REPORT OF PUBLiC WORKS SUPERVISOR HANS JOHANSEN 1975 Sealcoating Program Johansen described the proposed Vil!age street sealcoating project for 1975, and submitted a map which marked streets,to be seaicoated in 1975, In blue. Johansen said he is not certain, at this tIme, If the frontage road (Highway 96 to 14th Street N.E.) is to be included; does not know whether thIs is the obligation of the CIty or State, but agreed to contact State re agreement for frontage road maIntenance, prior to preparation of specifications for project. After discussion, Crichton moved, seconded by Wingert, that the Counci I authorize the Engineer to prepare specifications for the 1975 seal- coating project, as presented. Motion carried unanimously. (Christoffersen wa~~uesi~d to prepare specifications and contract to assure Vi Ilage or;;-Trxe~nit price bids.> Meter.Testing Information Release Johansen referred Council to his memo of 3/12/75, and attached letter of meter testing information, which Badger Meter, Inc. has requested permission to release to their customers. After discussion, Counci I concurred with Johansen's letter, and release of Information requested, providing Item #3 can be substant~ated re 60% increase in revenue for Arden Hills, after meters were repaired. Proposed Tree Remova i at Booster Station Johansen reported that two large maple trees, apparently damaged during construction of the booster station, should probably be removed from the booster station site. Counci I concurred with the removal of the trees, after verification by the City Forester that they are, in fact, diseased or dead. . New Brighton Road - Glenpaul Dralnago J.oh.ans.en reported that the drainage project, completed last year at New Brighton Road and Glenpaui Avenuo intersection, has apparently rectified the pondi~g problem which formerly existed in thIs area during the spring thawing period and after heavy rains. He explained that the north side of Glenpaul Avenue was "Skin-patched" last fall; appears that a good patch was applier, and if properly located, should prevent run-off and ponding north of Glenpaul Avenue. REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN Proposed Up-gradln~ of lexington Avenue ChrIstoffersen introduced Deanne Anklan, Ramsey County Engineer; Wayne leonard, Ramsey County Highway Departmen~George Dimke, Eugene Hickock and Mike Zagar, representing the Rice Cree~ Watershed District. .-' - ., Mr. Anklan said the County will be required by the state to up-grade Lexington Avenue between County Roads D and E in the next two years. ~~. Anklan advIsed that Ramsey County propos.. to up-gre'e Lexington Avenue, north of County Road E, with 1975 funding, and, after contac- t i ng Shorey i elll and Arden Hill s, for the i r in-put as to up-grade re- quirements, plans wi II be prepared for contract letting in 1975 and construction in 1976. Mr. Anklan said that the ~ desires to include as much of the up-grading between County Road E and Highway 96 at one time as possible; if entire area is not feasible, proposes County Road E to County Road F, or County Road E to 1-694, or County Road E to Grey Fox Road, as alter- nate stages. . Mr. leonard described the proposed up-grade, as basically providing four traffic lanes, with a 16' wide median area for turn-lanes, prl- mari Iy through the industrial areas. A typical road section map was displayed, and Mr. Anklan advised that County has majority of right-of-way, but certain right-of-way will have to be acquired. Ankla~ requested that the municipalities assist the County In obtain- Ing the necessary right-of-way; noting to property owners Involved that the up-grade of the road wi I I benefit the properties along the roadway by providing improved access and eliminating the open ditch. There Is a 33 foot right-of-way avai lable now from the Soo line tracks to Grey Fox Road; this means the project needs 10 feet more on the rlght-of- way on the Arden Hills side. ~::' I ~I .. ,. In discussion of anticipated traffic volumes and proposed traffic controls, Anklan and Leonard indicated that a traffic light was needed on Lexington at 1-694 where traffic volume Is somewhat less than 7000 ,cars per day. 