' Shade Tree and Shrub Purchase Buckley referred Councl I to him memo of 4/25/75 requesting authorI- zatIon to purchase shade trees and shrubs for spring planting. After discussion, Crichton moved, seCOnded by Woodburn, that Council authorize the purchase at $1,000, as proposed. Motion carried unanI- mously. Mounds.Vi~w Tennis Court Lights Buckley reveiwed his memo of 4/25/75 re cost of lighting the tennis courts at Mounds Vrew High School. Apri I 22.... 1975 Parks and Recreation Commit-ree ~jjnutes Crichton referred Buckley to Minutes of Parks 8nd Recreation Committee Meeting of April 22nd, asf;lng what the "10% ope'n space rule" refers to, and who Is to make the recommended review of ordinances. Buckley said he'd verify this with the Committee; he believes the 10% open's~ac6 rule refers to park dedication and that review is proposed to be done by the P~rks Committee. Arden Manor Park Specifications Buckley was requested to submit public park and equipment specifica- tions (Arden Manor) to Mr. Adams this week for his review. . Ramsey County League of Municipalities Meeting Wingert reported that Ramsey County Open Space has acquired 100 acres of the 185 acres In the Schmidt Park proposed open space acquisition; represents 14 of the 34 parcels involved; parcels on which 4 homes are located have not been acquired. McNiesh was requested to check with Lynden as to possible legal action re infiltration due to ineffective plug. REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN Bids for Lift Station No.8 Revision Christofferson reported that Don Lund requests that this matter be deferred to May 19th Council Meeting, at which time he wi II present specific informatIon re Increased costs; Lund has oral approval from lo~ bidder, Par-Z Con. Co. (written confirmatlo~ has not been received to date) to delay bid letting until that date; Attorney Lynden indi- cates he anticipates no complications re the delay. Matter was deferred to May 19th Counci I Meeting. Christoffersen reported ttat the reason power wus on at teRnis courts on May 16th, and not on tte 17th may have been that switches were pulled. Chri stoffersen reported ttat a II items on "punch II st" have been co'rrec- ted and approved, except ~is review of the manual. After discussion, Feyerei~en moved, seconded by Woodburn, that Counci I approve payment of $8,267.00 to Tieso Electric Company on the con- dition that Vi Jlage Engineer finds manual to be appropriate. Crichton moved that motion be amended to include penalty of $100, for late completion, ~nd that Counci I approve payment In the amount of $8,167.00. Amended motion was seconded by Wingert. . In discussion, r4r. Tieso explained that extenuating circumstances pre- vented completion by contract date: I. N.S.P. had been requested to install underground service last fall, but t~is was not done. 2. Frost charges would be added to cost o' underground servIce during winter months. 3. Tlffie extension was granted to AprIl IS"'h, instead of May I, as requested - N.S.P. made installation in one day; there- fore project was substantially completn on April 16, 1975. (Tieso noted that letter from McNiesh indicates penalty would start on the 16th). Amendment to motion did net pass (Crichton and Wingert voting In favor of amended motion; Feyereisen, Woodburn, Crepeau voting in opposition). Christoffersen indicated that Vi Ilage should have access to check private sewer and water lines which are connected to City uti Ilties; also suggested that Attorney Lynden be asked to check on whether water avaI lab! Ilty for fire protection is public responslbi lity. Lexington Avenue Widening . Christoffersen noted that Shorevlew/Arden Hills/ Ramsey County Joint meeting will be scheduled soon re the proposed widening of Lexington Avenue. Crepeau advised that Johanna Is up over a foot, and shorelines are eroding from high water and wave action; has reqeusted County to close boat ramp uhti I water subsides. REPORT OF BUILDING INSPECTOR LARRY SQUIRES Sitzmark Addition Squires referred Council to his memo of 4/23/75, noting a construc- tion plan change, in order to bring bui Iding addition up to State Code~. Survey R~rdlnance Compl~~ Squlres reported that most ordinance violations have been corrected - property owners have been very cooperative; Sexton and he have worked together to effect compliance, and response has been gratifying. REPORT OF PLANNER RICHARD FREDLUND . Case No~ 75-6t Arden Manor - Amended Special Use Permit Fredlund reviewed his report of 4/28/75 re sale potential of wood vs. metal-sided mobile homes and wood-sided ffiobi Ie home parks. Civil Defense Director Jim Schmaedeke reported the following re the proposed community building and its adequacy as a storm shelter: I. EKact buIlding has been construcTed at Creekside In Coon Rapids, and It is his opinion that the bui Idlng Is basically very adequately constructed; lower level should not cause any problems re use as a storm shelter. 