'f warranted from County standpoint (e.g. Grey Fox Road and Lexington); if an industry desires to signal, cost would be apportioned, depending upon ownership of "legs" of intersection. leonard advised that the road up-grade proposes to Inelude an i~proved signal at the ralli"oad crossing and wi I j include improved drainage in this area. He said the drainage p,oblam should be resolved as soon as possible between County Road E and Grey Fox Road and/or 1-694. In the discussion on drainage, and possible ways to mutually solve the problem of excessive run-off, the following points were noted: If an assessment is to be levied for storM sewer construction, it would be more practical to hold hearings on the entire proposed project. Control of run-off from other municipal ities Into Arden Hills must be resoived. All contributing areas should be included in assessment hear- ing on storm system. Pipe vs. detention basins and or a combination of both may be necessary. Rice Creek Watershed representatives explained that the drainage area, affecting the lexington Avenue proposed up-grade, is a part of the lake Johanna sub-watershed study - an over-ali picture of the area is needed to determine how to mutually resolve the entire drainage problem. Dimke said the Arden Hills plans have been received by Rice Creek and wi II be reviewed, within the next four months - cannot make a positive statement at this time re the alternates proposed. -2- Minutes of Regular Council Meeting Page th ree March 17,1975 Crichton suggested that if detention basins are required to adequateiy retain water run-off, there should not be a need for spending these extra dollars for pipes. Anklan advised that, between Grey Fox Road and 1-694, the right-of-way will necessari Iy encroach on the ditch area; no way the County can In- crease width, without disrupting the ditch. . Hitchcock indicated, on an aerial map, some of the existing factors affecting the'Rlce Creek Watershed area; advising that, after permit- ted fluctuations in the Lake Johanna basin are determined, methods to retard flows in excess of these levels must be devfsed which wlil least change the lakes. He said additional retention basins may be needed, as weli as pipes, and ditc~es to control flows. Hitchcock agreed that filters wii I be needed, especially In Industrlai areas, to trap grease, oi I, salt etc. from parking lots, which clog natural ponding areas, as well as pipes. Hitchcock advised that the Watershed District can sponsor acquisition of certain ponding areas for preservation, and not be iimited by the municipal boundaries; can act as a mediator for municipalities within the District, re al location of costs, etc. In response to Ramsey County's request for an expression from the Council regarding the extent of the lexington Avenue up-grade considered ap- propriate at this time, the foi lowing comments were made: Crichton said that, If portion from County Road E to 1-694 is needed now, he \~ould like a bike trail included on the east side to serve the YMCA - seems reasonalbe to go to 1-694, with traffic volumes of 6800 north of 1-694 and 7300 south of 1-694 to County Road E. Feyereisen also agreed that County Road E to 1-694 seems appro- priate - If eventuaHy Intent is to up-grade to Highway 96, It would be desirable to do it al I at one time. Crepeau said that, If possible, entire project to Highway 96 should be done now .- considers from County Road E to 1-694 to be the minimum. Wingert said he is hesitant about the portion between 1-694 and Highway 96 - would like to receive some expression from Shoreview before considering the up-grade of this portion of lexington - agreed that portion from County Road E to i-694 seems practical at this time. Christoffersen stated that, even if the portion north of 1-694 Is not Included in the Lexington Aven~e up-grade at this time, the drainage , from this north ar-ea shouid be controlied to prevent Increase of run-off. . Crichton said that if an increased run-off is not allowed from this north area, it does not seem necessary to anticipate an increase from this area; therefore, we would not have to enlarde anything (pipe or ponding areas) at this point. Christoffereen noted that it is also possib'~ to have an lncrea$e in run-off from the e~st of lexington; something will have to be done to prevent an increased flow from this area. After discussion, Feyereisen interpreted Counci I comments as encourage- ment to Ramsey County to develop prel iminary plans for the up-grading of Lexington Avenue, from County Road E to 1-694; some having expressed desire for improvement all the way to Highway 96. Ramsey County was requested by the Council to send copies of all mater- ials relating to the lexington Avenue up-grade project, to Rice Creek Watershed District, at the same time they are sent to the municipali- ties, so reaction from Rice Creek Watershed can b~ coordinated with those of Shorevlew and Arden Hills. -3- . . .. Minutes of Regular Council Meeting Page four March 17, 1975 Christoffersen was authorized by the Counci I to stay in contact with Mr. leonard and Rice Creek Watershed District and Shoreview re plans as they develop, and to also contact Bethel re solution to drainage problem in that area, in an effort to resolve the drainage. It was noted that control of run-off from east of Lexington must be resolved _ control of any increase from there shouid be at Shoreview's expense. Christoffersen was requested to keep Councl I apprised re this matter. Proposed Johanna Outlet Structure Mr. Dimke reported that the Johanna Outlet is primarily in the same study - al I relating to storage of water, and it is .ntlcipated to --be ..completed within 4 to 5 months. Watershed. District wi II meet with Arden HI lis when this preliminary design data is available. lambros Ditch - Northdale Construction Company - Application for Pay- ment No. I Christoffersen raterred Council to Application for Payment No. I, from- Northdale Construction Company, and to his letter of 3/11/75; recom- men d I ngthe paymen-t-.- __ Christoffersen explained that this payment covers work which has been completed to date, less 10% retainage. Crichton moved, seconded by Wingert, that Councii approve payment of Application No.~ Northdale Construction Company, in the amount of $11,581.20. Motion carried unanimously. Revisions to Lift Station No.8 - Report of Bids Christoffersen referred Council to tabulation of bids received on March 14, 1975, for the Revisions to lift Station No.8, noting that Par-Z Contracting, Minneapol is, is the apparent low-bidder at $63,463. .Cnristofte rsen adv i sed that, sub sequent to rece I pt of comments from the Metro Sewer Board, he wi II submit his recommendations to Counci i mt-ifgll-rding the bid_letting - Counci I has 45 days to react to the bids rece i ved. State Aid Road Report Christoffersen referred Council to his letter of 3/14/75 and brochure from the State Highway Department, relating to Municipal State Aid Street Program. . In discussion, Christoffersen noted that about t mi Ie of State Aid Road has not been designated by Arden Hills to date. Johansen reported that the Public Works Committee has started to work on a suggested State Aid Road program for the Village. Clerk Adminis- trator_was requested by Council to prepare copies of the informational material for Publ ic Works Committee use. REPORT OF CLERK ADMINISTRATOR CHARLOTTE MCNiESH District Recreational Swimming Program - Barry Bauer Mr. Barry Bauer, Mounds View School District Community Education Coordinator, reported that he had taiked briefly to Crichton and Buckley about the Community Service Pool Program, which was started by the School District, but is being turned over to the municipalities to fi Ii the void in the municipality recreation programs. He said that the cities wi II request permits for pool use, Just as they do for use of school bui Idlngs for other recreation uses. He said the pool program allows for City identity and a better recreation program. Bauer said that the use of school facilities has risen 1000% since community recreation programs have been uti lizing school facilities. He said people are requiring more educational and recreational services, and it is up to the educational Institutions and municipalities to provide these programs. Bauer said the pool program has been profitable for the School District, and the District is not happy to see this ioss of pool monies; District would benefit If municipalities did not pick up this program, but Parks Directors have requested the pooi program to complete their over-at I recreation programs. -4- Minutes of Regular Council Meeting Page five March 17, 1975 Bauer indicated