2. Five square feet/person Is considered to be desir~bla for storm shelter, but 31 to 4 sq. ft. would be adequate for short periods of time (an hour or so). 3. Emphasized that upper level of building Is not adequate for storm shelter; lower-level Is very adequate, If com- pletely submerged Into the ground and constructed exactly as constructed at Creekside in Coon Rapids. In review of plant materials proposed, Attorney M. Van Putten noted that Adams agrees to plant 414 2" to 2i" diameter trees, which are larger than the 444 trees originally proposed. Council requested that an amended landscape plan be submitted, Indicating the proposed location of trees, shrubs, fencing etc. for Council approval. Crichton stated that he believes the Councl I and residents of the park want to come to some arrangement where Mr. Adams can continue and we'll have a fine park of which Arden Hills will be proud. Crichton suggested that Counci I detail variances it Is willing to grant with respect to the Amended Special Use Permit, and assuming these are determined and a landscape plan Is received and approved, at that point In time, Council could give the "o.k." to continue finishing and selling the-51 homes In the first phase, and that no further occupancies be approved until: I. All streets are finished. 2. All sewers are In and approved. 3. Water (presumably a new ."ell) In and approved for pressure to all units. 4. Community building is finished. At that point in time, the next 49 lots could be permitted to be occup i ed (52 through 100). Occupancy of "100 I 01"5 In ba I ance of park could be withheld until: I. Recreation facility is finished and acc:epted. 2. Pool is' finished. 3. All landscaping Is completed. Woodburn Indicated. he agreed with this approach, and suggested that the first Council consideration be the matter of wood-side vs. metal- side homos. Feyerelsen Indicated the proposed approach Is egre.able to him also; considers ytl Iltles construction to be of utmost Importance, suggesting ... they be the next items Council shouid consider. Crichton Indicated there are three questions which remalh unresolved In his mind, even If Counc II :3grees to approach: I. How are we going to Insure adequate water pressure over the next. five years? 2. How are we going to insure road maintenance, both winter and summer? 3. How are we going to insure non~lnflltration of sewers? VanPutten advised that Adams proposes WOOd-sided homes only on the first 51 lots. Possibly after these are Installed, the question of permitting m,}ta I-sided. homes may arise, but suggested this not be an Issue at this time. Woodburn suggested this Is a total project, and this matter should, therefore, be resolved now. -5- Minutes of Regular Council Meeting Page six April 28, 1975 Feyerelsen asked that a wood-sided home be defined. He noted one home, on the road In Arden Manor at this time, which Is less than '3/8 wood-sided. Easements for inspection and testing of sewer and water lines be granted to the Village (testing to be at Village expense - repairs at expense of deveioper). 2. Rear yard setback - from 25 ft. to 10 ft. 5.3 Council agreed to approve a 5' variance from 25' maximum lot coverage by structures to 30'. 5.4 Council agreed to approve variance from 600 sq. ft. off-street .oarldng area/lot to 400 sq. ft./lot; permitting driveway to be located ~Ith 0 slde-vard setback (a 5' side-yard variance); drive- way 70 be located at least 5' from mobile home. . 5.5 Counc II agreed to app rove a va r lance from requ I rement of two shade trees per tot; landscape plan for entire park to be submitted for B?proval, at which time this variance will be determined. 5.6 Council req~ested Sui Idlng In5pecto~ to check State Standards for mobl!e home "set-ups"; granting variance from this section, by substituting State Standards may be granted. 5.7 No variance wi II be granted. Council agreed to meet with Adams, at a Special Meeting If necessary, when the landscape plan Is ready for Council conslderatlo~. REPORT OF VILLAGE ACTING TREASURER CHARLES CRICHTON . Crichton reported that a dally interest savings account will be opened at the First National Bank of St. Paul, In which monies will be deposited at 5% interest until amount can be added to larger Investments to secure higher interest rates. Wingert moved, seconded by Feyerelsen, .that Council approves the opening of a savings account and the Initial $1.00 deposit. MotIon carried unanimoUSly. Crichton advised that $25,000 from maturing securities will be deposl~ed In Savings Account on May I.