that there would not be a need for a Joint Powers Agreement - all school facilities, including the pools, are covered by School District Pol icy 1330, which covers the municipalities' use of the facilities, also. Bauer,explained that the municipality hires the instructors, collects the funds, uses the facility - no rent; liability is the same for ali the coordinated programs. Community Education stili has control of the faciiltles - permits must be obtained 48 hours prior to use of facility. . After discussion, Crichton Indicated that an evaluation of the recre- ation prqgrams has not been made by Arden Hills, and suggested that, before another activity is added to the program, The evaluation of the present programs be made - Parks and Recreation.Committee was requested to evaluate the programs, nQtlng .total participation, per- centage of Arden Hills' participation In each activity, total costs, etc. Resolution No. 75-15 - Archery Range Mr. Ken Simons, Ramsey Count.y Open Space System,dlspiayed a map of the proposed Marsden lake Archery Rang"a an.d'-ll.!!.!".k i ng a rea on 8.0 i acres (Parcel Cl west af lexington Avenue, approxima~ly I' miles north of Highway 96. Crichton moved, seconded by Feyereisen, that Council approve Resolu- tion No. 75-15, RESOLUTiON APPROVING PLAN AND AUTHORIllNG RAMSEY COUNTY TO IMPLEMENT INSTAllATION OF AN ARCHERY RANGE AT MARSDEN lAKE SITE. Motion carried unanimousiy. Case No. 74-17, McDonald's Corporation ~ Building Perml! Mr. Thomas Sexton reported that. since the last Counc il meet I ng, he contacted Mr. Kirkwold of the Ramsey County Highway Department, regard- Ing the need for a semaphore at the intersection of Connei Iy Avenue , and County Road E, advising that he had invited Attorney lynden to also' atte.nd this meeting, but he did not attend because of prior commitments,'. Sexton advised that he showed the McDonald's plans to Mr. Kirkwold, and rei ayed the 'Counc ii's concerns rega rd I ng the tra ff I c vo I umes, tu rns etc. In this area. Sexton reported Klrkwold's reaction, after review of the plans, as 1.0 I I ow s : . ~. Traffic voiumes at present are not sufficient to warrant study. 2. Even after McDonald's Is bui It, there would not be suffi- cient traffic to warrant lights; 3. Wingert asked Mr. Sexton If he has a plan for alternate routing of traffic in and out of the McDonald's proposed site. Vi Ilage is now committed to wait for a response to that request. Sexton said he thought that the review by Klrkwold would satisfy the Counci I - not sure we're not "putting off and putting off", with no assurance that a need is indicated. . Crepeau asked Mr. Sexton his anticipated construction time schedule. Randy Berg, McDonald's Corporation, advised about 65 days. Sexton said he was sorry Coilnci I cannot take the assurances that the County (Kirkwoldl gave him to relay; this leaves McDonald's in a tortuous position as it relates to the pending litigation. Resolution No. 75-16 - Resolution re Open Meeting law Feyere, i san moved, seconded by Winge rt, that Counc II approve Re so i u- tion No. 75-16, RESOLUTION RELATING TO OPEN MEETINGS OF PUBLIC BODIES: AMENDING MINNESOTA STATUTES 1974, SECTION 471.705, SUBDIVISIONS I, 2 AND BY ADDING SUBDIVISIONS. Motion carried unanimously. Proposed letter to Industrial and Commercial Area Re Exterior S~orage Crichton moved, seconded by Feyereisen, that Counci I approve letter from Chief Sexton to commercial and industrial business piaces, as proposed. Motion carried unanimously. OTHER BlJSINEsS Ramsey County League Charter Wingert reported that a Charter Committee, appointed by the R.t.~,~. president, has determined that the league could be more effective by expanding its membership, and outlined some of the major changes pro- posed: I. 2. Proposed Park Name Crichton reported that the Parks and RecreatLon Committee recommends that the park property near Karth lake be named Cummings Park, and moved that Council concur with this recommendation. Feyerelsen secon- ded the motion and motion carried unanimo~sly. Personnel Ordinance Amendments Crichton noted tha~ it .ppears that a "floating holiday" is considered by employees to ee desirable for the lOth holldey. Attorney lynden was requested to prepare lOth holiday 'and funeral leave amendments to Ordinance No. 83.
